    San Franciso Registration and Federal Reserve Security 8 00am 8 30am please arrive by 8 30am Networking Breakfast 8 00am 9 00am Convening 9 00am 12 00pm The second annual regional convening of the Bay Area Asset Funders Network Bay Area AFN will be held on November 13 2012 at the Federal Reserve Bank of San Francisco The meeting will explore asset building strategies and relevant public policies targeting very low income populations It will explore whether very low income populations can be served by asset building policy and practices and if so which approaches are most effective at building their long term economic security The convening will bring together Bay Area funders practitioners advocates public agency staff elected officials financial institutions and academics focusing on working with the region s most disadvantaged populations It will explore gateway strategies to enable very low income families to access financial education coaching and low cost financial products and services and it will examine public and nonprofit sector efforts to integrate asset building into publicly funded social service programs This convening will use HUD s definition of very low income i e households earning 50 percent or less of the Area Median Income

    Form Educate What is Asset Building AFN Grantmaker Briefs AFN Webinars Financial Coaching Women s Wealth Gap AFN Newsletter Archive Resource Library Tax Alliance for Economic Mobility Permanently Affordable Homeownership Prepared by John Emmeus Davis Amy Demetrowitz Burlington Community Land Trust May 2003 Abstract Between 1984 and 2002 the Burlington Community Land Trust BCLT in Burlington Vermont developed 259 moderately priced single family houses and condominiums All of these homes were sold to first time homebuyers subject to durable controls over their occupancy and resale controls designed to maintain their availability and affordability for low income households far into the future The first resale of a BCLT home occurred in 1988 By the end of 2002 the BCLT had overseen the resale of 97 houses and condominiums This pool of resales provided a rare opportunity to evaluate the performance of a housing model that promises to secure the benefits of homeownership for persons of limited means while achieving larger social goals like the preservation of affordability the stewardship of public subsidies and the stabilization of residential neighborhoods There had been no systematic evaluation of these claims heretofore because most of the nation s CLTs are still too new and too
