  • A Real RGGI Benefit | Conservation New Hampshire
larger communities could they pushed ahead with several less expensive measures They hosted a free home weatherization training class for residents and began offering free home weatherization for those who qualified for fuel assistance Furthermore the TEC and worked with Temple s Planning Board to audit the town s Master Plan and Zoning Ordinances and created an Energy Chapter Then in the spring of 2009 the TEC learned of possible grants being offered to municipalities from the RGGI Greenhouse Gas Reduction Fund An application was quickly created which highlighted several implementations and can be seen here In addition to building retrofits other programs included additional household energy reduction workshops and winterization programs an educational website on environmental news and energy information and a school recycling program 90 of the funds would serve low income households and all low income households would be affected by at least one program Their proposal was accepted and the TEC quickly got to work The TEC realized the importance of not only starting a recycling program in the town s elementary school but also to teach the students other steps they could take to save energy Through interactive presentations with the students this goal was accomplished The students quickly grasped the importance of what they could do and felt empowered to have a voice They came up with ideas on how any child can help the planet and their ideas are collaged in a video on TEC s website Meanwhile posters they created advocating environmental sustainability can be seen throughout Temple Students also decided to change from using plastic water bottles to reusable metal bottles and to begin composting at their school when spring arrives Finally able to begin organizing for the municipal retrofit a Building Committee was formed They interviewed top applicants in order to see who could best fulfill the job Their answer was Tom Hartman from Coldham Hartman Architects and the local Ingram Construction Corporation Hartman was a seasoned building science and energy efficiency specialist and wouldn t intimidate or patronize the environmentally inexperienced crew He proved to be more than willing to teach Ingram Construction crews the techniques of air sealing and other energy efficiency measures This proved to be a win win as the Swanzey based company also gained valuable training in environmentally conscious renovation After repeated reworks and testing by Margaret Dillon the independent energy auditor for the project the project has recently been completed The results are staggering Tom Hartman reported to the Building Committee that I am comfortable publicly stating that the building will see an overall reduction in heating energy use and carbon loading of between 75 and 85 based on our projections in field testing and initial data from actual consumption for a portion of the first heating season With these results Temple pushes on to bring it all home to its residential sector TEC recently kicked off a Carbon Challenge competition with the neighboring towns of Rindge Jaffrey and Bennington to raise awareness for
