    Jacqui Lichtenstein is one of the Direction Service Counseling Center s Clinical Co Directors Jacqui is a licensed clinical social worker She also has a Ph D in Special Education and Psychology from the University of Oregon Dr Lichtenstein has expertise in anxiety disorders mood disorders and parenting She is particularly interested in issues related to young women and children Jacqui s work is also based on a cognitive behavioral approach Philip Moses Philip S Moses serves as CADRE s Assistant Director From 1999 2004 he served as CADRE s Technical Assistance Coordinator As Assistant Director Philip manages CADRE s use of advanced technology as well as traditional means to provide technical assistance to state departments of education in order to improve the effectiveness of special education mediation systems He also supports parents educators administrators attorneys and advocates to benefit from the full continuum of dispute resolution options that can prevent and resolve conflict Since 1987 Philip has mediated case managed and observed thousands of mediations under the auspices of the New York State Unified Court System as well as in the public private and not for profit sectors Philip was formerly Coordinator of the Program on Public Policy Dispute Resolution at the Government Law Center of Albany Law School He was also an Adjunct Faculty member of Albany Law School teaching courses on mediation and alternative dispute resolution and served as an adjunct faculty member for Siena College s Peace Studies Program Philip served as President of the New York State Dispute Resolution Association from 1995 1997 Formerly the director of the Dispute Resolution Center of Onondaga County he also founded the Institute for Advanced Conflict Resolution Skills based in Syracuse Philip co founded the Campus Mediation Center at Syracuse University where he completed a Masters degree with a

    Level of Intervention Dispute resolution options available at each Stage of Conflict Level of Intervention move from being assistive preventative to directive As each Stage of Conflict Level of Intervention increases the people making decisions about the outcome are further removed from the source of the conflict the interests of the parties At each Stage of Conflict Level of Intervention outcomes move from being flexible and informal to rights based formal and fixed Stage of Conflict Level of Intervention Stage 1 is Prevention Stage 1 processes include options to help prevent disagreements Stage 1 decisions solutions are created by those having an interest in the outcome Stage 1 outcomes tend to be collaborative Examples of dispute resolution options processes at Stage 1 include Parent Engagement Participant and Stakeholder Training Stakeholder Council and Collaborative Rulemaking Stage of Conflict and Level of Intervention Stage 2 is Disagreement Stage 2 processes involve the parties in disagreement possibly with the assistance of a third party who may be familiar with the dispute Stage 2 solutions are made by the people who are in disagreement with the assistance of a third party who may be familiar with the dispute Stage 2 outcomes tend to be flexible and informal Examples of dispute resolution options processes at Stage 2 include Parent to Parent Assistance Case Management and Telephone Intermediary Stage of Conflict and Level of Intervention Stage 3 is Conflict Stage 3 processes involve the assistance of a third party who may facilitate communication or suggest resolution options Stage 3 solutions may be determined by the parties to the disagreement with assistance of the third party earlier in the Stage 3 or by a third party who gives an opinion as to how the dispute should be resolved Stage 3 outcomes vary as to their degree of
