  • PAD Defense and Intelligence Committee
    be a relevant professional focus for members of ASPRS who practice or have an interest in photogrammetry and remote sensing in the defense intelligence or security communities Our goal is to make ASPRS more attractive to these members and entice more such members into the Society Membership The committee is co chaired by two representatives of the community The chairs should adequately represent the government and private industry to include academia Membership representatives also consist of personnel from the communities listed below Department of Defense organizations Director of National Intelligence organizations Intelligence community organizations Other federal government agencies involved in defense intelligence or security Defense intelligence and security contractors Private companies providing photogrammetric and remote sensing services to the application areas of defense intelligence and security Specialized academic programs focused on imagery and geospatial sciences resulting in geospatial intelligence Committee Goals Conduct committee specific meetings at ASPRS organized events Support regional meetings and representing the committee to members respective regional areas Run unclassified sessions at ASPRS Conferences and including the results in the Conference proceedings in the usual way Run joint meetings with other organizations interested in specific aspects of defense intelligence and security applications of photogrammetry and remote sensing Manage occasional special issues of PE RS on defense intelligence or security applications Encourage membership publication in classified peer reviewed journals Ensure careers in defense intelligence and security are suitably featured in ASPRS activities to attract graduates to the profession or to facilitate their recruitment by employer organizations Facilitate the recruitment of faculty and graduate students by defense intelligence and security organizations for special projects Encourage the attraction of new members of ASPRS from organizations working in defense intelligence and security by advertising and communications within these organizations Officers Members Meetings Minutes March 20 2012 Sacramento CA March 24 2013

    guideline is being developed in order to support key imagery aspects and how they should be specified in the acquisition or purchase of imagery This is being developed as a web tool with attachments via ASPRS sponsors and members within PDAD Digital Imagery Guideline Link Under construction Camera Calibration Committee Sub committee Chair Dean Merchant Sub committee Vice Chair TBD Goal in situ calibration processes and guidelines sub committee Organization An ad hoc committee established via the PDAD Division Purpose To review current approaches to calibration of airborne metric cameras with the purpose of recommending appropriate improvements When consensus is achieved an approach to airborne in situ calibration for the film based analog and digital cameras will be recommended to the USGS as suitable guidelines for achieving Data Provider Certification Approach Establish committee Solicit a broadly based membership Provide a draft of selected calibration procedures Committee to review and comment two week intervals between reviews When consensuses is achieved advise the appropriate entities accordingly Provide document to PDAD for review and complete updates and address comments PDAD approve establishing guideline and provide to Standards Committee for approval and acceptance to move to ASPRS Board for approval Upon advice from the committee chairman a recommendation will be made to dissolve the committee Draft Aerial Camera In Situ Metric Calibration Guidelines Revised National Mapping Accuracy Standard The objective of this task is to provide a revision of the ASPRS Accuracy Standards for Large Scale Maps This effort is being done as a joint effort via a PDAD and PAD task force Meeting Minutes link Related Documents link LIDAR Cal Val QA Guideline The goal of this effort is to establish a calibration validation quality Assurance Guideline The effort is being worked via a team made up of experts across the ASPRS LiDAR

    historical roots in imaging science and technology in the form of photogrammetry and remote sensing Our membership who is focused on earth imaging in the sense of primary data acquisition as well as information extraction from image data for varies purposes can only grow if we provide the environment and opportunity for them to learn share and experience geographic information science in terms of the ASPRS vision as stated by Dr Lillesand We are attempting to move geospatial information science technology and application forward as a holistic enterprise one that recognizes the interdependence among the academic public and private sectors in this whole arena We want to simultaneously maximize the scientific societal and commercial benefits to be realized from geospatial information into the next century 1 With the above as background the objectives for UAS activities by ASPRS are as outlined below Objectives The objectives of ASPRS s UAS related activities are as follows Recognize that Unmanned Aerial Systems as part of a larger Robotics landscape presents exciting additions to a well established existing mapping and remote sensing science and technology portfolio Cast a wide net by recognizing robotic systems and Unmanned Aerial Systems in particular the context of ASPRS s Holistic Vision for Geospatial Information Science Technologies and Applications Educate the public the media and our elected representatives about the scientific societal and commercial benefits to be realized in the US from this evolving geospatial information technology Educate the public the media and our elected representatives on the differences between the military law enforcement and peaceful commercial use of these technologies in the process specifically addressing the contrasts between surveillance and mapping remote sensing to move the discussion beyond privacy concerns Outlines ASPRS s cooperation with other stakeholder communities societies and organizations FAA AUVSI etc in the development of

    ASPRS and the mapping science applications Goals and Tactical Actions Goal 1 Expand and enhance the roles of the private government and academic sectors within the Professional Practice Division Tactical Actions Publish an article in PE RS defining the goals and objectives of PPD mentioning the need for increased participation in PPD activities by representatives of all sectors in the mapping science community Establish a deputy chair position past Director to provide support for the incumbent Chair and to insure continuity of PPD activities Solicit by whatever means are appropriate least expensive and most effective the identification of issues that are of serious concern to ASPRS members Provide a mechanism for members to respond to and to participate in the resolution Develop mechanisms to promulgate knowledge of purposes goals and objectives of ASPRS and of the PPD to the general public and others engaged in the mapping sciences Goal 2 Maintain productive cooperation between ASPRS and the Management Association of Private Photogrammetric Surveyors MAPPS Tactical Actions Invite MAPPS participation in ASPRS and PPD activities whenever appropriate Continue coordination of conference sessions and workshops regarding Federal contracting of professional architect and engineering services especially with respect to mapping sciences represented by ASPRS and MAPPS Continue participation in Joint Government Affairs Goal 3 Actively support ANSI GIS Standards Committee Tactical Actions Establish linkages with the Committee through direct membership ASPRS will be represented by PPD Report on Standards Committee activities at PPD ASPRS Executive Committee Division Directors and Board of Directors meetings Establish or contribute to a PE RS column on mapping science activities Continue leadership role within ASPRS by coordinating standing sessions or workshops at annual GIS LIS meetings on standards Coordinate standards activities through the ASPRS Standards Committee Goal 4 Coordinate the development and refinement of government and private sector occupational classification guidelines for disciplines represented by ASPRS Tactical Actions Continue to represent ASPRS in activities in coordination with the Federal Geographic Data Committee FGDC and the Federal Office of Personnel Management OPM Communicate goals and objectives of position classification and qualification standards initiatives to ASPRS membership Publish draft classification guidelines in PE RS for appropriate membership review and comment when an if judged appropriate by OPM Design and implement activities that enhance the visibility prestige and reputation of professional and technical practitioners engaged in the disciplines advanced by ASPRS Public relations campaigns including public service and educational promotional announcements and use of the printed media as examples Goal 5 Provide leadership for the professional certification for photogrammetrist remote sensing scientist and GIS specialist Tactical Actions Maintain high visibility of certification programs through appropriate communication mechanisms and continue to monitor the programs in a rigorous professional manner Advocate and promote use of ASPRS certification program to state governments as a means to provide specific supplemental professional registration to practitioners of the mapping sciences Investigate potential for ASPRS certification to evolve into national registration since many states are abandoning sunsetting or failing to commission licensing boards for photogrammetry and GIS Semi
