  • Mini-grid Policy Toolkit | GVEP International
electrification in rural Africa The International Energy Agency IEA estimates that mini grids can supply 50 of energy to the rural poor by 2030 However due to the lack of an enabling environment at present scale ups beyond a few pilot projects in most African countries remain rare In the framework of the Africa EU Renewable Energy Cooperation Programme RECP the EUEI PDF Alliance for Rural Electrification and REN21 have jointly developed the Mini grid Policy Toolkit that is designed to provide guidance on developing a sustainable mini grid policy Mike Enskat programme manager of EUEI PDF points out that Rural electrification requires more private investment Building the policy framework is the starting point to enable project financing and improving electricity access The Mini grid Policy Toolkit provides information on mini grid operator models the economics of mini grids and the necessary policies and regulations for successful implementation It is a pioneer in providing a vertical analysis of all specific instruments required for a sound mini grid policy and regulatory framework by categorising them based on their relevance for the adopted operator model Furthermore the toolkit also initiates the discussion on mini grids for rural electrification from a business point
