    55114 651 644 5525 Fax 651 523 0173 Get Directions Email Us Home An Open Thank You Letter to Our Supporters An Open Thank You Letter to Catholic Campaign for Human Development Greater Minnesota Housing Fund and Minnesota State Bar Foundation October 2013 Dear funders members supporters On behalf of All Parks Alliance for Change I want to thank three organizations Catholic Campaign for Human Development CCHD Greater Minnesota Housing Fund GMHF and Minnesota State Bar Foundation for their recent decisions to provide financial support for 2013 2014 The grants they have awarded are critical to our work with the state s 180 000 manufactured mobile home park residents Park communities are an absolutely vital source of affordable housing but because residents own their homes but not the land they face a variety of threats their park may be closed needed improvements might not be made unfair rules may be adopted and rents may soar without any basis APAC s mission is to educate residents about their legal rights organize residents in their communities and give voice to residents concerns in both city hall and the State Capitol Our message to residents is clear If you have questions about their legal rights call our statewide toll free resident hotline 855 361 APAC If your community faces challenges that you cannot solve alone we can help you organize your neighbors behind a common banner If you feel the law is stacked against you join us at the State Capitol in 2014 My deep thanks to each of these groups for their support In these difficult economic times we are deeply grateful and honored to report that this is our 5th grant from CCHD our 7th grant from GMHF and our 8th grant the Minnesota State Bar If you want to learn

  • APAC Members Pick 2014 Legislative Priorities | All Parks Alliance for Change
    Trust Fund at the urging of the community owners It was adopted without a public hearing or any resident input This amount is not enough to cover the costs of just one large park community closure In addition if the balance in the trust fund is not allowed to rise it will not be possible to increase the maximum benefits for relocation or buy out The maximum benefits are now set well below the average amount of these costs for displaced home owners Extend mandatory background checks for apartment managers to cover park managers State law has required background checks for apartment managers since 1995 MN Statute 299C 66 The law requires that property owners run background checks on prospective building managers If the individual has been convicted of a serious crime murder rape stalking etc the property owner may not hire them or must discharge them if the manager has already been hired The legislative history and case law related to the apartment manager background checks demonstrates that it does not currently apply to park managers and the legislature must act Classify manufactured homes as real property Many states laws concerning manufactured homes have not kept pace with the changes in the homes over the last 90 years Based on manufactured homes earliest ancestor the travel trailer state laws classify most of these homes as personal property and title them like cars Once called mobile homes only 19 percent of homes are ever moved from their initial placement Today s homes have the same construction quality and safety life expectancy and deterioration rate and even appearance as site built homes The National Conference of Commissioners on Uniform State Laws has developed model legislation for modernizing state titling laws to recognize the homes as real property in order to improve
