  • The Infancy of California's Sustainable Groundwater Management Act --€“ What's Next?
    Carvacho GRA Legislative Advocates On April 29th GRA hosted its Annual Legislative Symposium at the Citizen Hotel in Sacramento The topic was The Infancy of California s Sustainable Groundwater Management Act What s Next The Symposium was again hosted in cooperation with the California Groundwater Coalition and sponsored by the Metropolitan Water District of Southern California Cadiz Golden State Water Company Water Resources Consultants Inc Gordon Hess Associates Inc and Brownstein Hyatt Farber Schreck The Symposium featured a diverse group of speakers including Legislators and other state officeholders such as Governor Brown s Deputy Legislative Affairs Secretary Martha Guzman Aceves and Water Board Member Dorene D Adamo Each distinguished speaker shared with symposium attendees their perspective on recent and ongoing developments in state water policy overlaying the ever present backdrop of the drought Martha Guzman Aceves provided an update on meetings the Governor was having with various parties throughout the state proposed elements included in the upcoming Governor s revised budget release and his latest executive order detailing a 40 reduction in greenhouse gases Although she could not elaborate Martha alerted the attendees that the Governor was going to make an announcement on the BDCP the next day We are always treated to a thorough and thoughtful presentation from Martha Legislators who presented during the symposium include Assemblymembers Williams Levine Salas Mathis Rendon and Perea Attendees heard directly from the legislators regarding their focus to drive reliance on emerging technologies the need to share and collaborate and not compete the need for long term infrastructure their priorities for Proposition 1 bond expenditures streamlining the CEQA process to allow projects including water recycling projects to move forward faster and the varying perspectives on surface water and groundwater Those in attendance got first hand updates on pending legislation from authors of the various bills and key committee chairs Our keynote speaker was Roger Patterson Assistant General Manager of the Metropolitan Water District of Southern California who gave us insight on the history of the District and its foresight regarding groundwater management He advocated for new partnerships outside of California since multiple states share the Colorado River He also discussed the need to forge partnerships with the agriculture industry and not see them as a constant adversary In the morning a panel discussed how to reform the adjudication process and ways to drive efficiency in this 15 20 year process Panel participants included Dan Wendell The Nature Conservancy Gordon Burns Undersecretary of the California Environmental Protection Agency Ken Manning Executive Director of the San Gabriel Basin Water Quality Authority and current President of the California Groundwater Coalition Russell McGlothlin Shareholder at Brownstein Hyatt Farber Schreck and Jack Rice Association Counsel for the California Farm Bureau Federation The panel discussed the need to make the adjudication process more cost effective and reconcile the process with SGMA and what procedural reforms are necessary As Ken Manning stated it adjudication cannot be a get out of jail free card meaning basins subject to SGMA regulation cannot

    for a confined aquifer When the edge of the cone encounters a recharge boundary the drawdown per unit time slows or is zero indicating that the amount of water pumped is equivalent to the amount of water recharged to the aquifer steady state This recharge is either from vertical leakage of overlying materials or from direct recharge from surface water In contrast when the cone meets an impermeable boundary the drawdown accelerates per unit time deepening the cone Once reached data collected post boundary cannot be used for analysis to describe the cone and predict long term aquifer responses to pumping In low yield aquifers or large diameter wells aquifer properties cannot be determined unless the ET of the test exceeds the critical time see Driscoll Groundwater and Wells 1986 to account for casing storage The critical time may range from minutes in high yield aquifers to days in low yield aquifers Data analysis methods can determine the duration of the test Observation obs wells are a critical component to any test without them the storativity cannot be determined However the spatial position of the obs well compared to the pumping well is crucial to determining the recommended ET Some of the physical constraints that can limit the usefulness of an obs well include the following a Is the open interval opposite equivalent aquifers in both wells and b Is the horizontal distance between the wells too far or too close Obs wells or boundaries located at large distances from the pumping well will require tests of longer duration to observe significant aquifer responses especially in low yield aquifers Field data analysis interpretation and observations are usually the key to successful tests Initially all tests should be planned for at least 24 hours while field analysis and interpretation of the early time data can be used to adjustment the ET shorter or longer to provide an accurate and cost effective test For example if a test encounters a surface water recharge boundary at 6 hours there is no reason to continue the test to 24 hours Usually long term 12 hours tests pose significant logistical and analytical challenges particularly on single well tests Logistical problems include maintaining a constant discharge or head with uninterrupted operation of the pump and associated equipment including motors pumps fuels and discharge lines for extended periods of time Analytical problems include correction of the drawdown from atmospheric barometric changes regional water level fluctuations and hidden pumping from nearby wells In summary the shorter the pumping test the more likely that logistical problems can be easily resolved while drawdown data will not require analytical corrections ET is a logarithmic log function of the analytical solutions to pumping tests The log function squeezes or compresses the distribution of time Figure 1 shows a Cooper Jacob plot Note that the arithmetic length on the time axis from 1 to 3 days is the same length between 8 hours and 24 hours Table 1 compares the test data based

  • DNAPL Source Zone Characterization and Remediation
    Chlorinated Solvent Source Zones in Sandy Aquifers She emphasized the importance of heterogeneity especially permeability variations in determining source zone architecture spatial complexity and plume evolution behavior Dr Parker demonstrated that spatial resolution of high concentration mass flux bull s eyes in source zones and plumes requires detailed characterization at a very small scale sub meter in some cases Because this scale of characterization is infeasible for most sites source zone mass estimates will almost always carry a high degree of uncertainty Dr Parker concluded her talk with four case studies that demonstrated downgradient effects of partial mass reduction and source isolation including the persistence of groundwater concentrations above MCLs due to reverse diffusion from small zones of mass remaining in low permeability layers Day 2 started with two talks focused on mass discharge or flux as a metric for field characterization and monitoring Session platform speaker Murray Einarson of Geomatrix Consultants provided an overview of the practical aspects of measuring contaminant mass discharge in the field including the use of transects of single and multi level wells to provide mass discharge snapshots within the plume and the use of down well flux meters capable of integrating local mass discharge over a period of time Dr Elizabeth Edwards of the University of Toronto also used mass flux as a metric for changes in a DNAPL source in this case demonstrating enhanced DNAPL dissolution following bioaugmentation of a PCE source zone Later in the day Dick Jackson of INTERA summarized seven years of source zone characterization and remediation at Hill Air Force Base in Utah again using mass flux as a metric for success Carmen Lebrón of the Naval Facilities Engineering Service Center NFESC furthered the discussion of mass based versus concentration based metrics in her presentation of the results of an NFESC survey conducted to compare and evaluate performance of DNAPL source remediation technologies The survey identified mass removal mass flux rebound and user perception as metrics of success rather than MCLs or site closure Peter Mesard of Exponent underscored the importance of adopting an internally consistent and comprehensive conceptual site model at sites potentially containing a DNAPL source zone especially when evaluating seemingly anomalous or inconsistent data results Uncertainty in source zone conceptual models also was addressed in two poster presentations focused on DNAPL delineation methodology Lucas Goldstein of LFR Levine Fricke presented results from lab scale experiments in which X ray computed tomography or CT scan was used to visualize and quantify DNAPL in porous media Dennis Goldman of TetraTech presented field scale techniques for source zone characterization including soil vapor surveys soil core sampling cone penetrometer testing geologic logging direct push technology groundwater and soil sampling groundwater monitoring well sampling and in situ microbial testing The latter part of the symposium focused on remedial technologies and remediation performance assessment Presenters in these sessions continued to discuss challenges posed by time scales heterogeneity appropriate metrics and level of uncertainty They also introduced attendees to new tools and technologies
