    programs assessments of all of its grants and periodic reviews of the Fund s overall strategy and performance The Fund s impact depends only to a partial extent on its grantmaking Its larger impact comes from the leadership role and qualities of its senior management and professional staff As a value added foundation the Fund expects a high level of performance and professionalism from its staff and promotes accountability by staff through annual reviews of staff performance The integrity of the Fund s grantmaking processes is based on defined strategies for programs annually reviewed program plans professional vetting of proposals by multidisciplinary staff teams final Board review for Board level grants and final review by the Chairman for Small Grants Fund awards Grantees should be selected on the basis of scientific merit and programmatic fit and the objectivity of the Fund s grantmaking procedures should not be compromised by advocacy on the part of any potential grantee by a director or staff member The Commonwealth Fund s Commitment to Inclusiveness and Diversity The Commonwealth Fund values differences among individuals across multiple dimensions including but not limited to race ethnicity age gender sexual orientation physical ability religion and socioeconomic status In this document The Commonwealth Fund states its commitment to providing a work environment in which every employee grantee and vendor is treated with dignity and respect Charter of the Executive and Finance Committee of The Commonwealth Fund s Board of Directors The Commonwealth Fund Board of Directors Executive and Finance Committee helps the Fund s Board oversee the activities and management of the Fund structure Board meetings serves as the Fund s budget review and executive compensation committee exercises oversight over key aspects of the Fund s business and provides the capacity for emergency action on behalf of the Board

    stimulating the patient centered care movement and bringing attention to the problems facing elderly Americans as well as the challenges confronting the nation s academic health centers The Fund also maintained its early interest in youth development in this period by helping stimulate organized youth mentoring programs Since 1995 the Fund has concentrated its efforts on helping to address health care coverage and access issues improving the quality and efficiency of health care and slowing the growth of health care costs The foundation underwrote a considerable part of the research underlying the development of the reforms in the Patient Protection and Affordable Care Act of 2010 and reports of its Commission on a High Performance Health System 1995 2013 helped inform the debate leading up to this landmark legislation Since 1995 the Fund also has been a leading philanthropic voice promoting modernization of Medicare developing new payment methods encouraging better and more efficient health care delivery and delivery models featuring better primary care and care coordination In all of this work the foundation has placed a particular emphasis on meeting the needs of vulnerable populations The Fund refocused its historic international activity in 1997 with the creation of an international program in health policy and practice the aim of which is to bring the international experience to bear on the U S health care reform debate and to promote exchanges that stimulate health system improvements in economically advanced countries As a result the earlier international fellowship program was transformed into the Harkness Fellowships in Health Care Policy and Practice expanded to include key Western European countries and the program features an annual ministerial level international symposium in Washington D C To ensure that its work reaches the ear of key policy audiences the Fund expanded its communications program developed a Washington D C office and has funded an annual bipartisan retreat for members of Congress who focus on health care issues Throughout its history the Fund has been a value added grantmaker employing a professional staff to work closely with grantees in developing and implementing projects and communicating their results to influential audiences The Fund s domestic and international health care surveys its U S national state and local health care scorecards and its highly rated website and publications program make the foundation a major information resource for improving health systems domestically and internationally Jean and Harvey Picker In 1986 Jean and Harvey Picker joined the 15 million assets of the James Picker Foundation with those of The Commonwealth Fund 200 million at the time Recognizing the challenges faced by a small foundation the Pickers chose the Fund as an institution with a common interest in improving health care and a record of effective grantmaking management and leadership The Commonwealth Fund strives to do justice to the philosophy and standards of the Picker family by shaping programs that further the cause of good care and healthy lives for all Americans Health Services Improvement Fund In April 1996 the Fund received

    mortgage market risk management has become a major focus of boardroom attention While few of the Sarbanes Oxley measures apply directly to nonprofit organizations risk management is as important in the nonprofit world as it is the corporate sector The Commonwealth Fund Performance Scorecard March 2007 In the nonprofit sector assessing organizational performance is challenging Financial success is but one measure of institutional success and achievement toward nonfinancial mission related goals is both more important and more difficult to quantify In some segments of the nonprofit sector higher education for example methodologies for assessing performance have been developed and are accorded considerable attention even if the metrics and the uses to which they are put are not universally applauded This essay discusses the balanced scorecard adopted by the Fund to measure organizational effectiveness clarify goals and strategies and ensure continued high performance Foundation Performance Measurement A Tool for Institutionalized Learning and Improvement January 2006 The Independent Sector s Panel on the Nonprofit Sector clarified the terms of that responsibility in its June 2005 report to Congress and the nonprofit sector Strengthening Transparency Governance and Accountability of Charitable Organizations The Fund s own experience confirms that standardized metrics and reporting systems are unlikely to align well with the work of most foundations or be sensitive enough to provide useful lessons Instead foundations should assemble an array of methods that allow them to examine their own performance and that of their grantees make improvements based on lessons learned and report findings to their various audiences This holds true especially for the Fund and similar value added foundations which work directly with grantees to develop projects carry them to fruition and disseminate results Regulating Foundations A Delicate Balance January 2005 Foundations have been the subject of much scrutiny over the last year on Capitol Hill in the offices of state attorneys general and in the media Amidst numerous calls for increased regulation of the sector leaders of the foundation community have attempted to respond to the challenges posed Yet so far relatively little of the attention has focused on the positive role most foundations play in society and how to avoid damage to strongly performing institutions while ensuring accountability throughout the sector Many people both inside and outside philanthropy believe that a closer more comprehensive and much more thoughtful examination of the regulatory structure governing foundations is warranted An Undervalued Species Private Value Added Foundations February 2004 Permanently endowed private foundations that conduct research and work directly with grantees to develop projects carry them out effectively and communicate results to policymakers and institutional leaders have a long record of accomplishment in this country Value added foundations perform an important function by underwriting policy research service delivery experimentation and infrastructure development within their fields The future of such foundations is threatened by proposals to disallow their intramural expenditures as contributing to the minimal annual payout mandated by Congress The Value Added Foundation Grantees Views on the Fund s Performance February 2003 Foundations can be
