  • Judge Orders Public Disclosure of Dangerous Oil Train Shipments in Maryland | Chesapeake Climate Action Network
    action to safeguard our communities After the federal government enacted an emergency transparency order last year requiring railways to alert states about upcoming shipments of so called Bakken crude oil the companies pushed states to sign nondisclosure agreements Maryland was one of only 14 states that signed an agreement The lawsuit was triggered by a PIA request from news outlets McClatchy and the Associated Press and represented the first time a railroad had gone to court to prevent disclosure CCAN along with the Environmental Integrity Project also filed a request for information under the PIA on August 8 2014 asking for rail shipment information provided to MDE by CSX and Norfolk Southern The federal government has made clear that route information is not exempt from the federal sunshine laws The most recent directive from the Federal Railroad Administration reiterated the government s commitment to transparency Transparency is a critical piece of the federal government s comprehensive approach to safety said U S Transportation Secretary Anthony Foxx And we understand the public s interest in knowing what is traveling through their communities Previously advocates used mapping data and eyewitness accounts to estimate where the trains traveled through Maryland and Baltimore in particular Analysis of the mapping data paired with census data indicates that 165 000 Baltimore residents live within the potential impact zone of an oil train derailment as defined by the U S Department of Transportation The Maryland court ruling applies to trains carrying crude oil from the fracked oil wells of North Dakota These trains have routinely derailed and exploded across the country The worst explosion happened two years ago when a train derailed in Lac Megantic Quebec killing 47 people and incinerating 30 buildings The judge s decision comes on the heels of a Stop Oil Trains rally

    impacts that proposed LNG export terminals would trigger from expanded fracking wells to new pipelines and compressor stations to enormous amounts of planet warming pollution View photos at https www flickr com photos chesapeakeclimate sets 72157645668842344 Speakers repeated a common theme FERC is endangering public safety and undermining President Obama s own climate action plan by moving to rubber stamp LNG export projects without comprehensive reviews of their human health or environmental impacts For far too long FERC has served as a facilitator for the oil and gas industry rather than a regulator for the public good said Craig Stevens a sixth generation landowner Silver Lake Township Pa who has disaster blowouts in his backyard creek from pipeline installation and water air and land contamination Private drilling corporations private pipeline companies and now private LNG facilities make all the money while people suffer the consequences President Obama can t solve the climate crisis while overseeing a massive expansion of fracked gas infrastructure said Tim DeChristopher a climate activist who served two years in prison for non violently disrupting an illegal oil and gas auction on public lands in Utah in 2008 As long as our political leaders continue to fail to offer an energy plan that is appropriate for the climate crisis we have to resist every new project that would lock us into decades of more dependence on fossil fuels Signs in the crowd reading Obama Gas Exports Worse than Coal echoed findings of accumulating studies including by the U S Department of Energy that exporting fracked gas from the U S to Asia would likely be worse for the climate than if Asian countries burned their own coal Yet FERC has refused to account for this data in its environmental reviews of the Cove Point facility and two LNG export projects recently approved in Louisiana This omission could serve as one of many potential grounds for lawsuits We re here today to deliver a people s environmental impact statement to President Obama and FERC said Rev Lennox Yearwood Jr CEO of the Hip Hop Caucus Any project that makes climate change significantly worse has no place on a livable planet from Cove Point to Keystone XL No matter what FERC decides in the near term the people will triumph in the long term We ll keep fighting until wind turbines and solar panels crisscross our coastlines and LNG facilities like Cove Point are defunct monuments to a dinosaur industry The Cove Point terminal one of 14 under FERC review has faced particularly fierce opposition because it would be the first on the East Coast threatening to drain massive pools of gas from the Marcellus shale region for export to Asia where it fetches higher prices The 3 8 billion facility proposed by Dominion Resources would also be the first gas liquefaction plant ever built directly next to a densely populated residential neighborhood Hundreds of homes are in the potential consequence zone for fire and explosion catastrophes During a

  • 200 Calvert Residents Protest Council Decision to Give Zoning Control to Federal Government Over Controversial $3.8 Billion Proposed Gas Export Facility at Cove Point | Chesapeake Climate Action Network
    you can read about here the room was packed standing room only I would say over 200 people attended People were also standing in the hallway to look in because they couldn t fit into the large room There were many new faces and I especially liked that people were bringing their families out to the hearing There were several high schoolers with their parents wearing our stickers looking more and more astonished by how crazy things got as the night went on Learn more about Dominion s radical new plan here and sign the petition in opposition here CCAN had volunteers out front before the meeting to give people stickers that read Cove Point Answers Not Exemptions and to have attendees sign petitions One husband and wife had made their own NO LNG t shirts and helped get petitions signed At the last minute the commissioners had moved the public hearing venue to a larger room so a volunteer went to the old location to direct folks to the right place bringing at least 20 other concerned residents to the right location Once it started officials explained the text amendment and exemption as bringing the local ordinance up to code with federal standards they explained the rules of the public hearing and people started speaking What followed were over 35 impassioned public comments mostly against the exemptions and expansion of Cove Point About 5 comments were pro Cove Point pro fracking Many people also spoke about the need for a full federal Environmental Impact Statement versus a more limited Environmental Assessment that Dominion prefers which I would say was the greatest concern of the larger group A big highlight for me is that several people spoke against the climate impacts of this project against fracking CO2 emissions and for

    Maryland organizer for CCAN That means I m building the grassroots opposition to stop the Cove Point export facility focusing mainly on local opposition in Calvert County After the press conference I hit the ground running literally from door to door and over the past two weeks I ve noticed something really important I m getting petitions signed to Governor O Malley by canvassing with volunteers and meeting as many Calverton s as I can and the biggest thing I ve noticed is how connected everyone is to water Water is almost always around you wherever you are In Solomons a peninsula at the southern tip of the county you can literally throw a rock from one side of the county to the other Water is a normal part of life for most people and it drives their economy Tourism recreational and commercial fishing oyster harvesting marinas museums restaurants and real estate all rely on a healthy Chesapeake Bay to sustain their lives With most people I speak to about this campaign the first concern they usually bring up is the effects of the LNG export facility on the health of the Bay It s amazing how non partisan that makes this campaign especially when you wrap your mind around the completely preventable government shutdown that was caused directly by partisan politics Yet in the local community political parties just don t really matter when it comes to Cove Point People from all walks of life agree on this campaign and in an era of all too familiar partisan bickering it s almost refreshing I ll meet a retired politico who moved to Cove Point from inside the beltway and on the same street in the same neighborhood I ll meet someone who grew up in Calvert County with the

  • Bipartisan Virginia Leaders Push for Major 2016 Bill to Combat Flooding, Fund Climate Solutions | Chesapeake Climate Action Network
    the bill into the 2016 General Assembly with Democratic Senator Donald McEachin of Richmond The Virginia Coastal Protection Act is the best path forward to protect flood prone communities while combating climate change and growing our economy said Delegate Villanueva With so many homes businesses and military assets at risk from rising seas the urgent need for action is clear This bill unlocks hundreds of millions of dollars to kick start practical solutions This year I will be re introducing legislation that will reduce carbon emissions while helping localities to combat flooding and impacts from sea level rise said Senator McEachin Some activists wore bright yellow rain boots to dramatize the struggle many coastal citizens already face in getting to work or school amidst high tides or heavy storms Experts say the city of Norfolk alone needs 1 billion to adapt to encroaching waters Severe weather events such as heavy rainfall that washed out roadways in Southwest Virginia in late September are causing increasingly costly damage across Virginia It s time to create the state s first dedicated funding source to help localities along the coast and beyond deal with the impacts of climate change said Virginia Beach City Councilmember Rosemary Wilson past president of the Virginia Municipal League and a current member of VML s Legislative Committee This is a win win policy with the support of cities across Virginia The benefits of the bipartisan climate bill would extend far beyond flood protection Under the legislation Virginia would join a system called the Regional Greenhouse Gas Initiative RGGI that has a track record of lowering greenhouse gas emissions while lowering utility bills in nine states from Maine to Maryland Virginia would be poised to meet its requirements under the federal Clean Power Plan while gaining new revenue about 250 million per year through 2030 to support climate resilience and economic development The Virginia Coastal Protection Act would direct a full half of the funds generated to help localities throughout the state combat flooding caused by sea level rise and severe weather The second largest portion of funds would support energy efficiency programs that save consumers money Additional funds would promote solar power and support jobs programs for families and businesses in Southwest Virginia Retired Navy Captain Joe Bouchard joined today s press conference to urge the General Assembly to act on this comprehensive climate plan for another reason national security Virginia s response to climate change impacts the readiness of the world s largest Naval base said Bouchard who is a former commanding officer of Naval Station Norfolk The Navy could spend hundreds of millions of dollars protecting the base from sea level rise but it cannot function if the cities around it are crippled by rising waters Adapting to the impacts here now must go hand in hand with transitioning to clean energy solutions added Bouchard That is the Defense Department s strategy and it is the right strategy for Virginia too The Virginia Coastal Protection Act has

    to action on global warming by supporting HR 1027 The Healthy Climate and Family Security Act We are reaching out to Catholic lawmakers today because right now they can take the kind of bold action the Pope is calling for worldwide on climate change said Patrick Carolan director of the Franciscan Action Network Congress has a moral obligation to act and Catholic lawmakers should like the Pope lead on this issue Carolan called on the members of Congress to support HR 1027 The bill introduced by Rep Chris Van Hollen D MD would cap US carbon emissions require fossil fuel companies to pay a fee to pollute and then rebate the collected revenue back to all Americans in equal sized quarterly carbon dividend payments This so call cap and dividend approach to climate policy has been growing in popularity in recent years in Congress and across the country The Pope in his encyclical calls for a morally thoughtful and socially fair solution to climate change said Mike Tidwell a Presbyterian activist and director of the Chesapeake Climate Action Network In our view HR 1027 is both an effective tool for reducing carbon pollution and a just tool that makes sure
