  • Guidance on Charitable Giving to Syria | Charity & Security Network
    question asks Can I give donations to NGOs to help the Syrian people Yes U S persons can give a charitable donation to U S or third country NGOs but U S persons cannot send such a donation directly to Syria or a Syrian entity without a specific license in order to try to protect the donations from being misused U S depository institutions including banks and U S registered money transmitters are allowed to process transfers of funds to or from Syria on behalf of U S NGOs and third country NGOs in support of the not for profit activities described in OFAC General License No 11 These not for profit activities include 1 activities to support humanitarian projects to meet basic human needs in Syria including drought relief assistance to refugees internally displaced persons and conflict victims food and medicine distribution and the provision of health services 2 activities to support democracy building in Syria including rule of law citizen participation government accountability and civil society development projects 3 activities to support education in Syria including combating illiteracy increasing access to education and assisting education reform projects and 4 activities to support non commercial development projects directly benefiting the Syrian people including preventing infectious disease and promoting maternal child health sustainable agriculture and clean water assistance To assist with giving Muslim Advocates has issued a FAQ available on the web and in PDF handout format about charitable giving to NGOs operating in and around Syria as well as sending remittances to family and friends affected by the current strife If timely assistance is not provided the livelihood system of these vulnerable people could simply collapse in a few months time Winter is fast approaching and urgent action is needed before then says Abdulla BinYehia of the UN Food

  • Somalia: The 2011 Famine and its Response
    across the Horn of Africa including four million Somalis were in urgent need of life saving assistance Despite the advanced warnings a May 2013 report 6 produced by the U S funded Famine Early Warning Network FEWSnet and the UN estimated that more than a quarter of a million people died during the Somali famine from October 2010 to April 2012 Almost half of those who died in southern and central parts of the country were children under the age of five While many factors combined to cause the famine the report listed the inadequate international response as a contributing to the high death rate There is consensus that the humanitarian response to the famine was mostly late and insufficient the study concluded Historically the U S was the largest donor of humanitarian aid to Somalia But that ended after the U S designated al Shabaab as a terrorist group in 2008 Under U S law anyone that provides support to a designated terrorist group could be subject to criminal penalties Fears of prosecution 7 for even inadvertent diversion of resources to the militant group prompted the U S to scale back its aid by nearly 88 percent from 237 million in 2008 to only 20 in 2011 and forced many international aid organizations 8 to curtail humanitarian operations in areas where al Shabaab was present In response to the growing crisis prominent aid groups called on the U S government to issue a license that would allow them to engage with al Shabaab when necessary to reach the nearly two million civilians trapped on the group s territory In August 2011 the State Department announced that it would ease restrictions 9 on some aid delivery but the announcement gave no guarantees that a group would not be prosecuted for providing material support to al Shabaab and the announcement only applied to U S funded organizations InterAction an association of U S NGOs asked the Treasury Department 10 to issue a General License that would provide the same protections to non U S funded groups Treasury denied the request In November 2011 As of May 2013 FEWSnet 11 estimates that at least one million Somalis continue to face serious food shortages Additional Resources Guardian In Somalia western donors made famine more not less likely 12 CSN Safeguarding Humanitarianism in Armed Conflict 13 CSN Deadly Combination Disaster Conflict and the U S Material Support Law 14 CSN Legal Roadblocks for U S Famine Relief to Somalia Creating Humanitarian Crisis 15 IRIN Beyond the Famine 16 Save the Children A Dangerous Delay The cost of late response to early warnings in the 2011 drought in the Horn of Africa 17 UN s FAO Family Ties Remittances and Livelihoods Support in Puntland and Somaliland 18 See Related Problems with Humanitarian Access Persist in Syria 19 Negotiating for Aid Delivery in Mali 20 Conflict the Humanitarian Situation in the Democratic Republic of Congo DRC 21 Source URL http www charityandsecurity org background Somalia 202011
