    issues then this is certainly an ideal opportunity for any person to submit comments even if they have not registered in the EIA process previously DEA must consider all comments submitted irrespective of when they are submitted and as long as they are submitted before the RoD is issued It is also best at this late stage of the EIA process to submit them directly to DEA It is may not worth waiting until the decision is made by DEA and then submitting an appeal as the appeal process is usually very short and involves a substantial amount of documents that have to be submitted very quickly In other words the appeal process can be restrictive I would therefore suggest that local stakeholders that wish to submit comments to DEA do so immediately In fact send a letter to DEA today saying that comments are coming within a few days and stipulate how many days they must wait 7 days would be a good time in which to organise a group of comments amongst yourselves and send them into the decision making authority Doing so in a group is simply more powerful and will get more attention from authorities One must remember that the EIA process in which the participation process is embedded needs to respond to local needs and issues and cannot be used to exclude people Local stakeholder need to get involved in the EIA process and tell it what is needed Login or register to post comments Save Augrabies Falls National Park AFNP from river diversion by nolusizo sitole 2014 07 28 16 17 Dear Dlisters The DLIST team wrote to Department of Environmental DEA to find out about the status of the Record of Decision RoD for the proposed Hydropower station development The RoD has not been issued yet DEA has accepted the Scoping Environmental Impact Assessment EIA Report and is awaiting for the applicant to submit the Final EIA Report for review and decision making The Scoping Report is a document put together to determine what should be covered in terms of the environmental information to be sent to the authorities for review It also details how much content must be covered The scoping report is important to all EIA projects It helps to clarify key issues and to encourage discussions with stakeholders and Interested and Affected Parties about important environmental issues and suggested methods to minimise the negative impacts EIA is a method used to assess the environmental impacts of the proposed development It is a legal requirement in terms of National Environmental Management Act 1998 Act EIA evaluates the predicted impacts from the planning phase design and construction phase The impacts could be good or bad and can include all important parts of the natural social economic and human environment Public Participation plays a crucial role in the EIA process It is where the public is given an opportunity to provide comments and input about the proposed development The public should have access

  • The Global Ocean Commission releases its report | DLIST Benguela
    decline of our planet s oceans the Global Ocean Commission including former Heads of State Government ministers and prominent business leaders has released its findings They propose a rescue package of proposals to restore and protect the natural capital and services of the global ocean The proposals cover eight key issues 1 UN Sustainable Development Goal for the Ocean 2 Governing the High Seas 3 No More Overfishing 4 Illegal Unreported and Unregulated Fishing 5 Plastics Keeping them out of the ocean 6 Offshore Oil Gas 7 Global Ocean Accountability Board and 8 Creating a High Seas Regeneration Zone The proposals have been developed from broad consultation with experts and stakeholders According to the Global Ocean Commission while there are no technical obstacles to the implementation of the proposals political will is needed to effect positive change All apparently have a role to play not just governments or international organisations The Commissioners are now calling for collaboration and inviting governments businesses and civil society to respond to the proposals and to participate in the joint mission for positive change More information on the proposals and links to the final report From Decline to Recovery A Rescue Package for the Global

    Posted Sun 2014 06 15 13 06 by Jonathan Kingwill I have just returned from the final COAST Collaborative Action for Sustainable Tourism Project meeting which was attended by delegates from 9 African countries including countries from West Africa East Africa and the Indian Ocean Islands The message from delegates was clear Donor agencies and international consultants need to work together with partner countries and local stakeholders and ensure that local skills and experience is boosted through such projects Although the COAST Collaborative Action for Sustainable Tourism Project focuses on tourism it is clear that local capacity development within coastal areas needs far more serious consideration and an approach is required that takes all alternative livelihoods into account Marine resources are rapidly dwindling and there is no longer a choice as to whether people must work together or not collaborative action has become a necessity and there is simply no longer any leeway left for resources to be used in a wasteful manner From the Marine Tourism Management experience in which I was involved local people on the ground government officials the private sector and donors see that the situation is very serious the time has come to deal with
