    preparedness September 30 2015 JCP L Weather Update Jersey Central Power Light JCP L is closely monitoring the developing weather conditions for the next several days including the track of Hurricane Joaquin As part of its storm response plan JCP L is prepared to open its Emergency Command Center and activate its Incident Command System Preparations have also been made to Deploy all employees to storm roles Secure additional line and and forestry workers Stage crews Secure additional hazard responders from IBEW Locals 102 and 400 Deploy pumps and gate protection walls at substations Hold update calls with elected officials Contact county offices of emergency management Arrange the distribution of ice and water Customers who are without power are encouraged to call 1 888 LIGHTSS 1 888 544 4877 to report their outage or click the Report Outage link on www firstenergycorp com In the event of severe weather customers should immediately report downed wires to their utility to their local police or fire department Customers should never go near a downed power line even if they think it is no longer carrying electricity Extra caution should be used in areas where downed lines are tangled in tress or other

    be severed between the two high schools and each high school would have to restructure both its hardware communications and software applications in order to remain equal the current structure There would be a 50 increase in the cost of supervisory staff in order to maintain the current level of teacher supervision and evaluation at the high school III Enrollment As of December 2014 there were a total of 2 722 students in the Regional with 1 317 48 38 at Central and 1 406 51 62 at Mendham The enrollment is projected to decline to 2 546 by 2019 20 with 1 169 45 92 at Central and 1 377 54 08 at Mendham Each of the PK 8 Districts are showing similar declines in enrollment during the same time period IV The Tax Levy Impact Option 1 To the Mendhams and the Chesters An initial 7 million dollars less in the tax levy apportionment due to the spin off of Washington Township This initial amount is reduced to 5 million dollars due to a projected increase in operational costs to run West Morris as a stand alone limited regional high school To Washington Township An increase of approximately 7 million dollars in the tax levy obligation as Washington Township becomes a PK 12 District Estimated 2015 Tax Impact for a house assessed at 500 000 Chester Borough 390 annual 32 50 monthly Chester Township 508 annual 42 33 monthly Mendham Borough 492 annual 41 00 monthly Mendham Township 490 annual 40 83 monthly Option 2 To the Mendhams and the Chesters Approximately an initial savings of 7 1 million dollars less in the tax levy apportionment due to the spin off of Washington Township The tax levy apportionment will be distributed solely based on equalized valuation of the

    February March you will be delivered a trash can suited for the mechanical arm that you must use for trash removal Until you receive your new trash can you can continue to put out the trash can s you currently use The cans will be available in 96 and 64 gallon The number of 64 gallon cans will be limited so if you would like one of the smaller cans please call Cathy in the Collector s office x2121 The cans will have the Borough logo and a serial number on them These cans will remain the property of the Borough If you move the can must stay with the property Should you have an issue with your can or your can goes missing or is damaged there will be a supply of cans at Borough hall for replacement at a discounted fee Your pick up day for recycling will continue to be on Wednesday as well in 2015 Please make sure that your recycling is marked and placed apart from the trash so that there is no confusion In addition to regular trash pickup there are several added services that Mt Olive will be providing Bulky waste There will be a bulky waste pick up once a month The day is yet to be determined and information will be forwarded to everyone when the details are worked out Stickers will be required for bulky waste Stickers will be available in the Collector s office The cost of the stickers has not been finalized Metals There will also be a metals pickup once a month You will need to let Cathy in the Collector s office know that you will be placing a metal item out for pick up Metals do include items such as refrigerators and air conditioners One

    be established to accomplish this policy NOW THEREFORE BE IT ADOPTED by the Mayor and Council of the Borough of Chester that Section 1 No official employee appointee or volunteer of the Borough of Chester by whatever title known or any entity that is in any way a part of the Borough of Chester shall engage either directly or indirectly in any act including the failure to act that constitutes discrimination harassment or a violation of any person s constitutional rights while such official employee appointee volunteer or entity is engaged in or acting on behalf of the Borough of Chester s business or using the facilities or property of the Borough of Chester Section 2 The prohibitions and requirements of this resolution shall extend to any person or entity including but not limited to any volunteer organization or inter local organization whether structured as a governmental entity or a private entity that receives authorization or support in any way from the Borough of Chester to provide services that otherwise could be performed by the Borough of Chester Section 3 Discrimination harassment and civil rights shall be defined for purposes of this resolution using the latest definitions contained in the applicable Federal and State laws concerning discrimination harassment and civil rights Section 4 The Administrator shall establish written procedures for any person to report alleged discrimination harassment and violations of civil rights prohibited by this resolution Such procedures shall include alternate ways to report a complaint so that the person making the complaint need not communicate with the alleged violator in the event the alleged violator would be the normal contact for such complaints Section 5 No person shall retaliate against any person who reports any alleged discrimination harassment or violation of civil rights provided however that any person who
