    being designed implemented or recently completed in Africa Inventory of Innovative Farmer Advisory Services using ICTs Authors Mucemi Gakuru Kristen Winters and Francois Stepman Publisher The Forum for Agricultural Research in Africa FARA December 2008 In Africa most farmers information needs are met either by extension workers through libraries or via websites Of late however the number of extension workers has been going down while the number of farmers is growing There is hence an emerging need for innovative information systems to address this gap Image credits FARA The Inventory of Innovative Farmer Advisory Services using ICTs was prepared in December 2008 for the Forum for Agricultural Research in Africa FARA by Mucemi Gakuru Kristen Winters and Francois Stepman It is an attempt to document all of the known innovative farmer advisory services or systems currently in design in existence or recently completed in Africa Entries include projects using ICT solutions or implementing ICT based activities institutions groups providing services using ICTs as well as ICT solutions software providers both at the national and regional level While many of the entries are projects with a definitive beginning and end date providing one or two services others are national or regional information systems providing many agricultural services using ICTs The inventory includes projects supported by the International Institute for Communication and Development IICD in Burkina Faso Ghana Mali Tanzania Uganda and Zambia Some of the projects are TV Koodo Market price information system using web and national television in Burkina Faso Ghana Agricultural Information network System GAINS in Ghana ICT for Shea Butter Producers in Mali CROMABU Crops Marketing Bureau Project in Tanzania Rural Information System in Uganda Integrating ICT for Quality Assurance and Marketing in Zambia This inventory is focused on projects services that provide agricultural training and information to

    science innovation and to engage stakeholders and beneficiaries in this process across historical boundaries of developed and developing countries Priorities for progress Shared challenges shareable technologies and improved opportunities for communication and collaboration all very recent trends greatly improve science innovation s chances of driving effective development But what actions will best secure these new opportunities and accelerate development From our combined 80 years working in international development we suggest five priority actions for governments in both developed and developing countries Empowerment First is empowering scientists everywhere to work on science innovation for development The top priority here is to invest in science in developing countries This means building good science training into schools supporting universities to develop undergraduate and postgraduate science programmes and helping both universities and government research institutions provide attractive career paths for bright scientists Development institutions that fund science must move away from doling out short term research grants to individuals and start funding national research grant systems that allow local institutions to drive longer term research programmes Systems Second is strengthening science innovation systems in developing countries These are needed to bring together scientists entrepreneurs regulators and other stakeholders to support and deliver research and its benefits At the same time we must help scientists from developing countries participate in global innovation systems through South North and South South research collaborations These partnerships must become more equitable and empowering for developing country scientists supporting their careers in national institutions by providing opportunities for longer term research publications and for building research groups Accessibility Third is ensuring that new technologies are accessible to science for development This requires continuous and sufficient research into international public goods IPGs This means governments and donors must support research institutions that focus on developing country problems so as to generate

    anonymity means refugees who have fled their home countries in fear can preserve their own safety while still sharing enough information for family and friends to be able to find them The site was founded by Christopher and David Mikkelsen Talking about his initiative David says The idea came about when I was helping a young Afghani refugee called Mansour trying to locate his family a couple of years ago While doing so my brother and I realised this possibility of an online tracing tool where you could go in do a profile giving out information that you re only comfortable with The site has since attracted thousands of users But in order for it to develop further the Mikkelsen brothers knew they had to reach audiences who did not have access to a computer and the internet We re doing a pilot on how to do search and registration via mobile phones Not just via smart phones but actually also by the old school text messaging system Even in the most remote refugee settlements you still find mobile phones everywhere Simple Tomas Krag Refunite s technical director explained how by using a simple question and answer format users can be quickly registered from an old school mobile handset There s a series of keywords so if you send REG to the number it assumes you re registering and it sends you back a request that starts off by asking your name Then it asks your age and your gender and so forth By the end of it the user will have registered Then there s a simple menu system that allows you to choose different options later so you can search for people on the system and if you find someone you think might be family you can send
