    assessment of the state of the ecosystem and improved planning for sustainable development To strengthen the existing monitoring in the BCLME Region and to incorporate social and economic aspects in monitoring assessment and management there is a need to review existing national monitoring and assessment programmes systems and to enhance these to address areas where gaps exist and to enable ecosystem status and socio economic monitoring and assessment The following not exhausted should be considered when developing and national programmes They should be suitable for long term monitoring and address climate change monitoring and assessment They should be based on existing monitoring and assessment programmes systems as these are already entrenched at the institutional level and are considered cost effective The feasibility financial and technical of proposed national monitoring and assessment programmes Ensure that indicators are suitable sensitive enough and realistic for the intended monitoring purpose For e g indicators measuring ecosystem status should be proposed in tandem with mechanisms to incorporate all parameters that would provide a holistic and integrated interpretation 2 Purpose and Scope To review and revise existing national monitoring and assessment programmes in consultation with stakeholders to propose these to the BCC for integration as a Regional Monitoring and Assessment Programme Measuring ecosystem status remains a huge challenge for the BCLME countries and the Commission as the system is by nature highly variable and extremely dynamic with climate forcing playing an increasing role in its variability Thus indicators are to be developed that can be used for an integrated and holistic assessment of the status of the ecosystem It is important that lessons learned and best practices developed in the region and around the world are considered especially for areas with similar conditions in order to propose suitable indicators Limited efforts have been made to date to extensively monitor socio economic aspects related to the BCLME and the impacts from resource use activities in the region Such monitoring will initiate the integration of the social human dimension in the work of the Commission and will enable assessment management and decision making that is representative of the natural social and economic environments of the BCLME Region Such indicators will enable the addition of social and economic information and data to the State of the Ecosystem Information System SEIS of the BCC 3 Objectives To establish National Monitoring and Assessment Programmes for Angola Namibia and South Africa to form an integral part of the National Action Plans for implementation of the SAP and the establishment of a BCC Regional Monitoring and Assessment Programme 4 Specific Duties The Consultant shall participate in an inception meeting with the Senior Project Manager and National Coordinators to review and discuss the ToR to reach common understanding of the activities and expected outputs The Consultant shall submit minutes of this meeting the final ToR and a work plan no later than 2 weeks after inception meeting Review existing programmes and make recommendations for their improvement and use by the BCC Facilitate consultations with
