    Virgin of Mercy by Hans Holbein the Younger paying the highest price ever for an artwork in Germany and outbidding the Städelsche Kunstinstitut in Frankfurt Main where the painting had been on display since 2003 912 000 Untitled 1990 ROBERT GOBER In the midst of an economic crisis the art world is experiencing an ongoing market boom which has been widely linked to the rise of High Net Worth Individuals HNWI and Ultra HNWIs people worth over 1 million or 30 million respectively particularly from the financial industry A recent report by Art Auction even celebrated indicators that these groups were rebounding from their 2008 dip to precrisis wealth Until recently however there has been very little discussion of the obvious link between the art world s global expansion and rising income disparity A quick look the Gini index a measure of income inequality shows that the countries with the most significant art booms of the past two decades have also experienced the steepest rise in inequality the United States Britain China and India Further recent economic research has established a direct connection between skyrocketing art prices and income inequality showing that a one percentage point increase in the share of total income earned by the top 0 1 triggers an increase in art prices of about 14 percent It is now painfully obvious that what has been extraordinarily good for the art world over the past decades has been disastrous for the rest of the world In the United States it is difficult to imagine any arts organization or practice that can escape the economic structures and policies that have produced this inequality The private nonprofit model which almost all US museums as well as alternative art organizations exist within is dependent on wealthy donors and has its origins in the same ideology that led to the current global economic crisis that private initiatives are better suited to fulfill social needs than the public sector and that wealth is best administered by the wealthy Even outside of institutions artists engaged in community based and social practices that aim to provide public benefit in a time of austerity simply may be enacting what George H W Bush called for when he envisioned volunteers and community organizations spreading like a thousand points of lights in the wake of his rollback in public spending Progressive artists critics and curators face an existential crisis how can we continue to justify our involvement in this art economy At minimum if our only choice is to participate or to abandon the art field entirely we can stop rationalizing that participation in the name of critical or political art practices or adding insult to injury social justice Any claim that we represent a progressive social force while our activities are directly subsidized by and benefit from the engines of inequality can only contribute to the justification of that inequality The only true alternative today is to recognize our participation in this economy and confront it in

    be only to create new malcontents Incapable of undertaking reforms since this would mean paving the way for revolution and at the same time too impotent to be frankly reactionary the governing bodies apply themselves to half measures which can satisfy nobody and only cause new dissatisfaction The mediocrities who in such transition periods undertake to steer the ship of state think of but one thing to enrich themselves against the coming debacle Attacked from all sides they defend themselves awkwardly they evade they commit blunder upon blunder and they soon succeed in cutting the last rope of salvation They drown the prestige of the government in ridicule caused by their own incapacity Such periods demand revolution It becomes a social necessity the situation itself is revolutionary When we study in the works of our greatest historians the genesis and development of vast revolutionary convulsions we generally find under the heading The Cause of the Revolution a gripping picture of the situation on the eve of events The misery of the people the general insecurity the vexatious measures of the government the odious scandals laying bare the immense vices of society the new ideas struggling to come to the surface and repulsed by the incapacity of the supporters of the former regime nothing is omitted Examining this picture one arrives at the conviction that the revolution was indeed inevitable and that there was no other way out than by the road of insurrection But between this pacific arguing and insurrection or revolt there is a wide abyss that abyss which for the greatest part of humanity lies between reasoning and action thought and the will to act How has this abyss been bridged How was it that words so often spoken and lost in the air like the empty chiming of bells were changed in actions The answer is easy Action The continuous action ceaselessly renewed of minorities brings about this transformation Courage devotion the spirit of sacrifice are as contagious as cowardice submission and panic What forms will this action take All forms indeed the most varied forms dictated by circumstances temperament and the means at disposal Sometimes tragic sometimes humorous but always daring sometimes collective sometimes purely individual this policy of action will neglect none of the means at hand no event of public life in order to keep the spirit alive to propagate and find expression for dissatisfaction to excite hatred against exploiters to ridicule the government and expose its weakness and above all and always by actual example to awaken courage and fan the spirit of revolt When a revolutionary situation arises in a country before the spirit of revolt is sufficiently awakened in the masses to express itself in violent demonstrations in the streets or by rebellions and uprisings it is through action that minorities succeed in awakening that feeling of independence and that spirit of audacity without which no revolution can come to a head Men of courage not satisfied with words but ever

    power and opposing power had been devoted to taking power Imagine if the millions of NGO members had joined political parties and virtually taken them over That is how change is actually made through political parties elections governments and laws Our reality is that several generations have refused to imagine themselves as making changes Instead in the role of the angry outsiders they have called for the people they do not respect to make the changes on their behalf This is the traditional role of writers including of course journalists not of the engaged population as a whole You could call this a strategic error with enormous political consequences Along with this there was a belief that experts with facts would shape the debate giving the NGOs support and so force the hand of power That was to misjudge the endless number of facts Endless and shapeless And to forget the ease with which such a jumble could create any argument or simply create a confusion which would make action impossible Ethics can serve the public good as can humanist ideas as can a clear belief in that public good Facts and expertise are just as likely to be the whores of interest groups whether public or private as they are to serve the public good This was the second strategic error And it leads to the third but also to an opportunity for profound change Modern society is built on a war between rationality and superstition Logic and religion Method and habit And a myriad of other supposed opposites A Manichean dreamland The rational logical methodological column expresses itself through facts and experts That is those same facts and experts which have not been clearing our minds or solving our problems And their failure to deliver has produced a revival of the second column superstitions and religion beliefs With this comes a growing desire for stability for old habits Why Because we now live in an atmosphere of instability which most citizens find impossible to handle Unstable employment Unstable funding for old age Unstable housing All of this in the name of an inevitable logical progress which does not include people So people fight back in unpredictable ways The explosion in evangelical churches is just one of these But the real point here is that the either or version of life of how we imagine ourselves doesn t work There are other options Other ways of looking at ourselves and our choices Spiritual ways which is not to say religious ways For example the Aboriginal message to our society is quite different to the European derived view In Canada Aboriginal society in all its complexity is growing in numbers in political weight and in legal power And it is raising its voices in an increasingly sustained way We do everything we can not to pay attention but they are speaking clearly The foundations of this message involve a very different way of imagining ourselves so different that our education

    Mandatory minimum sentences have never led to a drop in the crime rate Some say they only ensure that petty criminals are imprisoned alongside the dangerous ones encouraging further crime The bill has even been denounced by the governor of Texas who has been telling our government that preventative measures are far more effective in lowering crime Bill C 30 This is the Canadian version of SOPA PIPA with an added twist It will give our police force the authority to monitor our emails web history and private activity without warrants It will allow the police to monitor our IP addresses and trace any activity back to our locations NDAA the National Defense Authorization Act This many people will know exists in the United States What NDAA does is allow the military to indefinitely detain American citizens considered threats to the system But wait the recent integration of security between Canada and the US now makes it possible for the US to charge any Canadian as well most notably in the case of Mark Emery the marijuana legalization activist This fact has now been underlined by the Beyond the Borders Perimeter Security and Economic Competitiveness Act These three laws have either passed or are likely to pass in the coming months Our freedoms are slowly being taken away to ensure that any future attempts at democratic revolt will be suppressed with harsh measures not only from our own government but from the US government as well As if that weren t enough we are currently awaiting the presentation of our federal and provincial government budgets for this fiscal year Much of this is being hidden from the people until the budgets are actually put up and with majority governments across the board it is unlikely that they will not be passed These budgets bring austerity measures that will rock our country s social foundation Many are expecting billions of dollars to be taken away from our universal healthcare our Old Age Pension OAP Employment Insurance EI and other social security nets we have been so used to All of this has been discussed as a means to balance the budget But this is not truly the case To add insult to injury our federal government will be spending hundreds of billions of dollars on fighter jets battleships super prisons around the country and even a glass dome retrofitted to the Parliamentary Buildings All the while economists across the country are warning of an impending second recession Our economy is stalling Many people believe we will be the first country in the Western Hemisphere to fall back into recession No jobs have been created even though the Harper Government introduced the Canadian Action Plan which has in reality done nothing but spend billions of dollars on new infrastructure projects that created no lasting change nor any lasting jobs When you consider population growth our economy is not growing it is contracting Finally our economy is largely based on natural resource extraction
