    shopping in the City The City of Melbourne is a major retailing centre Durable shopping carry bags are not commonly available at the point at which people make their purchases The City of Melbourne was the first Victorian local government to receive Waste Wise accreditation We already do a lot of innovative work in retailing and in waste management including through membership of the Western Regional Waste Management Group Plastic bags are often used once only and on disposal can become both a major landfill burden and danger to birds animals and fish when they pollute the environment These externalised costs are not borne by the user while shifting the cost to ratepayers through street cleaning rubbish disposal and environmental degradation The City of Melbourne spends millions of dollars annually on combinations of television and print advertising It would not be difficult to allocate a proportion of our expenditure to direct solutions which I believe are the most effective form of solution and a more effective means of implementing our strategic direction More than two years ago I asked the Queen Victoria market to sell reusable calico bags to market shoppers The Queen Victoria Market is a wholly owned subsidiary of the Melbourne City Council The program became a strong success and I am told that something like 10 000 calico bags are sold each month More recently I have sought to expand the program City wide I put the following Notice of Motion to the 3 December 2002 Environment Community and Cultural Development Committee ENVIRONMENT COMMUNITY AND CULTURAL DEVELOPMENT COMMITTEE 3 December 2002 NOTICE OF MOTION CR RISSTROM CITY OF MELBOURNE REUSABLE CARRY BAGS That Melbourne City Council market its commitment to environmental responsibility by co operating with precincts the Queen Victoria Market other retailers resident and community groups

    City Centre Lending Library Negotiating for Melbourne City to enter a treaty and indigenous land use agreement I have worked in the Australian Senate as Senior Researcher on Superannuation for Women and Same Sex Couples as Electoral Educator in Canberra Environmental Consultant to the Commonwealth EPA and run my own small business With a personal charter to work for disadvantaged people I have provided extensive pro bono legal services to the Environment Defenders Office Fitzroy and Eastern Suburbs Legal Services and Springvale Domestic Violence Service I am respected within the past twenty years He has an exceptional range of skills knowledge and ability that allows him to be enormously productive What s more he thrives on work I first met David in East Gippsland at a forest camp in the early 90s I believe a good history of activism is fundamental to party political work David s long history of activism spans a vast array of issues from education to East Timor from S11 to legal Aid climate change and many others His achievements as a Greens Councillor for the City of Melbourne could fill a small book Thanks to David s work and persistence it is regarded as the most   • David Risstrom's Victorian Greens Senate Preselection
    Statewide coverage in The Age and Herald Sun and locally in the local press though less so in the last two years where internal Council constraints imposed politically have led me to focus on more direct communication through my website I developed my Melbourne City Greens Councillor website in December 2002 The site at http davidrisstrom org is a publicly accessible reporting mechanism that details Greens related information and policy initiatives including 100 Green Achievements News and Views courtesy of Rosa the MCC Policy Watchdog I help with her sentence construction and links to other progressive sites I developed and maintain the site myself which has grown to over 200 pages Since December 2002 I have received over 10 000 visits and 65 000 hits at an average of 50 hits per day I presented to a General Assembly of the United Nations at the Fourth Preparatory Committee meeting to the World Summit of Sustainable Development in 2002 and later that year to the Local Government Session of the World Summit in Johannesburg Overseas cities and organisations have invited me to travel to present speeches to large public audiences often with local television or print media present I have been requested by the Japan Centre for Climate Change in Tokyo Japan the City of Kitakyushu Japan Pusan Korea Heidelberg Germany Sao Paulo Brazil and Toronto Canada I have received good responses from all of those events with a highlight being perhaps that after myself and two others spoke in Sao Paulo Brazil on Sustainable Consumption the city of approximately 10 million people committed to a Green Purchasing arrangement with ICLEI International Demonstrated Team Skills Panel score for David 6 5 out of a possible 7 0 I think I have good team skills though I trust other people s assessment about me more in that regard I believe my capacity to achieve policy at Melbourne City Council while being one of nine diverse Councillors and having to negotiate with a very large bureaucracy is a good indication that I have the ability to bring disparate views to a common goal When I was young I was a peer group leader though whether right or wrong later in my life I am often reticent for other members of a group to be drawn into believing they have less to contribute Some people may see this as an unwillingness to lead a group but I see it as an important opening to allow groups to develop their own skills and identity I had the good fortune to receive a Rotary Youth Leadership Award to delve into a Bushwalking and Mountaincraft Leadership Course and to recently participate in an 18 month Vincent Fairfax Ethics and Leadership Fellowship where team skills were very much a focus I was a Venturer Rover and Assistant Scout Leader and have participated in or led tens of bushwalks bicycle tours and climbing trips in Victoria and further afield I am currently involved in a team project through a Future Leaders project called Going Further which asks us to collectively produce a project on sustainability that will be of use to the State Government Ultimately I think others will better judge me on this but I am pleased that having been involved with the Greens and in active public politics I have had no major stoushes with other members and think I have a good reputation for being committed to the common good Demonstrated Personal Attributes Panel score for David 6 5 out of a possible 7 0 I have the support of my wonderful partner Carolynne and I have yet to hear any argument articulated against my candidacy from Rosa the Policy Watchdog At times my humour is drier than the mouth of the Murray which unfortunately leads people to think that I mean what I say Ken Davidson s advice to me some time was to never use irony in politics as people rarely realise that you don t mean what you say Regrettably in this regard one of my other personal traits might be that I am a slow learner Again I feel others within the Greens are best to judge me on what they like or otherwise about me My sense of identity is stable enough to feel OK about being appraised for my contributions to the party and the community My mother and father have instilled a strong sense of justice in me which has been a great guiding post for pursuing what I believe to be right rather than what is popular My father s pursuit of the common good through his contributions towards a fair and progressive tax system are probably better known by older Australians though his approach to his work is something that has probably subconsciously rubbed off on me My father s work for the Australian Taxpayer s Association and as a local government councillor gave our family a realisation that my mother described well as an understanding that people whatever their station are very human I recall my sister answering the phone at home one day and on asking who it was was told the treasurer When she asked the treasurer of what and was told Australia I have the impression Andrew Peacock would have enjoyed a little more reverence than our family provided him I try as best I can to support communities I maintain membership of approximately 20 community organisations and enjoy the engagement with the public Despite knowing I should know better others might describe me as a workaholic For me as I explained to a school group I addressed recently on life balance I have made my work the purpose of my life so that while there are many others things I would enjoy doing I have generally been able to meld purposeful activity with some income At times I have a tendency to take on more than I can handle which can variously provide proof that Chaos Theory has practical expression Demonstrated In Depth Knowledge Of Policy Issues Panel score for David 6 2 out of a possible 7 0 I believe I have a very good knowledge of policy issues which as an elected official range across an incredibly broad spectrum of issues In many instances as the first Green elected in Victoria we had not developed specific policies to be guided by In many instances I have interpreted policies so that they were consistent with existing policy such as introducing the ESD planning guidelines in Melbourne in 1999 which have been picked up by the State Government for inclusion in the State Planning Scheme I was a spokesperson for the Victorian Greens in 1996 and have been strongly involved in policy issues since election to Melbourne City Council Being in elected office for four years I have had a lot of experience in chairing public forums and in personal interactions with constituents in dealing with policy questions and debates I was a Greens Senate candidate in 1996 and Constitutional Convention candidate in 1995 which presented the same forums for policy discussions though with our increased profile now with greater scrutiny I have an Arts degree from Melbourne University with majors in politics and social theory with a first class honours average during which I had a lot of theoretical exposure to electoral and political systems I have a law degree concentrating on public law and postgraduate training in legal practice and as a barrister I also have a Science degree with first class honours that looked at human adaptation to climate change and stratospheric ozone depletion I worked for one year in the Senate as a Senior Researcher in the Senate for the Senate Select Committee on Superannuation contributing to the report on the inadequacies of Super for Women and two other reports on Super and Social Security I undertook a consultancy to the Commonwealth EPA on behalf of the Australian Centre for Environmental Law looking at the operation of State Environmental laws on the Commonwealth as a means of surrendering Commonwealth immunity from State environmental law I also worked for a number of years as a media monitor for Australian Reference Services feeding a current affairs and radio habit by variously listening to Derry Hinch Mark Day and John Laws simultaneously I remain an avid radio listener and current affairs junkie To the dismay of some in my lounge room I enjoy watching Order in the House Demonstrated Knowledge Of Greens Policy Panel score for David 6 7 out of a possible 7 0 Having served as a member of Executive State Council member and National Council delegate Greens spokesperson and elected representative of the Victorian Greens I feel confident that I have a good knowledge of Greens policy its evolution advocates and opponents In conjunction with my broad academic background detailed above and its application through my work my long standing interest in developing and implementing policy I believe I have a strong foundation to develop understand and ambitious and most advanced Greenhouse Gas targets in Australia and being on target to achieve them Develop and Manage Affordable Social Housing Stock in Inner Melbourne Discounted monthly 6 monthly and yearly MET Tickets for Staff with agreement from the public transport operators to extend it to the community Drug abuse being treated as a health issue rather than as a law and order problem Establishing an Inner City Lending Library Factoring in economic social and environmental benefits through the adoption of Triple Bottom Line Governance before any other government in Victoria and support of the City of Melbourne to increase local government co operation towards sustainability Prohibiting Woodchip Sourced Electricity People s Forum in the Council Chamber providing the community the opportunity to absorb the power usually assumed by elected Councillors Promoting Peace Over War by engaging the skills and tolerance of our community to promote peace where violence is threatened Refugee Justice by setting policy opposing mandatory detention and calling for landing of the Tampa Safe City World Health Organisation Accreditation first in Southern Hemisphere Skate Park Facilities in Melbourne Sustainable Water Management A 20 year plan that incorporates the most ambitious water saving targets of any local government in Australia Sustaining democracy by increasing the proportion of Council decisions made in open council meetings limiting commercial in confidence protecting freedom of political expression and successfully moving a motion on GATS at Council and Australian Local Government Association Zero Net Emissions from the City of Melbourne by 2020 which following my presentation to APEC in 2002 is to be made available to all Asia Pacific cities I have also provided a copy of an article from my site that was to be published in last year s Greens newsletter 2002 in Review Greens in Government Can Make A Real Difference outlining my activities for the previous year and a copy of Cr David Risstrom s Articles Essays and Speeches which are available for download from the site Demonstrated Knowledge And Experience Of Politics And Political Systems Panel score for David 6 7 out of a possible 7 0 I hope my application demonstrates that I have achieved a lot as a Green Councillor at Melbourne City Council all of which was achieved as the sole elected Green in an often politically volatile environment This has involved applying a great deal of political persuasion procedural practice and the transformation of political theory into practical results I believe that a Victorian Green Senator would face similar circumstances though the Senate position attracts staff support which I have had not had available to me at Melbourne City Council Having been elected for a number of years I believe the experience gained in navigating the administrative and practical exigencies of political life is invaluable in using the office effectively and involves a learning curve over a number of years that many people appear including myself initially underestimate I have an Arts degree from Melbourne University with majors in politics and social theory with a first class honours average during which I had a lot of theoretical exposure to electoral and political systems I have been a candidate in nine public elections including three Melbourne City Council elections as a Greens Senate candidate in 1996 and Constitutional Convention candidate in 1995 ACF Council in 2000 and 2003 and the International Council for Local Environment Initiatives in 2000 and 2003 I was encouraged to stand as a Senate candidate in the last Federal election but considered the timing was not right and that I had more to contribute on Melbourne City Council In the last Melbourne City Council election as top of the Greens ticket I received over 10 of the primary vote amongst a field of over 70 candidates with other major tickets outspending us by up to 40 to 1 In the ICLEI international postal ballot I received the third highest personal vote out of an international field of 46 The Australian Electoral Commission in Canberra employed me for three years as an Electoral Education Trainer My job was to explain electoral systems and the importance of democracy to groups from as broad a spectrum as school groups to factory workers from Melbourne to special sessions with the Wik people of the Torres Strait I conducted over 100 mock elections conducted a Senate countback analysis of the ACT Senate results and was second in charge at a Victorian and ACT polling booth during two Federal elections I also developed curriculum materials for students about changing the Constitution I am currently in a bout of temporary insanity perhaps a member of the Melbourne University Student Union Electoral Tribunal where I adjudicate as a panel of three on electoral matters Demonstrated Public Profile Panel score for David 6 5 out of a possible 7 0 Having served four years on Melbourne City Council I think I have a reasonable public profile I have twice been the subject of an Andrew Bolt column in the Herald Sun being provided with the honour of Andrew labelling me as a dopey intellectual over my stand on supervised injecting facilities and emphasising drug abuse as a health issue and as an ecofascist for promoting the idea through the 50 year Growing Green policy I initiated that inclusion of Australian plants in Australian landscapes might be appropriate I am also proud to be described during the last council election in Crikey on 15 July 2001 as the best performed councillor last time around and have yet to score any criticism from them despite some of my colleagues and former colleagues having experienced otherwise As I detailed above I have done numerous television radio and newspaper articles I have probably been quoted in over a hundred newspaper articles including a good personal profile in the Melbourne Times in 2000 My role as Melbourne City Councillor barrister and history of community involvement have allowed me to develop a personal profile with many people that is often unseen in the media I think this is particularly important for the Greens given that I think we need to move further into the mindset of being a government providing solutions rather than focussing on criticisms or appealing through the media for others in power to do something My profile has also extended beyond Council through my chairmanship of the Metropolitan Transport Forum and through establishing and convening the Metropolitan Environment Forum I am also on the Statewide Municipal Association of Victoria Strategic Environment Advisory Committee as a Victorian Local Governance Association delegate to the Australian Local Government Association and through the regular interaction of people statewide in functions involving Melbourne as a Capital City Council I believe I am well known through local government circles with a reputation for hard working and fairness amongst staff as well as elected officials Older people are
