  • The Smart Grid Blazes a Trail for Renewed "Smart Japan" : Global Energy Policy Research
    of power consumption As stated earlier the Great East Japan Earthquake of 3 11 led to the severe accident of Fukushima Dai Ichi Nuclear Power Plant and subsequent power shortages The two applications have gained status as viable responses to the power shortage crisis Described as a stable supply structure Japan s electrical power system was a glorious organization preemptively equipped with power generation plants to cover maximum peak power standing at the ready for peak demand As evidence of this glory we never experienced any power outages in our daily lives and consumed with abandon high quality electricity of extremely steady voltage and frequency This structure held a serious drawback however The system maintained massive facilities that remained idle in preparation for peak demand of a few days out of a given year and only a few hours for each of those days Power demand varies greatly over 24 hours each day If demand for peak time 1 p m to 3 p m could be suppressed peak cutting or moved to a time of low demand peak shifting and if power demand could be leveled with minimal fluctuations within 24 hours then massive facilities remaining idle would no longer be necessary To enable peak cutting and peak shifting therefore visualizing and controlling power consumption are required The mechanism focused on demand and equipped with visualizing and controlling power consumption is called DSM Demand Side Management and the economic mechanism that includes co op fund payouts for peak cutting and peak shifting to support DSM is called DR Demand Response The stable supply structure of Japan was glorious up until 3 11 DSM was unnecessary Visualizing and controlling power consumption was unneeded while DR which saw its introduction in the U S nearly 10 years ago was entirely unnecessary But after 3 11 everything has changed Supporting the foundation of Japan s stable supply structure nuclear power generation was greatly impaired and the stable supply structure became extremely difficult to maintain Last summer usage restrictions of electricity were enforced on the basis of the Electricity Business Act Article 27 and the nation squeaked by Repeating of such state controlled economy for this coming summer would reveal too little wisdom on our part Even if not entirely a partial introduction of DSM DR should take place to demonstrate positive economic effects and validity to the citizenry and industry who comprise the demand side Moreover the stable supply structure is an excessively luxurious system for developing nations with an outlook toward infrastructure demand and is hardly competitive as a strategic export If Japan could design an electrical power system based on DSM DR that leveled demand as flatly as possible such a system would contain know how with considerable export competitiveness Electric Vehicle Storage Battery New Services the possibilities multiply in the future The smart ization of things that is supported by smart grid or in short the massive emergence of smart things with internet connectivity has advanced to smart homes

  • The Danger of Rushing the Separation Between Power Generation and Power Transmission : Global Energy Policy Research
    energy But separation between generation and transmission creates a means to promote competition among power sources Accelerated penetration of renewable energy which has no price competitiveness simply cannot happen A public agency in some form or other frequently is involved in the ultimate supply responsibility for goods and services related to our social infrastructure In finance for instance the Bank of Japan exists as the ultimate lender and the government directly owns the tanks and stockpiles crude oil for petroleum Electricity represents an absolute daily necessity whose disrupted supply leads to serious societal impact an important point to remember In fact supply and demand must be matched for electricity to avoid a likelihood of widespread outages Consequently someone must bear the supply responsibility in order to avoid any disruptive incident Electricity however is inherently difficult to store unlike petroleum In order to deliver a stable supply capacity is in excess except for peak demand times But a power generation company exposed to competitive market dynamics under separation of generation and transmission has no incentive to own excess capacity Who will bear the responsibility and what kind of cost mechanism should be fulfilled for stable supply then Here is the greatest weakness in separation of power generation and transmission Designing policy to address this issue is very difficult In the future the need for wide range power sharing between the power companies will probably increase as the tight supply for electricity triggered by nuclear power plants that will either lose their commissions or drop in their operating rates sets in for the long term In order to promote the introduction of renewable energy increasing transmission lines becomes the large challenge to electric power policy Vital issues for study must look at ways to revisit the maintenance operating policy and main operating entity of an improved transmission grid In addition a big task for resource less Japan is reducing fuel procurement costs Rather than weakening the bargaining ability of individual power companies through separation of generation and transmission increasing their bargaining ability is important by enlarging the scale of the purchasers Several European nations that pushed through separation of power generation and transmission have a high level of energy self sufficiency and conditions that are quite different from Japan Furthermore the results in the U S and Europe hardly show sound success either in separation of power generation and transmission or in liberalization of electric power In some cases liberalization has eased the passing on of costs to pricing Pinching lower income brackets has resulted in political debates and stable supply has been affected because appropriate power source formations could not be achieved Any debate on separation of power generation and transmission or power liberalization for Japan is frankly a lap behind in terms of earlier global activity Liberalization set forth in the 1990s in Europe and the U S when fossil fuel prices stagnated excess capacity abounded and global warming remained a non issue Conditions today are quite different and the

    fundamental EU energy policy I feel that we currently have an excellent opportunity to debate all of the options with no sacred cows with reference to energy market reforms already advancing overseas like this Experience of and overcoming the Fukushima Nuclear Power Plants Accident contribute to our energy knowledge base Another note by the IEA concerns the low utilization rate of nuclear power generation Currently the utilization rate is at an abnormal level of 25 If no restarts are authorized in the future all of the nuclear power plants will stop operating in the summer of 2012 In addition alternative fuel costs will require expenditures of 3 trillion yen 37 5 billion dollars annually Compared to the IEA member nation average of 85 the utilization rate was already quite low at 70 before the Fukushima accident Although difficult to assert after Fukushima the IEA concluded at the time that over regulation was possibly an issue Of course the most pressing issue now is to increase the safety of nuclear power plants through the thorough elucidation of the Fukushima accident Safety and assurance however are not the same The IEA noted that if a power plant is deemed scientifically safe over regulation for the purposes of assurance would invite higher cost With respect to the position of the regulatory agency for nuclear power the form of an independent regulatory committee like the United States Nuclear Regulatory Commission NRC was noted as desirable But even if not the IEA suggested that the independent nature of the Nuclear and Industrial Safety Agency NISA should be more clearly explained to the general public and investors In addition to reinforcement of power grid connections enhancement of supporting measures to further introduce renewable energy was noted as necessary Among these points with respect to enhancement of supporting measures for renewable energy a new law for a mandatory purchasing program was enacted and division of the NISA was decided Discussions have just started however for measures to increase energy security Petroleum stockpiling constituted energy security in the 20th century but the stable supply of electric power represents the issue facing energy security in the 21st century For instance industries and households successfully conserved 20 of electricity consumption at peak times on weekdays during the electricity saving effort last summer This success offers gold nuggets of wisdom in considering demand management for the future In addition to managing fluctuations on the supply side smart grid technologies that intelligently match the demand side to supply with smart meters will be important for energy security in the 21st century There are many other technologies that can enhance energy security such as electric vehicles on the demand side as well as power storage hydrogen fuel cells superconductive transmission with zero transmission loss carbon dioxide capture and storage methane hydrate mining etc Japan could contribute to the world through the development of these technologies Assistance arrived to Japan from around the world after 3 11 and the world is now focused on

  • This week's update – Low possibility of health hazards by low-level radiation exposure (09th January 2012) : Global Energy Policy Research
    Effect of Recent Changes in Atomic Bomb Survivor Dosimetry on Cancer Mortality Risk Estimates 2004 This article is to verify the possibility of health damage caused by low dose exposure using the follow up data of Hiroshima and Nagasaki survivors from atomic bombs With the exposure to 200 millisieverts mSv or more the risks of leukemia and solid cancer increases Meanwhile the relationship is not clear between low dose exposure to less than 200 mSv and its effect on human health We will make a commentary about this article soon The Japanese Government s Cabinet Office Working Group on Risk Management of Low dose Exposure published the Report in November 2011 This WG advised a 20mSv limit for radiation exposure to the region affected by this accident This WG announced to people in Fukushima a Summary which 10 members explain their opinions only in Japanese and Messages from overseas experts about radiation English and Japanese Prof Mikhail Balonov a Russian Professor a member of the International Commission of Radiological Protection sent a message as follows He studies the Chernobyl accident and visited Fukushima for a week after the accident as a member of IAEA Twenty five years passed since 1986 and we know now which detriment for the public health has been caused by the Chernobyl accident It mostly resulted in elevated thyroid cancer incidence of children who drunk in May 1986 locally produced milk containing radioiodine Unfortunately authorities and experts failed to protect them fully and timely from this internal irradiation hazard In Fukushima this kind of human exposure to radiation was very minor because children did not drink in March April 2011 milk contaminated with radionuclides This is why any increase of thyroid disease should not be expected either in the near or in the far future What concerns long term exposure of residents of the Chernobyl affected areas with radiocaesium twenty five years of careful medical observation and scientific study did not reveal any elevated morbidity among population of the Bryansk region Neither was it found by the most authoritative international experts who recently assessed health consequences of the Chernobyl accident in Belarus Russia and Ukraine From comparison of radiation conditions of the Bryansk region of Russia in 1986 and of the Fukushima Prefecture in 2011 one can predict that the increase of morbidity of the Japanese population from radiation is unlikely This massage is a very good news for the Japanese people Video Is Fukushima Dangerous Distorted images of Japan Morley Robertson Nobuo Ikeda What s happen What was the cause in Fukushima Morley Robertson writer and DJ talk about distorted images of Japan after Fukushima nuclear plant accident with Nobuo Ikeda 21st Century Energy Challenges At the ARPA E 2012 summit Bill Gates and U S Energy Secretary Steven Chu discussed the largest energy challenges of the 21st century in the U S and around the world A Web TV Program Is radiation really so harmful Considering risks of nuclear power generation Japanese only Agora
