    a public inter jurisdictional cooperation system of HTA in Argentina in order to generate and disseminate such assessments in the country sharing public resources and providing HTA results to healthcare decision makers in an efficient manner This network is now fully operational and has become a discussion forum for HTA public policy and methodology in Argentina Mission To coordinate HTA initiatives within the National Ministry of Health and produce the most efficient highest quality of scientific information on the effectiveness costs and the overall impact of health technologies thereby acting as a facilitator for decision making of all citizens managers and health care providers reaffirming the leadership role of the Ministry in this matter How UCEETS works HTA requests from decission makers and general public are derived by the executive coordination after scoping process to one of UCEETS members who will be in charge of the execution of the HTA evaluation These HTA products may be full reports short or rapid response HTAs economic evaluations or impact analysis according to questions to be answered This process has been standarized and comprises several quality related methodology filters in a stepway fashion The HTA report goes then through a peer review process within UCEETS network After that the original question gets answered and the report is published in UCEETS data bank until update occurs UCEETS is also an active member of regional and international HTA networks such as Mercosur RedETSA INAHTA HTAi and GIN Dissemination Activity Full reports are published on UCEETS website https sisa msal gov ar sisa and RedARETS network Copies are sent to the authority or public who has requested the HTA report Workshops around selected subject may be organized Some results become supplies for clinical practice guideline recommendations Current projects a selection Cost effectiveness of Bevacizumab for the

    Control Research and Development R D Education and Training The HTA Unit is part of a network of diverse competencies and information flows within the hospital As regards to the health technology assessment process once a request has been submitted by clinicians the HTA Unit identifies and synthesizes the evidence and incorporates local health and economic data collected from the hospital s clinicians and administrative clinical offices Specifically the HTA Unit has the task to synthesize information about the scientific evidence in a systematic review and to measure the economic impact the organizational impact and the logistics component involved with the new technology The results of the analyses are presented in a HTA report submitted to the Internal Commission in charge to make a decision on the introduction or use of the technology In relation to Quality Management activity different methods and tools have been adopted and standardized in particular guidelines on the standard clinical pathways target pathways responsibilities and clusters matrix were defined and approved by Health Care Directorate A Risk Management Committee was created and meetings have been scheduled with Technical Service Institutional accreditation and Joint Accreditation Committee ISCT EBMT JACIE working group Certification Accreditation HTA Unit s Strategic Control activity aims to produce valuable information to General Directorate decision making body in order to support the governance strategy of A Gemelli University hospital through a steering dashboard based on the management and control of internal relevant information flows and sources and data analyses internal auditing based on a grid of indicators that measure the hospital performance external benchmarking based on a grid of indicators to compare the hospital performance with national and international hospitals and horizon scanning Dissemination Activities Full HTA reports are disseminated internally only i e hospital A summary of the HTA reports are available on the net The principal methods of distribution are the hospital s intranet and direct distribution to health care professionals in the hospital Research based and quality and risk management reports are delivered to the funding organizations and are also disseminated through publication in national and international scientific journals workshops presentation at meetings or conferences All reports produced by the HTA Unit are written in Italian an English version of these reports will be soon available Current Projects A Selection Core activities Evaluation of medical devices HydroSurgery System to simultaneously ablate cut and remove targeted tissue Cochlear Implants Radiofrequency RF ablation system designed to maximize clinical outcomes and completely remove the Barrett s epithelium without significant injury to the underlying tissue Bipolar energy device Artificial urinary sphincter Generator for transdermal electromotive administration of chemiotherapy Bone Graft Substitute Silicate Substituted Calcium Phosphate System of intramedullary IM nails screws Minimally invasive device for the treatment of gastroesophageal reflux disease Endoscopic stapling devices and coaxial endosurgical hand instrumentation for Selective internal radiation therapy using Yttrium 90 glass liver cancer Cements for vertebroplast Percutaneous transcatheter device intended to prevent thrombus embolization from the left atrial appendage LAA in patients who have nonvalvular atrial fibrillation

    mission is to stimulate HTA of both new and established technologies How CVZ Works The main task of the CVZ is approval on the basis of solid assessments of new health technologies on behalf of the minister of health CVZ formulates advices to the minister concerning the question which new health care technologies should be included in the package of benefits of the legal health insurance system The CVZ advice is maximally supported by all available HTA results CVZ makes use of existing HTA projects but also commissions new HTA projects The phase of approval of the available evidence is executed by the staff of CVZ itself Most experiences are in the field of Pharmacy but the approval and advice on other areas of health care is developing rapidly HTA Program Started in the year 2001 this HTA program is managed byZonMW CVZ is involved in assessing the importance for policy of new proposals sent to ZonMW from a health insurance perspective The ongoing projects started before 2001 are still managed by CVZ Farmacoeconomic research To improve the quality of HTA research and to use results when making decisions regarding the reimbursement of drugs CVZ formulated the Dutch guidelines for farmacoeconomic research The responsibility for carrying out financing this research into new drugs lies with the manufacturer The guideline is published in 1999 and will be evaluated and adjusted when necessary Related topics Similar efforts are going on for other topics For the recommendations for appropriate diagnostic procedures prescribing medical aids drugs and other technologies and organisational questions we use the results of HTA research If there are additional policy questions there s the possibility to fund research through the different committees Dissemination Activities These activities include the diffusion of reports on finished projects to appropriate institutions including medical unions

    programme has two lines of research The first involves open calls for studies designed to address efficiency issues in health care practice The other line involves targeted calls for studies designed to address efficiency issues that come from policy parties in order to stimulate health care innovation and to respond flexibly to new developments The targeted call allows scope for research linked to conditional inclusion funding by the Health Care Insurance Board National Health Care Institute Health care that is funded from the basic insurance package must be state of the art in terms of scientific knowledge and practice An intervention may be granted a temporary exemption from this criterion and be conditionally included in the basic package for a period of four years Any missing data must be gathered over this four year period 2 The Rational Pharmacotherapy Programme In 2012 the Dutch Ministry of Health has provided funding to address gaps in society s knowledge about how to optimally use pharmacotherapy The Rational Pharmacotherapy programme aims at optimising effective safe and efficient use of existing medicines i e pharmacological treatments authorised for the Dutch market Questions concerning the use of medication in daily practice are a central theme Pre registration drug development research cannot be financed by this programme The programme has open calls for studies designed towards different aspects of pharmacotherapy including cost efficiency compliance polypharmacy and new indications The programme also helps the start up of registries that focus on pharmacotherapy in daily practice These registries provide healthcare professionals with feedback information and collect data for research towards rational pharmacotherapy The Rational Pharmacotherapy programme has been setup to receive funding for an extensive period of time Summaries of the projects are available in English 3 Efficiency Studies Programme High cost medicines From 2006 2012 ZonMw has funded research to establish the effectiveness of new expensive medicines or orphan drugs These drugs were at the start of the research temporarily reimbursed by the Dutch Health Care Insurance Board College voor Zorgverzekeringen under the policy guideline for high cost medicines The results of the projects contributed to the reimbursement dossiers with information on the safety and cost effectiveness of the drug The dossiers are used by the Dutch Health Care Insurance Board to make a balanced decision whether to continue the reimbursement of the drug or not In total 22 projects received funding The specific funding connected to the reimbursement of drugs has stopped The projects are now part of the Rational Pharmacotherapy program Another part of the High Cost Medicines Efficiency Studies Programme involves the development and optimalization of Health Technology Assessment methodology which can be used in the research into drug cost effectiveness or in the decision making process on the reimbursement of expensive or orphan medicines A total of 53 projects have been granted no further funding is available For more information on the development of HTA methodology for policy decisions see http www zonmw nl fileadmin documenten DO Farmacotherapie Dure Weesgeneesmiddelen Developing new HTAmethodology
