    volumes contain Rumford s work on the nature of heat and light descriptions of practical applications diverse papers on devices and techniques work dealing with light and armament papers on public institutions and works related to Bavaria and Great Britain Ethical Aspects of Experimentation on Human Subjects 1966 1970 With new surgical techniques like heart transplants becoming indispensable tools in prolonging human life the issue of human experimentation became a matter of increasing public interest The Academy created an interdisciplinary working group to study the ethics of human experimentation and the working group s papers were initially published in Dædalus in 1969 Governance of Innovation in the Biosciences 2000 2001 The Academy convened a series of meetings in 2000 and 2001 to reflect on the social implications of new technologies During those sessions participants discussed the risks and benefits of revolutionary advances not only in genetics but also in nanotechnology and robotics History of Women Scientists in America 1978 1982 The increased role of women in science in this country was the result of the convergence of two trends the growth in higher education and expanded employment for middle class women on the one hand and the growth bureaucratization and professionalization of science and technology on the other Humankind s Origins 1999 2002 This project brought together experts in the biological sciences physical sciences and social sciences to examine the evolution and origin of human biology behavior and society Human Diversity 1971 1976 Human diversity is an enormous cultural and biological resource and a source of social and political tension The Academy convened a group of scholars to address the controversy over the relative roles of genetics and environment in determining human capacities and behavior Human Performance Enhancement 2015 Performance enhancing drugs are transforming athletic competitions bionic suits are aiding transportation of heavy goods by military personnel and psychotropic pills are shifting the learning landscape of our schools Efforts to advance the performance enhancement field have accelerated as a result and the confluence of technologies biological mechanical behavioral informatic suggests that artificially enhanced human performance will become pervasive in the twenty first century with profound implications for society and the self The Academy will convene leaders from a diverse range of academic subjects to review and analyze the current state of research and public discourse to identify issues that require further attention and to develop a roadmap for a multi year study that could profoundly advance our understanding of performance enhancement Human Values Systems Analysis and the Environment 1970 1976 The Academy gathered together a multidisciplinary group of scholars to design a study of environmental decision making that focused on the theoretical aspects of the process and examined policy analysis and decision making International Centre of Insect Physiology and Ecology 1970 1978 The Academy was instrumental in the establishment in 1970 of the International Centre of Insect Physiology and Ecology ICIPE in Nairobi Kenya The goal of the ICIPE is to develop more effective and less dangerous pesticides through a

    Fellowship in Science and Technology Policy Policy Fellowship in the Humanities Education and the Arts Policy Fellowship in Global Security and International Affairs The Exploratory Fund Member Login User Name Password Forgot your password Home Science Engineering and Technology Project List Human Performance Enhancement Human Performance Enhancement Over the past several decades human performance enhancement HPE has been the subject of much investigation across numerous disciplines Recent advances in science and engineering have highlighted the potential benefits of HPE in health care engineering and military applications Performance enhancing drugs are transforming athletic competitions bionic suits are aiding transportation of heavy goods by military personnel and psychotropic pills are shifting the learning landscape of our schools Efforts to advance the HPE field have accelerated as a result and the confluence of technologies biological mechanical behavioral informatics suggests that changing human performance through artificial means will become pervasive in the twenty first century with profound implications for society and the self The answer to the question Who is the real me has become multifaceted transforming over time with each new technological advancement The rapid expansion of the HPE field also raises new ethical dilemmas that must be resolved in order for society to integrate these approaches in a socially responsible manner While HPE advancements are already regulated by the government to some degree many HPE applications occur off label with uncontrolled and unapproved experimentation Therefore HPEs often rise to public awareness by way of athletic scandals or exposés on students seeking an academic edge This underground experimentation erodes societal acceptance of HPEs which in turn hinders public discourse and risks further reductions in transparency This Academy exploratory study will convene leaders from a diverse range of academic disciplines including neuroscience social science law history and ethics alongside military and corporate experts to

    world class research center in Brazil that would help develop the country s research capabilities in the life sciences The Changing Soviet Union and Western Security Policy 1989 1992 Between the first meeting for this project and the 1992 publication of the book the Soviet Union collapsed This created profound implications for the way Americans and the West thought about security policy The earlier meetings brought together Soviet and U S scholars and security policy specialists to discuss changes in the Soviet Union and the later session also invited specialists in Eastern European affairs Chemical and Biological Warfare 1969 1969 At a time when national and international leaders were involved in a debate over restraints on chemical and biological weapons the Academy with the Salk Institute organized a conference to illuminate the most important public policy issues raised by the existence of chemical and biological weapons The Cold War as Cooperation 1989 1991 This project examined superpower relations during the Cold War as a cooperative effort in order to illuminate the constraints and opportunities that will influence possible superpower cooperation in the future Committee on International Security Studies 1982 The Committee on International Security Studies CISS plans and sponsors research on current and emerging challenges to global peace and security CISS has sustained an innovative program of public policy studies for more than 30 years Congress and Foreign Policy 1990 1993 This study brought together political scientists specializing in U S foreign policy and those studying Congress to examine the impact of Congress on U S conduct of foreign affairs Countering Corruption in Nation States 2008 2009 What is corruption How does it work Why does it matter This project examined these questions and investigated the link between corruption and political and economic transformation as well as the effects of corruption in the larger international setting Crisis Stability and Nuclear War 1985 1988 A study group composed of policy figures military experts and policy analysts studied such issues as the technical and political aspects of the U S and Soviet command and control systems over nuclear forces the devolution and delegation of authority to use nuclear weapons and the synergistic effects of U S and Soviet actions during a crisis Culture and the Production of Insecurity 1995 1999 Genocide in Rwanda instability in the Middle East anarchy on the Internet insecurities abound But do they occur naturally or are they as this path breaking volume suggests cultural and social productions Defending Deterrence 1986 1989 Managing the ABM Treaty Regime into the 21st Century This study analyzed ways in which the underlying objectives of the 1972 Antiballistic Missile ABM Treaty between the U S and the U S S R could continue to be realized in the future Emerging Norms of Justified Intervention 1992 1996 The Academy co sponsored a conference at the University of Illinois Urbana Champaign that invited philosophers and political scientists to examine what was driving the global resurgence of nationalism and to discuss how the conflicts it

    the observation that although technological innovations and political developments are changing the way in which modern wars are conducted efforts to align just war doctrine with this evolving context have lagged behind The seminal work of Michael Walzer Just and Unjust Wars 1977 remains as a classic application of just war doctrine to Cold War conflicts but it is striking that there is as yet no successor to Walzer s book This shortcoming is certainly not due to a lack of research and writing about ethics and war Indeed there are lively and ongoing debates concerning just war doctrine among scholars policy makers and policy analysts but these groups rarely speak to each other As a result there is a growing gap between the scholarship and the needs of decision makers in government This problem is exacerbated by current trends in universities including the emphasis on analytic philosophy in philosophy departments formal models and game theory in political science departments and social history over military history in history departments These trends have contributed to the relative neglect of the study of the evolution of just war doctrine and applications to real world security problems Renewal of rivalries between great powers has raised concerns about uses of military force in the Ukraine and South China Seas and the spread of terrorism and insurgency has led to concerns about whether traditional just war doctrine rules apply in contemporary conflicts The emergence of transnational religiously indoctrinated movements such as ISIL in Iraq and Syria is accelerating the fragmentation of the political order in already weakened states Such weakness may then be exploited by third party states who seek to manipulate national crises to further their geostrategic objectives For these reasons any study on Ethics Technology and War must also include an exploration of
