    to whether a planning permit was needed on the basis that the facility may fit within the definition of a medical suite for which I understand in this instance a permit was not needed There was also a practical and legal question that arose from the likelihood that the supervision of an activity involving the use of an illegal drug was an unlawful act I was personally threatened that a criminal conspiracy charge would be pursued against me if I facilitated or assisted the development of the Wesley proposal Due to a number of reasons including community fears that crime and disruption would increase and or be focussed around a supervised drug facility local community involvement and opposition against the facility grew Police undertook a number of operations in the city targeting chaotic drug users arresting them and in some instances sought bail conditions prohibiting them from being in within defined areas in the City While this appeared to reduce the visibility and perhaps incidence of chaotic drug abuse it was a widely held view amongst professionals working in the field that this induced the creation of new hot spots and did little to address the incidence of dangerous and chaotic drug abuse in suburban Melbourne Anecdotally it appeared that a rapid increase in chaotic drug use occurred in Kensington following police operations in the CAD The Victorian State Labour Government was elected with a policy of hosting a 12 month trial of a supervised injecting facility The State Government established what later became known as the Pennington Inquiry Five local Government areas in metropolitan Melbourne were identified as likely to benefit from increased attention on illegal drug abuse Councils were encouraged and funded to produce Drug Action Plans which the City of Melbourne had already done a great deal of work on The State Government drafted legalisation to confirm the legality of undertaking a trial of supervised injecting facilities The Federal Government particularly the Prime Minister appeared strongly opposed to a trial of supervised injecting facilities in Australia As Chairperson of the Environment Community and Cultural Development Committee I had promised to the community that the Council would spend 12 months considering the issues and then make a decision This had involved extensive community consultation a special session the the ECCD Committee to hear submissions on the issue attendance by me and others at conferences meetings with the Deputy Premier and a great deal of one on one community interaction Although it appeared likely that I would lose a vote on this issue and despite opposition from sections of the Council administration I believed it would have been dishonest not to have put the issue to a vote as promised to the community When the vote was put to support a 12 month trial the vote was lost in Council 8 1 my vote being the only vote in the affirmative Within a short period despite what appeared previously to have been support from the former Kennett led Liberal

    food when they are compared on a limited number of chemical analyses This assumption ignores possible metabolic disturbances in GEOs that may unpredictably generate harmful substances Slow acting harmful substances may be very difficult to detect creating considerable risk if the superficial tests used to establish substantial equivalence are relied on alone Allergic reactions may result where genes from allergenic foods such as nuts or fish are incorporated into non allergenic foods Known allergens will be labelled but there is no mechanism for identifying whether or not food contains GE ingredients with new allergic properties The use of viral and bacterial promoter genes in the process of creating GEOs creates risks that new and increasingly virulent pathogens may develop The potential exists for horizontal transfer of the genes to pathogens through natural systems Antibiotic resistance marker genes are also used in GEO production which could also result in increased antibiotic resistance if the genes present in every cell of the transformed GEO transfer into pathogens The risk to human health from antibiotic resistance developing in microbes through antibiotic misuse is one of the major public health threats of the 21st century and GE may add to it Patenting living organisms and genes The patenting of living organisms and their genes is an unprecedented revolution in human values as it turns life itself into a commodity Patents on life are unethical because living organisms are not inventions GEOs which can be patented and therefore monopoly owned may also cause serious harm to public health the environment and agriculture For example they may contaminate non GE plants via wind and insect borne pollen dispersal creating less manageable weeds and making conventional food products unsaleable Patents on living organisms and their genes are recognised as one of the key drivers of GE and corporate globalisation and The Greens will develop rigorous policy to control patenting Benefits of GE free agriculture The European and Asian food markets have reacted strongly against GEOs in the food supply To optimise Australia s access to international markets we must produce foods that meet international expectations and are compatible with demonstrated customer preferences This country s farmers stand to lose existing price premiums and many export markets if they cannot guarantee customers that we have uncontaminated environments Experience in the US Canada Argentina where GEOs have been used on a large scale show variable performance Crop yields have been unreliable often 6 10 less than conventional counterparts input and royalty costs are high and the use of GEOs has delivered no clear economic gains to farmers Many farmers planting GEOs have suffered a substantial and costly consumer backlash resulting in large market losses Conventional farmers in these countries unable to guarantee the GE free status of their products have also suffered a similar customer backlash as buyers opt for GE free products Organic and biodynamic agriculture is growing at 30 a year with domestic and export demand booming as the world seeks non GE foods GE poses an unacceptable threat of contamination to our organic and biodynamic agriculture systems In particular organic and biodynamic farmers are liable to lose certification and the right to call the product organic and biodynamic if they suffer any detectable level of contamination At least half of the 80 million pa of Federal taxpayer funds being spent on GE research and development should be reallocated to the urgent development of sustainable farming options which are now starved of government backing Social responsibility and global GE expansion The top five GE companies control almost 100 of the market in GE seeds 60 of the global pesticide market and 23 of the commercial seed market Such GE industry cartels using broad patents and contracts with farmers grain handlers processors and retailers gain strong control of the whole food supply laboratory to dinner plate Centralised monopoly control of the genetic blueprints of life through genetic intellectual property ownership gives too much power to industry and is not in the public interest Communities which now enjoy some degree of agricultural self sufficiency and independence through seed saving will be greatly disadvantaged by the expansion of expensive patented GEOs on which they must pay a royalty and cannot save seed without being sued GE companies are continuing to develop sterile seeds which will not germinate if saved for future planting This is unacceptable as the food supply of 1 5 billion people globally relies on saved seed An OECD study concluded that the world s population can be fed 1 5 times over with current food supplies The United Nations Food and Agriculture Organisation s report Agriculture Towards 2015 30 Technical Interim Report April 2000 found that global food production will keep pace with population and that future food shortages will be due to inequitable distribution rather than production constraints Growing expensive patented GEOs in countries with food shortages will increase poverty by intensifying chemical dependent agriculture and increasing dependence on foreign technology Patented GEOs sold under licence with aggressive marketing would jeopardise diverse locally developed plant and animal varieties It is objectionable that GE foods which are largely unsaleable are being dumped on foreign aid programs sold cheaply as animal feed The US government is unfairly subsidising the North American GE industry to ensure it stays in business The Precautionary Principle and Gene Technology GEOs are not needed to feed the growing human population Allowing GEO releases now would contravene the precautionary principle enshrined in the Gene Technology Act 2000 the Convention on Biological Diversity the Biosafety Protocol and the Environment Protection and Biodiversity Conservation Act The precautionary principle was defined in the Intergovernmental Agreement on the Environment signed by the Heads of all Australian Governments in May 1992 Section 3 5 1 says Where there are threats of serious or irreversible environmental damage lack of full scientific certainty should not be used as a reason for postponing measures to prevent environmental degradation In the application of the precautionary principle public and private decisions should be guided

    of the Waste Wise business logo and a listing on the EcoRecycle website www ecorecycle vic gov au Have an Energy Management System and perform energy saving retrofits There are many simple measures that can save money and are easy to implement These include expanding the temperature range before the air conditioning switches on or the banking of lighting on the one switch progressively away from the windows It is also possible to hire a contractor to perform large scale energy reduction works More information like this can be found on the Sustainable Energy Authority Victoria website www seav vic gov au Incorporate the Triple Bottom Line TBL into decision making and reporting processes Incorporating the TBL into decision making processes means that environmental and social implications will always be taken into consideration before a decision is made City of Melbourne in conjunction with ICLEI has done this a TBL toolkit is available at www iclei org anz tbl tbl htm so organisations won t have to start from scratch to incorporate TBL into their decision making processes TBL reporting incorporates the TBL into reporting mechanisms such as annual reports to show the environmental and social implications of the organisation s activities and how different indicators will be monitored and improved in the following years BP Australia for example produced a TBL report in November 2000 which is available on their website Have a Green Procurement Policy Buying products that are more sustainable than those you would normally purchase will often not cost anything more and in many instances will last longer Procurement decisions should take into account the durability of products as replacing more durable products less frequently will ultimately save money The City of Melbourne has a policy that procurers must buy the more sustainable option of equivalent product wherever the quality is not adversely affected The City of Melbourne has furthered this commitment to include products that cost less than 10 extra Melbourne Based Organisations to Help You Improve Your Sustainability There are several organisations and programs based in Melbourne offering support and assistance to help you improve your environmental performance These include Sustainable Energy Authority Victoria The Sustainable Energy Authority SEAV is a Victorian Government agency established to contribute to the reduction of greenhouse gases and support and facilitate the development and use of sustainable energy options to achieve environmental and economic benefits in Victoria It has lots of information to help businesses big and small improve their energy efficiency and become more sustainable Some of the best resources available online include info sheets on energy smart lighting and energy management systems the Green Office Guide and all the latest energy efficiency news The Green Office Guide for example is designed to help you buy and use environmentally friendly office equipment It provides background information and shows easily applicable measures to save energy decrease greenhouse gas emissions and cut operational costs These resources including the comprehensive Green Office Guide can be accessed via the SEAV website
