    most important questions in project level aid transparency 1 Where are projects taking place 2 How much money is being invested at each location Take an example from Nepal Consulting the government s aid management system yields some basic but already useful information about a particular transportation project This type of information can be valuable for anyone trying to assess patterns of transportation investment in the country or for that matter patterns of development partner financing However by simply accessing contract data which are already being published for other purposes we can gain much greater insight into the project These data simple as they are start to give us specifics they tell us how much is being spent on different bridges what kinds of bridges are being constructed and who is doing the construction Mashing these two simple tables together can also give us a picture of the overall allocation of project funding As part of the research project each of these contracts was geocoded along with hundreds more allowing us to add geographic visualization to our analysis By putting the contracts on a map we can start to see where various construction projects are taking place and what the rough distribution of funding is to different parts of the country Procurement transparency however is not limited to contracts Tender notices however simple give us further insight into the activities of a project The next map shows us not only where contracts have been issued but also where construction will take place in the future With this data derived from publicly available procurement data planners can get much more insight into project activities The Opportunity Open contracting data have intrinsic value for transparency and accountability However they also have significant value for planners even those who only care about getting

    by the Government of Timor Leste The 2012 Development Cooperation Report continues Timor Leste s leadership In previous years the Development Cooperation Report was generated through extensive manual data collection processes by the Development Partnership Management Unit DPMU Ministry of Finance Government of Timor Leste Now through the Aid Management Platform Development Partners DPs update data on their financial contributions on a quarterly basis and the Government is able to collect more accurate and predictable aid data The DPMU can now provide external financing information to the line ministries to help formulate more accurate budgets in 2014 and to disseminate the data into more meaningful reports with analyses like the Development Cooperation Report faster and more efficiently The Development Cooperation Report includes profiles on Development Partners current and past data about planned and actual disbursements disbursements by district and disbursements by executing agencies Additionally the overview report includes analysis of Development Partner projects and their alignment to the Timor Leste 2011 2030 Strategic Development Plan which is the overall guiding framework for the Timor Leste 5th Constitutional Government Highlights from 2012 include Timor Leste initial combined sources budget in 2012 was 1 8 billion Actual disbursements of Official Development Assistance

  • Announcing the Lao PDR AMP Public Portal | Development Gateway
    years the Ministry identified and trained individuals from 33 development agencies active in the Lao PDR to supply development finance information As of November 2013 the AMP accounts for commitment and disbursement level data from approximately 600 aid projects or 3 Billion in financial commitments across the country The data suggest Asian Development Bank World Bank and Government of Japan represent the three largest partners by financial commitment while infrastructure education and agriculture are the three largest sectors to receive funding The Public Portal is a user friendly extension of the AMP system Users can search project level information by a host of characteristics including development partner region district Laos Sector Working Group MDG or by keyword search They can view AMP data in annual quarterly and monthly report formats as well as access official semi annual and annual reports on Foreign Aid assistance published by the Government Furthermore the public portal contains several geo coded maps that display implementation points of a subset of aid projects stored in the AMP This is an effective visual tool for the Government and citizens of the Lao PDR and the wider development community to ensure a more efficient use of resources through

  • Malawi Public AMP Portal Launch Highlights Broader Shift Towards Openness and Transparency | Development Gateway
    accessible Nepal the Democratic Republic of the Congo Timor Leste Honduras Kosovo and Laos all have also recently launched public aid portals This kind of transparency happening at the national government level is perhaps a watershed moment for the aid effectiveness movement The Government of Malawi in collaboration with the Open Aid Partnership took this transparency a step further by timing the AMP launch to take advantage of an important opportunity for promoting the use of the Open Data an exciting full day workshop on data literacy and use supported by the Open Aid Partnership and attended by government officials development partners and members of civil society The event showcased Malawi s world leading efforts in aid project geocoding through which the Government in partnership with the University of Texas s Strauss Center s program on Climate Change and African Political Stability CCAPS AidData Center for Development Policy and Development Gateway geocoded thousands of locations associated with development projects in the country The geocoding work not only added value to the Government s aid management system but also was foundational to the country wide geocoding methodologies promoted by the AidData Center for Development Policy and the Open Aid Partnership This workshop and launch brought some of that work back home to quote Malawi s Minister of Finance Maxwell Mkwezalamba For Malawi greater transparency means opening up information on development projects and policies to Malawian citizenry by providing them with the tools and information they need to better hold their Government and its cooperating partners accountable It also means ensuring that this information is easily accessible and relevant to the public to ensure the supply of development data is met with broad based demand This is why today s launch of the Public Portal of the Aid Management Platform marks yet
