two part strategy that sets bold efficiency standards for new buildings and encourages investments in energy efficiency improvements in the buildings we already have This report analyzes the effects of meeting bold efficiency goals and provides state by state data on the economic and environmental benefits as compared to a business as usual scenario The policies needed to meet those goals are outlined in the report and we highlight forward thinking cities and states where these policies are already making a difference for home and business owners Taking decisive action to improve the energy performance of our buildings through a combination of policy and public and private investments would go a long way toward reducing our nation s energy use Cutting natural gas and fuel oil consumption in buildings by over 20 percent each by 2030 Cutting total energy use in our existing building stock 30 percent by 2030 Newly constructed buildings will consume 50 percent less energy in 2020 and 75 percent less energy in 2030 than new construction did in 2008 Thanks to this reduction in energy use Americans will reap great financial benefits as a result of lowered energy expenditures Electricity bills will decline by 34 percent by 2030 saving households an annual average of 450 on residential energy bills compared to what they pay today Heating oil and natural gas bills will decline in every state And better more energy efficient buildings will reduce our global warming emissions Global warming pollution from buildings will fall 11 percent by 2020 with that reduction increasing to 30 percent by 2030 By 2030 the cumulative avoided emissions will total 696 million metric tons of carbon dioxide the equivalent of shutting down more than 150 coal fired power plants in two decades Achieving these benefits will require strong policies that

  • Obama Administration to Protect Americans' Health by Setting Carbon Pollution Standardsfor New Power Plants | Environment Florida
EPA today proposed historic new limits on carbon pollution from new power plants Carbon pollution fuels global warming which leads to poor air quality that triggers asthma attacks and other respiratory problems Scientists also predict that global warming will lead to more devastating floods more deadly heat waves and the spread of infectious diseases Coal fired power plants are the largest single source of carbon pollution in the U S yet there are currently no federal limits on this pollution from power plants The standard proposed today will correct that for new power plants by limiting their emissions of carbon pollution Aliki Moncrief Environment Florida s State Director issued the following statement in response to today s announcement Today s proposal from the Obama administration is an historic step in protecting Floridian s health and our environment By setting the first ever standards for the largest source of the carbon pollution that fuels global warming President Obama and EPA Administrator Jackson are standing up for Floridians and putting our health above the demands of the polluter lobby Along with the steps being taken to cut other dangerous power plant pollutants such as soot smog mercury and other toxic pollutants and the new standards for fuel efficiency these carbon pollution standards will mark historic progress in protecting our health reducing waste and encouraging job creating innovation in the clean energy economy Floridians understand the value of clean air and while the polluter lobby can be expected to trot out the same tired attacks and tactics they won t stop the progress and they will have to clean up their act Now that standards have been proposed we look forward to demonstrating the strong public support for clean air and healthy families and to making sure that the proposed standards are finalized

  • The Way Forward on Global Warming | Environment Florida
2030 compared with 2005 levels These savings represent a significant down payment on the emission reductions America must achieve to prevent the worst impacts of global warming and put the nation on a path to achieve further emission reductions in the years ahead Over the past decade clean energy policies at the local state and federal levels have yielded large reductions in global warming pollution and put the nation on a path to a cleaner energy future Thanks in large part to clean energy policies America now produces five times as much wind power and eight times as much solar power as we did just seven years ago Light duty cars and trucks sold in 2009 were the most fuel efficient and least polluting in history while the amount of new energy savings delivered by utility energy efficiency programs has nearly tripled since 2004 These efforts have helped change the trajectory of carbon dioxide emissions in the United States generating emission reductions well beyond those triggered by the recent economic downturn In 2004 the U S Department of Energy forecast that by 2009 America would be emitting 6 453 million metric tons of carbon dioxide from energy use In actuality the United States emitted only 5 405 metric tons 16 percent less than projected State and federal clean energy policies will yield even more emission reductions in the years to come By 2020 those policies are projected to cut carbon dioxide emissions by 535 9 million metric tons an amount equivalent to 7 percent of U S global warming pollution in 2007 America can build on the success of current clean energy policies in curbing global warming pollution If done right a focused strategy to adopt clean energy policies can also restore political momentum in the fight against global warming Such a strategy should Seek out opportunities to cut emissions wherever they may be found including at the local state and federal levels with a special focus on pollution reduction strategies that deliver tangible benefits to the environment the economy and public health Focus on efforts that unite the environmental community and bring in new partners Unite disparate local and state campaigns into a cohesive national effort Erode the power of the fossil fuel industry over public policy Engage the public with efforts to reduce global warming pollution at a variety of levels Use clean energy campaigns to educate the public about global warming Push the envelope with bold innovative policy ideas wherever possible There are many opportunities for the United States to reduce global warming pollution at the local state and federal level through clean energy policies State and local action is not a second best solution to the climate crisis indeed state and local efforts have often set the stage for the adoption of ambitious policies at the federal level Through the adoption of 30 clean energy policies or measures nationwide see The Way Forward page 4 the United States could reduce its emissions of carbon dioxide from

18 2011 The Solar Foundation has released its second annual review of the solar workforce in a report titled National Solar Jobs Census 2011 A Review of the U S Solar Workforce The report finds that more than 100 000 Americans are now working in the U S Solar Industry and that number is on the rise The solar industry has added jobs over the last year at a faster rate than the general economy and that trend is projected to continue This year Florida ranks among the top ten states in the country for solar jobs with more than 4 000 people in the solar workforce said Aliki Moncrief State Director of Environment Florida Research and Policy Center Promoting clean energy while creating jobs is a win win for Florida s environment and workers If Governor Scott and other lawmakers are serious about creating more jobs in Florida they should adopt policies that encourage residents and businesses to invest in solar and other renewables State Representative Michelle Rehwinkel Vasilinda stated In a new economy increasingly reliant on innovation and technology Florida must prepare itself to compete Investing in solar and other renewable forms of energy allows our State the

reminders of what science tells us to expect more of as fossil fuel pollution warms our world We have a great challenge to reduce emissions as quickly as possible Our analysis shows that state and local governments with an assist from federal agencies can cut carbon pollution down 20 from 2008 levels by 2020 and down 34 by 2030 In Florida we can contribute to an even greater reduction than in many other states together with four other states we account for nearly one third of the potential emissions reductions that can be accomplished by 2030 We can actually reduce our State s emissions from 2008 levels down 24 by about the time these 5th graders will be able to vote in their first election 2020 and 41 by 2030 if we adopt a few key policies One example is adopting a Renewable Electricity Standard If we in the Sunshine State adopted a standard so that we could get 25 percent of our electricity from renewable sources like solar and clean biomass by 2025 and 33 percent by 2030 that alone would reduce carbon emissions by 40 million metric tons in 2030 the equivalent of taking 7 1 million passenger cars off the road or taking 8 6 coal fired power plants offline Our study entitled The Way Forward on Global Warming Reducing Carbon Pollution Today and Restoring Momentum for Tomorrow by Promoting Clean Energy evaluates the emissions reduction potential of 30 such policy tools across 50 states and five sectors If implemented more broadly in states across the country these policy tools would yield the greater overall carbon reduction we urgently need while building public support for the necessary steps we ll need to take through the U S Congress in the future The public and a growing number

  • After bipartisan defeat last week, Florida senator abandons pro-fracking bill | Environment Florida
at bay in Florida today after Sen Richter R Collier County abandoned his bill Senate Bill 318 to promote it The measure had been up for reconsideration today after a bipartisan group of Senators defeated it last Thursday in committee Fracking would threaten our drinking water and the Everglades and that s why this bill has drawn wide bipartisan opposition from every corner of our state said Jennifer Rubiello Environment Florida state director We re delighted that today senators sided with the clean water and natural beauty that makes Florida famous not with the narrow interests of the oil and gas polluters Florida law is currently silent on fracking but SB 318 would have changed that by creating a loose set of statewide regulations for the inherently dangerous drilling technique Perhaps most importantly for the oil and gas industry the bill also would have nullified existing ordinances that prohibit fracking and preempted all local bans The senate measure was intended to pave the way for hydraulic fracturing as well as matrix acidizing the type of fracking most likely to occur in Florida in which acid is pumped into wells to dissolve limestone and stimulate the flow of oil and gas Fracking has contaminated water supplies polluted the air and marred landscapes across the country said Rachel Richardson Stop Drilling program director for Environment America Environment Florida s national federation The only safe way to regulate fracking is to stop it before it starts The bill had drawn widespread opposition from citizens more than 80 counties and cities environmental groups labor groups and even a class of fifth graders who testified last week in committee Every county represented on the Senate s 19 member Appropriations Committee has registered opposition to the bill The Senate bill s counterpart HB 191 had already
