    the EITC to work for working families Hosted by The Federal Reserve Bank of Dallas September 25 2014 9 30 am 11 30 am Learning Discussion Preview of Plans for Expanding VITA in Dallas 11 30 am 1 00 pm Grantmaker only Lunch and Roundtable Discussion Please allow time for parking and registration doors open at 8 45 am and we will begin promptly at 9 30 am Event Location The Federal Reserve Bank of Dallas 2200 N Pearl St Dallas Texas 75201 Nonprofit Organizations Please click here to RSVP Grantmakers Please contact Julie Morris to RSVP Please RSVP by September 22 2014 The Earned Income Tax Credit EITC is widely regarded as one of the most effective poverty alleviation programs in the country lifting millions of families and children above the poverty line every year According to the Census Bureau s Supplemental Poverty Measure SPM the poverty rate would have been 3 percentage points higher in 2012 without the EITC and the refundable portion of the CTC child Tax Credit For children the impact of these credits was even greater effectively lowering the child poverty rate by 6 7 percentage points However too many families in North Texas are not taking advantage of the EITC or the free tax preparation services available in our communities ultimately missing out on critical funds that can help buffer against economic shocks and permit investments in the future Funders practitioners and policy makers across the country are increasingly recognizing that tax time is a critical moment to integrate asset building services such as budgeting and savings access to financial aid and health insurance enrollment By integrating these services at tax time families get the help they need to begin leveraging their tax credits to move from getting by to getting ahead Funders and

    of color or immigrants the dream that doors can be opened to seize opportunities even if those doors were once closed to earlier generations is the hope of every parent and community Yet there are formidable systemic barriers that close these doors and get in the way of this dream Zip codes too often define educational quality foster poor health outcomes limit opportunities and undercut economic mobility The deepening racial and gender wealth gaps reflecting growing inequity and reduced social mobility Children s Savings Accounts CSA offer a key long term approach to reinvigorate the American Dream by offering aspiration and hope for the child and the family increased high school completion post secondary education entrance college or post secondary completion and increased or new savings habits Philanthropy continues to play a lead role in the success and seeding the proof of concept for CSAs By creatively partnering with public officials and other sector leaders Philanthropy can be a vital resource to promote replication and scale Funding strategies undertaken by grantmakers include advocating for federal tax incentives to create a national platform supporting new implementation of philanthropic publically funded state e g Maine Utah Nevada or municipal San Francisco Cuyahoga County opt out CSA programs supporting universal CSAs funding the delivery of targeted universalism through eligibility or targeted matches providing ready ways to coach or otherwise support low and moderate income families to increase savings habits The leadership efforts of the Alfond Fund in Maine is unique with many lessons to be learned They have converted from opt in to an opt out CSA for all children born as Maine residents addressed the challenges of a 529 account explored how to support deposits from low and middle income families e g with Head Start providers accumulating small deposits until there
