    that subject Page 3 Planning Commission March 7 2016 Ms Wolff stated the current plan takes it up to 2000 so that was the last time frame that it was looked at The most recent time frame is 2009 to 2013 so maybe that is the difference The chart shows the slowing of how many new people moved in with the recession that slowed things everywhere Ms Wolff stated the paragraph before the chart needs better explanation Ms Wolff also stated she will check to see why the numbers were changed from the current plan Ms Wolff read a summery sheet in regards to some of the following trends Population from 2000 2010 increased by 24 which is significant Population Demographics 45 years old and older grew to 42 7 of the total population by 2010 25 44 years old decreased from 32 2 in 1990 to 24 9 in 2010 45 50 years old grew by 45 between 2000 2010 school children numbers remained fairly the same 35 54 years old is approximately 1 3 of the Township population the median age in the Township is 41 the Township has 558 7 people per square mile the Township has 68 8 single family detached the median value is 333 000 average rent is 1 112 00 77 5 of households are family households related individuals household size is 2 8 persons per household family size is 3 21 persons based on the 2009 2013 ACS Hilltown s income per capita is 35 716 00 and the family income is 98 203 00 Mr Christ asked Ms Wolff if she could check the Hilltown family income number Mr Christ stated the biggest question is with the years 1995 2000 versus 2009 2013 with one column based on 5 years of data and the other column is based on 4 years of data Ms Wolff stated the problem is the latest group of years in the existing plan is 1995 2000 and the 2009 2013 numbers are set Mr Christ asked if the percent of change can be qualified to take the first column and factor it down to 4 or take the second column and factor it up to 5 to be based on 2 equal numbers Mr Nogami stated as long as it is consistent with other Townships maybe it doesn t matter all that much because it is a comparative analysis Mr Christ stated the calculation needs to be changed to get a relevant calculation Mr Hansen questioned the Bucks County 2000 census number listed in Table 1 597 635 and the total new residents in Table 4a for Bucks County is 198 132 and that is 1 3 of the population for Bucks County and doesn t fit in with the 10 year census number Ms Wolff stated she will check those numbers also but stated when the chapter was updated they were trying to keep exactly the information they had in terms of the charts etc

    Murphy Esq is in attendance to discuss a waiver request per his letter dated February 10 2016 Mr Murphy stated one of the conditions of plan approval required a fee in lieu of frontage improvements along Route 152 in the amount of 90 000 00 be contributed to the Township The applicant asks the Board to consider waiving approximately 34 000 that would involve the leveling and full overlay of Route 152 which is a PennDOT road and in good shape Mr Wynn stated the waiver is for curb sidewalk and cartway widening along Route 152 subtracting out however from the total amount the cost of the improvements being done on Rickert Road in front of two properties that they do not own Discussion occurred on whether or not the applicant should submit the whole 90 000 00 or 56 000 00 Mr Murphy continued that the approved plan contemplates the installation of 2300 trees and shrubs and an additional 7600 herbaceous plugs and other requirements If everything is added together it is over 10 000 different plants for the project with the total value of 510 000 00 The applicant is not asking for any consideration waiver or reduction in that requirement One of the other conditions of the approval is they also provide to the Township a fee in lieu of tree replacement Mr Wynn has calculated in addition to everything else there are 288 trees that would have been required by the ordinance at a value of 77 000 00 The applicant is asking given the fact they are already spending 510 000 00 plus the individual builder items if the Board would consider waiving the 77 000 00 requirement or waiving the fee in lieu of tree replacement Chairman McIlhinney stated giving half of the 77 000 00 back would be appropriate John Mostoller Envision Land Use stated everything shown on the plan is the required street trees per the ordinance He also stated there will be a comprehensive shrub package with each individual lot and it is part of the base price of the house but upgraded landscape packages will be offered as well After Board discussion it was concluded to give back one half of the 77 000 00 38 500 00 for the tree replacement and one half of the 34 000 00 17 000 00 for the Route 152 overlay for a total waiver of 55 500 00 for both items Motion was made by Supervisor Bennington seconded by Supervisor Groff and carried unanimously to give relief in the amount of 55 500 00 for the tree replacement and the Route 152 overlay for the Envision Land Use Subdivision There was no public comment c Huber Electric Land Development Completion of Improvements Mr Wynn discussed his correspondence dated February 10 2016 in regards to the Huber Electric Land Development requesting to commence the 18 month maintenance period Motion was made by Supervisor Bennington seconded by Supervisor Groff and carried unanimously to except
