    regards to work schedule Ms Wolff presented the Chapter Topic and Work Schedule which included the following chapters which are tentatively grouped together for discussion Community Goals Objectives Introduction Regional Location Historic Overview Demographic Socioeconomic Trends Natural Resources Open Space and Farmland Preservation Land Use Characteristics and Development Trends Residential Development Nonresidential Development Economic Activity Community Facilities Wastewater Water Issues and Stormwater Management Transportation and Circulation Future Land Use Management Implementation Ms Wolff presented a draft of the Community Goals and Objectives that was reviewed by the Planning Commission last September which incorporated the changes that were discussed at that meeting Ms Wolf stated a lot of time was spent discussing a residential survey at the initial few meetings but the real focus of the plan update is to update the numbers and everything that needs Page 2 Planning Commission February 1 2016 to be updated but to focus on non residential development and economic development Rather than a residential survey it was changed to a business survey Ms Wolff presented a draft of the business survey which reflects the comments made by the Planning Commission at the meeting last September The business draft survey was sent to the Township Manager to present to the Board of Supervisors for their discussion but she did not hear if they wished to go forward with the business survey or wanted changes made In regards to the map on the front page of the survey Mr Christ noted he liked the format of the map Mr Christ and Mr Carnes noted to possibly take out the words Comprehensive Plan Update under the words Business Survey at the top of the front page of the survey but agreed to send the survey to the Township Manager as is for the Supervisor s review Mr Christ noted Ms Wolff should contact Lorraine Leslie Township Treasurer for a business list or get information from the Township Tax Collector in regards to addresses to mailing the survey Ms Wolff reviewed the draft of the Statement of Community Goals and Objectives which shows existing provisions to remain bold type that shows proposed provisions and the strike through type which shows the provisions to be deleted that were discussed at the September meeting Ms Wolff noted the sections of Economic Development and Transportation should be added at the time those chapters will be discussed The results of the survey may come into play when discussing some of the chapters Ms Wolff noted on page 5 Community Planning and Design Policy 1 the wording is not right Mr Wynn stated it should read To provide performance standards that include various factors that will affect the ability to use the land and to make known to Developers and Realtors those standards which the community intends to follow so that the developers may take these into account in their investment decisions Discussion ensued regarding the importance of the Comprehensive Plan and that it is the policy book for the regulations of the

    Carnes seconded by Mr Nogami and carried unanimously to deny the preliminary plan for Bethel Land Tracts Subdivision unless an extension is received before the next Board of Supervisors meeting Mr Hansen questioned if the plan should contain documentation relative to the level of maintenance that will be completed within the open space areas Mr Fulmer stated there will be an open space management plan that would identify the level of maintenance that is expected to be done on the open space by the homeowner s association and it will be part of the plan set and be utilized in the homeowner s association documents Ms Raffaelli stated it will be part of their re submission Mr Fulmer confirmed that the part of the development in Hilltown Township will be phase 3 of the project There was no public comment b AF Partnership L D Waiver Scott McMackin P E Auto Repair and Detailing 801 Bethlehem Pike Mr Scott McMackin P E Cowan Associates Inc was in attendance to present the AF Partnership Land Development Waiver Mr McMackin stated the applicant proposes to develop an auto repair car washing facility use and accessory parking on the 1 45 acres located along the west side of Bethlehem Pike partially within the LI Zoning District The proposed building and a majority of the access driveway parking lot network is located in West Rockhill Township and a portion of the parking facilities and a majority of the street frontage is located in Hilltown Township The 6 000 sf building will be mainly used for working on body shop and detailing of automobiles and no patrons will be coming in and out The building size was reduced the parking lot requirements were reduced and they were able to get the stormwater management facility underneath the parking lot to eliminate potential zoning issues for both municipalities C Robert Wynn s review letter dated January 7 2016 was discussed Mr McMackin stated the applicant is requesting a land development waiver but still come into Hilltown Township for grading earth disturbance and stormwater management permits Mr Fulmer pointed out there are some requirements of the subdivision and land development ordinance that may be important to implement in regards to the parking lot set back requirements Hilltown Township requires 15 feet but they are only showing 10 feet on the plan Also the Township can require street improvements within the frontage of the site in Hilltown Township If a waiver is going to be granted for these requirements some type of capital contribution in lieu of the requirements could be worked out Mr Fulmer stated the waiver of land development does not relieve the applicant from complying with the zoning requirements They would still need approval from Hilltown from the zoning standpoint or at least to show that Page 4 Planning Commission January 19 2016 they are not violating any zoning requirements The waiver of land development process simplifies the planning process in Hilltown because there are not any major planning issues that will be dealt with Mr McMackin stated in regards to the neighboring residential property he will address the concentrated flow issue to make sure the residential property will not be impacted Mr McMackin discussed the parking lot setback requirements and the waiver of street improvements Mr Carnes stated in regards to the waiver of street improvements the Township usually recommends the capital contribution in lieu of those improvements Mr Hansen asked if the neighbors are aware of this project Mr Fulmer stated land development waivers do not require notification of surrounding property owners Mr Nogami stated he would not like to see the neighbors short changed if they do not know what is going on with the project Mr Fulmer asked if West Rockhill Township notified the neighbors Mr McMackin stated he does not know but will check Mr Apple stated it was a good job on the changes for the project Motion was made by Mr Apple seconded by Mr Hansen and carried unanimously to recommend land development waiver for AF Partnership recommend the setback waiver contingent upon the comments contained in C Robert Wynn s letter dated January 7 2016 and providing a capital contribution in lieu of frontage street improvements There was no public comment c Rosenthal Properties Concept Plan Wally Rosenthal Commercial Residential Development Bethlehem Pike Swartley Road Mr Wally Rosenthal was in attendance to present the Rosenthal Properties Concept plan Mr Rosenthal explained that he is looking for support and encouragement from the planning commission in regards to the project consisting of mixed use in that commercial will be on the front of the property along Route 309 and a series of different types of housing for a retirement village that would permit over 55 housing and possibly a continuing care retirement community in a mid rise building in the back of the property Water and sewer for the site will be supplied by Hatfield Township The amenities would be built in advance including the infrastructure clubhouse pool and this would generate quite an expense so they are hoping to get some relief on some zoning requirements Mr Rosenthal discussed the following items in which he will be seeking some latitude modification or overall relief 1 Reduction in the open space requirement from 40 to 25 with the difference being approximately 5 acres for the whole project 2 The Board of Supervisors has expressed a desire to have a corridor built of commercial use up and down Route 309 and he would ask to extend the existing 40 acres of PC 1 zoning to the back to the new 18 acres to permit the retirement village in conjunction with the front commercial development Page 5 Planning Commission January 19 2016 3 Reduction of the amount of parking spaces required per square foot of retail commercial space Mr Rosenthal stated the Walmart Center is about 3 6 spaces per 1 000 square feet versus 5 5 spaces in the ordinance so
