  • Public Policies of Social Economy and Dialogue with the Civil Society in Bolivia - HDRNet
    AOPEB the RENACC the COMART TUKUYPAJ the RED OEPAIC and the Movement for Social Economy and Fair Trade Market in Bolivia in which there are approximately 150 000 associated producers The paper identifies precedents of social economy and describes current policies in detail State policies as well as government policies as well as the administrative structure in charge of the operationalisation including certain sub national structures such as the present Political Constitution of the State the Outline Law of Autonomies Sectoral laws such as the Artisan Law the Law on Social Economy Fair Trade and the OECAS Law Peasant Economic Organisations The paper also touches on government policies such as the National Development Plan the National Strategy for Economic Development and Fair Trade the Production Development Bank I buy Bolivian and the Easy Exporting project among others As well this paper discusses the results of public policies currently in place and their contribution to the objectives of national development highlighting the voices of the actors involved Among the most important findings of this paper are the following there is a reasonable judicial and institutional platform in Bolivia and Bilateral Accords represent further access to the markets of signatory countries As well many cooperative agencies have integrated resources into their programs to reinforce the social economy The paper also identifies key weaknesses such as the lack of knowledge among members in productive organizations regarding the social economy limited access to governmental economic resources and disincentives to approach government and equally inadequate engagement on the part of the bank With few spaces of coordination between organizations they are more vulnerable the high prices of primary resources that are subject to market fluctuations Lastly the paper suggests the continuation of different policies such as the implementation of a specific vice minister that awareness
