    Connections Introduction The construction of a new building normally requires a connection to the Central Contra Costa Sanitary District CCCSD sewer system CCCSD has developed procedures to approve the connection collect applicable fees and inspect the construction of needed sewer facilities Building Plan Review CCCSD staff reviews building plans for new construction for possible encroachments into existing public easements or conflicts with existing CCCSD facilities If encroachments exist plans must be revised to meet CCCSD requirements CCCSD staff will also determine the availability of public sewers in the area to serve the proposed building as well as the plumbing for the proposed connection CCCSD does not approve the building plans for construction That function is handled by the local jurisdiction responsible for the building permits Definitions Side sewer is the privately owned and maintained sewer which connects the plumbing system of the building to the public sewer The side sewer begins with and includes the connection to the public sewer and terminates at the point of connection to the building plumbing system Side sewer includes the lateral sewer and the house sewer Lateral sewer is that portion of the side sewer which is within the public right of way or CCCSD easement House sewer is that portion of the side sewer from the lateral sewer to its connection to the building plumbing system Public sewer is a main sewer which may have one or more side sewers connected to it These sewers are normally 8 inches or larger in diameter Procedures New Building Construction Applicant delivers building plans to CCCSD for review CCCSD staff reviews building plans as outlined above The plans may be required to be revised and resubmitted in order to meet CCCSD requirements Once the building plans have been accepted by CCCSD staff will then stamp building plans noting any additonal specific CCCSD requirements These requirements must be met prior to connection of the structure to the public sewer These requirements can include but are not limited to the payment of applicable fees and the construction of necessary public sewers Applicant obtains building permits from appropriate county or city building department Prior to final inspection of the building by the county or city and not earlier than the completion of the roof and rough plumbing the applicant must return to CCCSD to pay all applicable connection fees Checks shall be made payable to Central Contra Costa Sanitary District or CCCSD When the connection fees are paid CCCSD will issue a permit for the sewer work to a properly licensed contractor hired by the applicant and registered with CCCSD The CCCSD permit will be issued to the contractor only at the CCCSD permit counter This contractor will be responsible for all necessary side sewer work If property owners wish to install their own side sewers they can perform only that work which is located wtihin their property Specific requirements for property owner work are summarized in the Conditions for Property Owners Permit handout If a lateral sewer has

    list of civil engineers practicing in the area is available at the District s permit counter Main Extension Procedure I Preliminary Investigation Work Review location of existing sewers with District personnel Investigate whether property must be annexed Review the need for sewer rights of way with District personnel Retain a licensed civil engineer to prepare plans and handle technical matters Investigate required bonds and agreements Investigate District charges for plan review inspection and connection fees The civil engineer preparing the construction plans can provide an estimate of these fees or the estimate can be obtained at the District s permit counter Inquire with the local jurisdiction regarding encroachment permit requirements for work in the road right of way II Design and Preliminary Plan Review The civil engineer must prepare sewer plans in accordance with the District s Standard Specifications The plans must then be submitted to the District for preliminary review The following must be submitted Two sets of sewer plans with 100 and 600 scale system maps Right of way documents Sewer plan sepia Plan review fees At the conclusion of the preliminary review by the District one set of sewer plans will be returned to the civil engineer Required plan revisions will be noted on the plans Generally two or more preliminary reviews are required Once all the required changes are made the plan review process proceeds to the construction approval phase III Construction Plan Approval Prior to the start of construction of the sewer it will be necessary to submit a set of construction plans for approval The construction plans must incorporate all modifications additions etc required by the District The following items must be submitted by the project engineer for construction approval Four sets of construction plans and one additional copy of the system map sheet A full set of mylar duplicates of the construction plans Cut sheets for sewer line staking A copy of the recorded subdivision map or executed Irrevocable Offers of Dedication An engineer s estimate or contract price to establish the project s improvement security amount Signed Owner s Sewer Improvement Agreement download agreement pdf and project improvement security for 100 of the construction cost of the public sanitary sewer work in one of the following acceptable forms Cashier s check in the amount of 100 of construction cost payable to Central Contra Costa Sanitary District No interest is payable Two 2 Certificate s of Deposit CD 90 10 of the construction cost payable to Central Contra Costa Sanitary District Note The CD for 90 of construction cost should mature upon project completion the 10 CD one year later Interest earned by BOTH CDs is payable to owner Corporate Surety Bond 100 of construction cost download form pdf Inspection fees IV Construction Permit All construction under the Main Extension Procedure must be done by a licensed contractor who is approved by the District list available at the District s permit counter All work done is subject to inspection by the District s
