  • Open China Data is a Disruptive Gateway Drug | Development Gateway
    and interpreters of proprietary or opaque data sets Open Data is Disruptive In an experience common to all of us in the Open Data community once AidData opened the data people found errors in it This is both normal expected and useful The whole reason to go Open Data is to invite critique and improve the underlying data set In addition critics quickly used those errors to question the value of the entire data set the methodology used to make it and the resulting analysis To quote Deborah Brautigam The AidData authors are striving for a database that can be replicated by anyone But that s the problem This is not research that can be done by just anyone and especially not by only looking at media reports That s why two teams both lightly criticized by the AidData authors have produced better results Derek Scissors and Kevin Gallagher Amos Irwin and Katherine Koleski Their methodologies are eclectic but they know that there is no substitute for painstaking informed expert bi lingual investigative research and digging into the cases Now read that quote above substituting Wikipedia for AidData and you can see that this argument is like so many others made by individuals who find the openness of data threatening to the status quo Other critics in other disciplines will repeat this refrain as Open Data continues to create constructive disruptions Open Data is a Gateway Drug What is both more disruptive and more promising is where Open Data takes us Now that AidData has opened up this data set journalists researchers policymakers development practitioners and the general public will dig into it finding locally relevant information that will set whole new conversations in motion Open Data is in fact the gateway drug to a more open government a foundation

    niveau des provinces de disposer d informations fiables et en temps réel sur les projets mis en œuvre dans leur circonscription La plupart des projets financés par les bailleurs étant exécutés dans les provinces l accès à la PGAI doit pouvoir leur permettre de planifier au mieux leurs activités et surtout d évaluer l impact des interventions des partenaires au développement sur le terrain Fidele Mokute Administrateur de la PGAI en RDC également présent au 5e Atelier de Partage des Bonnes Pratiques PGA a mis dans son intervention l accent sur le processus de décentralisation de la PGAI dans les provinces du pays Des missions d analyse des conditions d extension de la PGAI ont été effectuées dans les provinces du Nord et Sud Kivu Kasaï Occidental Kasaï Oriental Bas Congo Bandundu Katanga Province Orientale et Kinshasa Pour le moment seules les provinces de Bandundu et du Katanga sont connectées à la PGAI mais l accès au système sera étendu aux autres provinces au cours de l année 2013 avec le support technique de Development Gateway Selon M Mokute l un des avantages de la décentralisation de la PGAI est de pouvoir donner la possibilité aux ministères provinciaux de participer

    dans la mise en œuvre du standard de l IITA ainsi que sur les résultats obtenus avec la PGAI cinq ans après son installation en RDC Les différentes missions qui se sont déroulées dans le cadre de ce pilote ont permis à travers la mise en place d un processus d échange automatique de données non seulement d avoir des données beaucoup plus fiables et plus régulières dans la PGAI entre autres les données prévisionnelles pour alimenter les cycles budgétaires mais également de réduire le temps de collecte des données auprès des partenaires techniques et financiers Plusieurs bailleurs notamment DFID le Fonds mondial et l Alliance Gavi ont participé au pilote et d autres bailleurs tels que l Espagne le PNUD et la Suède et ont exprimé leur intérêt à participer également à l avenir Development Gateway est membre du Comité de pilotage de l IITA et travaille avec des partenaires locaux et mondiaux pour soutenir la mise en œuvre des objectifs de l IITA Plusieurs pays utilisateurs de la PGA ont exprimé leur volonté de faire partie des pays signataires de l IITA car pour bon nombre d entre eux l application du standard IITA leur permettra d avoir des données plus fiables et en temps réel ce qui permettrait de relancer le dialogue avec les partenaires aux développement la société civile dans la mesure où les citoyens demandent de plus en plus de comptes au gouvernement pour savoir comment l Aide Publique au Développement est utilisée La PGAI a été installée en janvier 2008 en RDC et a remplacé une base de données Microsoft Access à utilisateur unique qui avait une vue incomplète des flux d aide extérieure en RDC M Mombong estime qu aujourd hui avec la mise en place du programme PGA et avec le support

  • Geocoding and Opening Aid Information in Nepal with USAID Support | Development Gateway
    an annual public Development Cooperation Report In 2012 with the support of AusAID AidData staff geocoded over half of the AMP project portfolio All remaining AMP projects will be geocoded in 2013 under the USAID supported program GoN staff are eager to put this new geo coded aid data to work The AidData and Development Gateway team conducted the first ever training on geocoding and the AMP GIS module for 17 Ministry of Finance staff Attendees studied geocoding projects and created their own visualizations Future trainings will include more hands on practice and will be expanded to include development partners and civil society On one occasion a line ministry under secretary commented that aid project maps would expose gaps in service delivery and issues with aid fragmentation highlighting the acute needs that we hope to address with data visualization Public AMP Portal In a move intended to further leverage the impact of AMP and geospatial data GoN will soon make AMP fully public via an online Ministry of Finance portal The public AMP will allow any user to view AMP data download reports and use analytical tools including the GIS mapping tool With this portal GoN hopes that more stakeholders including local government officials more development partners civil society organizations media and concerned citizens will use AMP data to further the aid effectiveness agenda in Nepal The public launch is slated for May 2013 formal dates and venues will be announced shortly To ensure that development stakeholders in Nepal are eager and able to use the public AMP data the AidData and Development Gateway team also worked to build a strong network of local partners in Nepal including universities think tanks advocacy groups civil society organizations and non governmental organizations We will continue to engage with this network through trainings
