  • Reconsidering the Nuclear Power Plant: Risks, Costs, Global Warming : Global Energy Policy Research
    or 16 of the land are considered suitable sites in the U K Global Warming The Nuclear Power National Plan positions nuclear power as the trump card to counter global warming and proclaims that a near permanent supply of energy without CO2 emissions can be secured by achieving the high speed breeding reactor cycle The premise to this argument requires the cause of global warming and climate change to be CO2 emissions however The earth s climate system is not so simple that a single cause can determine climate change 4 This issue can be understood from Figure 1 Simplification and idealizing are characteristic of a Western mentality and suited for science but tend to depart from reality and are unsuited for devising countermeasures The Eastern mentality on the other hand accepts complexity and is suited for devising countermeasures 5 Figure 1 Review of Influences on Global Warming River Model Approach to Climate Change 5 A Single river stream B Multiple branches and delta A is comparable to the Western mentality with a tendency to simplify and idealize B is comparable to the Eastern mentality that accepts complexity The former is suited for science and the latter is suited for devising countermeasures Solar Wind Impact on Climate As an example of an important factor other than CO2 shown in Figure 1 B the influence of solar winds on climate is introduced briefly here with respect to the study of our research group that includes meteorologists The notion that fluctuations of the sun affect climate is ancient although meteorologists frequently ignore this since the change in solar luminosity is small Evidence of solar fluctuations influencing local climates is not small however and some researchers are focusing on ultraviolet rays and cosmic rays 3 Our group discovered that the north polar oscillation a type of teleconnection atmospheric oscillation where the atmospheric pressure of the north pole and mid latitudinal regions of the northern hemisphere fluctuate in relative opposition which imposes a large impact on northern hemisphere climate had an excellent correlation to the geomagnetic disturbance index 3 Because geomagnetic disturbances and solar winds are well correlated we decided to use solar wind data which is believed to be closer to the inherent nature of this correlation Fortunately solar wind fluctuations are easy to distinguish from sunspot fluctuations and easy to analyze The results of an example are shown in Figure 2 which plots the energy Pα winter season value sent by solar winds to Earth s magnetosphere the surface air temperature of Scandinavia in spring and north polar oscillation 6 The correlation coefficient differs according to the QBO equatorial stratospheric quasi biennial oscillation wind direction and correlation is high during easterly winds The coefficient reaches 0 9 or higher under selected conditions This means that 80 or more of the spring temperature changes in Scandinavia can be explained by fluctuations of solar winds in wintertime Figure 2 Solar wind may affect the north polar oscillation and affect air temperatures The upper graph

  • What to Do about Tokyo Electric Power (TEPCO) — Concerns for On-Site Capability under Unavoidable Organization Change : Global Energy Policy Research
    difficult Inevitable nationalization which cannot go on As an indisputable fact related to compensation payments the largest cost increase factor for TEPCO after the Fukushima Dai Ichi nuclear accident concerns the fuel expenses for operating thermal power plants as a consequential alternative to the shutdowns of the nuclear power plants The largest factor in increased expenses is the additional fuel purchases of LNG coal and oil These figures are far greater than the benefits realized from a thorough restructuring at TEPCO and the annual amounts payable to the Facilitation Fund through the compensation support scheme under the Nuclear Damage Liability Facilitation Fund Law Considered soberly this fact point to an unavoidable increase of electricity rates in the near future in order to allow TEPCO to make proper compensation and to an unavoidable need to restart TEPCO s Kashiwazaki Kariwa Nuclear Power Plant in order to minimize the amount of rate increases Yet the public has no intention of accepting any rate increase or restart of Kashiwazaki Kariwa Nuclear Power Plant under the existing corporate governance of TEPCO The conditions required for such a rate increase and restart would be a completely new corporate organization at TEPCO and in that sense the temporary nationalization of TEPCO is a foregone fact Of course regardless of whether TEPCO is nationalized provisionally or possibly liquidated through bankruptcy the business inheriting the assets of TEPCO and engaged to serve its area with the stable supply of inexpensive electricity will ultimately take the form of a private enterprise This is because a nationalized business will have difficulty in achieving the stable supply of inexpensive electricity Organizational Reform Prompts Concerns over Maintaining On Site Capability As a consequence of the large tsunami that followed the Great East Japan Earthquake TEPCO lost a combined 9 1 million kW of output from Fukushima Dai Ichi and Dai Ni Nuclear Power Plants and a total 9 2 million kW of output from three thermal power plants Hirono Hitachi Naka and Kashima In order to overcome the power crisis last summer reinstatement work at these three thermal plants continued day and night on site and the three plants consequently achieved miraculous recoveries by July The driving force that achieved these miracles was the strong determination at these plants to prevent power outages at all cost Strong on site capability was also seen in the handling of matters after the accident at Fukushima Dai Ichi among the Fukushima 50 the workers who were recognized internationally The essence of the TEPCO problem appears to be a mismatch between strong on site capability and weak management capability In order to fully refresh its management capability TEPCO must quickly move forward to establish a completely new management organization through temporary nationalization as an aid and proceed with liquidation as the case may be Otherwise on site morale will erode and strong on site capability could be impaired During the framework development process for the stable supply of inexpensive electricity within the current service area of

    the solar power generator to be reliable most when the supply of electricity from the electric company is disrupted However in that situation solar power generation also ends up automatically shutting down I will quote the text from the service manual of solar power system in my home Important Because the output of electricity provided by the power conditioner fluctuates depending on the amount of sunlight the electricity is unstable Therefore please do not connect devices that could be damaged or may have problems during usage such as PCs without batteries devices with memory functions etc due to fluctuations in the electricity supply Warning Connecting to devices especially concerned with life is strictly prohibited If I manually switch over to independent operation and connect to the sole outlet on the power conditioner it is possible to use some electricity However as the maximum is 15A and moreover the output is unstable the appliances that can be used are limited Frankly speaking it turns out most cannot be used This is not a source of power that would enable itself to be independent As it turned out solar power generation cannot practically be used as way to generate power without another large scale electricity source or large battery backup or the like that can provide stability to the output regardless of time period and weather conditions Therefore even if we curtail fuel costs we cannot cut down on electricity generation equipment It is necessary to invest in double the equipment Furthermore because the frequency and voltage of solar power are unstable optimal power system stabilization countermeasures are necessary in any attempt to install it in large amounts This system coordinates power generation transmission and quantity consumed Since electricity cannot be stored in large amounts with current technology if the unpredictably produced solar power increases it makes those countermeasures extremely difficult While costs differ greatly depending on amount introduced and types of countermeasures taken even the lowest estimate suggests that costs nationwide easily will exceed one trillion yen According to a trial estimate by the Study Group on Next Generation Electricity Distribution Networks at the Ministry of Economy Trade and Industry of March 2010 if 28 million kW solar power generation was introduced even with the most inexpensive countermeasures 1 36 trillion yen worth of stabilization countermeasures would be necessary Seen in this light it seems valid to think that it is due to fundamental problems with the technology rather than a lack of government support that in our country introduction of alternative energies including solar but excluding hydro power is limited to 1 2 of all electricity generated For all that I still like solar power It is so sweet how the solar panels when the sun shows its face starts enthusiastically generating energy and I enjoy checking the generation monitor every day I am also thankful that it increased my motivation to conserve electricity However I cannot help but oppose the attempt by the government to promote solar power generation
