  • Guy in order to guarantee continuity and the transfer of organisational knowledge prof Kwon and I have proposed that the ICDAR a document oriented research platform will be accompanied by an actual document describing a framework and concrete regulations with respect to requirements of hosting and organisational details Rationale the Romans disappeared but the written Roman law remained One could also say scripta manent Documents are a good way of communicating the ICDAR mores and culture to coming generations Several persons have volunteered to cooperate on the joint editing of this document a new committee has been formed the ICDAR Advisory Board consisting of the TC 10 and TC 11 chairmen and a third member who has acted as ICDAR host in the past A current ICDAR organizing committee will report to this body regularly powerpoint slides presented at the joint TC 10 TC 11 meeting can be found at http www ai rug nl iapr tc 11 newsletters bottom There was ample room for more attendants at this meeting Please remember that the joint TC 10 11 meetings at ICDARs are open and use can be made of your democratic rights in order to make your voice heard 3 Advisory Board for ICDAR 2003 Apart from the two TC chairs prof Kwon TC 10 and prof Schomaker TC 11 who are member by default there was a vacancy for a senior member of the newly installed Advisory Board for ICDAR conferences Prof Andreas Dengel has kindly accepted this position on the Advisory Board for ICDAR 2003 for which I would like to warmly thank him His experience in ICDAR is highly welcomed 4 The ICDAR 2005 host has been identified In Seattle at the ICDAR 2001 it became clear that Korea will be the host of the ICDAR 2005

  • find himself often in a similar position The late Jean Claude Simon told us in Bangalore that his fellow physicists considered us to hover in a sort of pre Keplerian stage Such an attitude is understandable although I don t believe that all of our problems can be solved with a single equation Nevertheless instead of running back to our machines and programming chores we will need to find a balance between theory and practice Apart from the favored and desirable perspective of solid engineering it is always conducive to take a few steps back and consider the views which mathematics evidently physics life and cognitive sciences can give to us Keeping this in mind will help us to maintain and improve the measurable quality of our research output notably via our own journal the IJDAR during these competitive but interesting times Remarks o If you received this message more than once the distribution list N 249 contains an error Do no hesitate to contact me also in case you would like to be removed from the list o The TC 11 website has been updated and refurbished http hwr nici kun nl iapr tc 11 o There are some

  • a good result thank you for your involvement It may mean that a desire for balanced attention to theoretical and practical aspects is indeed present within TC 11 However as can be expected from an intelligent community a number of issues have been raised One distinguished member of the community proposed TC 11 Text Processing relieving us from the weight of the term Applications But this also exposes more clearly the fact that Text Processing is a rather broad concept Such a title would cover activities which we do not consider to reside under Pattern Recognition due to the absence of a physical sensor The areas of Information Retrieval SIGIR computer linguistics and even Snobol string manipulation would all fit well under such a general title This line of thinking introduced an interesting perspective as things are stirred up anyway Why not change the TC 11 title completely TC 11 Machine based Reading sounds a bit stuffy TC 11 Reading Systems may be interesting I suggest that you consider this issue In brief the TC 11 field concerns INPUT pixels or planar coordinates OUTPUT text and layout interpretation with the intention to balance theoretical and practical issues Furthermore the demarcation

  • and the mention of Image sets us apart from those whose input is ascii LS Although these two proposals are reasonable a comment on 1 and 2 is that the wording stresses the traditional OCR approach and underexposes the growing field of pen based hand held applications the areas of license plate recognition signature verification text recognition in streaming video and other innovations in machine based reading A term like Reading on the other hand is more general Reaction 3 TC 11 Formatted text interpretation TC 11 Text image analysis Reaction 4 TC 11 Theory and Applications in Text Processing seems good to me Reaction 5 TC 11 Reading Systems is my favorite Reading is exactly what we intend to do This word covers the Signal Processing approach upto the simulation of human tasks With this name the relationship between signal and image processing and the new technologies of communication is obvious Converting a paper document into XML is no more an application but a natural goal for the research Reaction 6 you raise the worry that TC 11 research areas may be confused with those of Computational Linguistics and or Information Retrieval or Data Mining With Text Processing in

  • Reaction 11 a distinguished member of both TC 10 and TC 11 w r t TC 11 Document Analysis and Recognition ICDAR and IJDAR cover topics relevant to TC10 and 11 Document analysis and recognition covers both text processing and drawing graphics recognition Therefore I would advise against this title for TC11 TC 11 Theory and Applications of Machine Reading Systems I like this title and the rationale for the title Solution After considering the last batch of reactions concerning the title of TC 11 I have composed the final proposal on the following page http hwr nici kun nl iapr tc 11 title html The solution contains the following elements TC 11 Reading Systems is the title the text of the abstract describing TC 11 s research area underlines both Theory and Applications an accentuation of the balance between theory and application is graphically depicted by the suggested logo for TC 11 The vertical axis represents the Reading System the horizontal axis represents Theory versus Praxis Argumentation The new title is broad enough to capture all areas but yet at the same time it does not conflict with other Technical Committees Since the community has displayed a clear interest

  • accept the theoretical title However this issue caused a lively discussion concerning the interpretation of the concept of Text Processing which is open to multiple interpretations Notably these words pertain to a stream of research which is only focused on ASCII string manipulation cf computational linguistics research areas which are in any case remote from the field of Pattern Recognition After a lively discussion which involved both the young and the famous from universities as well as companies in our community a new title has been proposed The solution contains the following elements TC 11 Reading Systems would be the title in the text on the TC 11 home page on WWW which summarizes our research area both Theory and Applications are underlined cf http hwr nici kun nl iapr tc 11 title html and finally an accentuation of the balance between Theory and Application is graphically depicted by the suggested logo for TC 11 The vertical axis represents the Reading System the horizontal axis represents Theory versus Praxis cf attachment The new title is broad enough to capture all areas traditional OCR pen based computing in hand held computers up to text recognition in live video but yet at the same time it does not conflict with the work performed in the communities which are represented by the other Technical Committees Several reactions from TC 10 members confirmed a satisfaction with this proposal as compared to other tentative proposals for the new TC 11 title Since the community has displayed a clear interest in balancing theory and application an explicit addition of Theory to the title was considered to be overdone especially considering the fact that the titles of the other Technical Committees do not contain a similar qualifier The concept of Reading Systems is already of a more
