    due to the rising age of its population and declining birth rate As its population shrinks so does its tax base while social welfare costs rise to serve the needs of an aging society It faces another danger as well the ever present risk of earthquakes from a major fault line running north to south through the prefecture Broadband and Citizen Services City government is tackling both of these risks through long term investment in fiber based broadband and efforts to build a software industry to supplement its manufacturing one Shiojiri s efforts in broadband date back to 1996 just two years after the release of the first commercial Web browser City government introduced its own municipal ISP which built a user base of 10 000 subscribers The city was well positioned when a few years later the national government introduced a regional broadband infrastructure program Shiojiri used grants from the program to expand the network add Wi Fi nodes and introduce specialized services to protect the population in the event of disaster from an environmental sensor network to mobile information services The city was even able to equip its bus network with GPS and make available real time route information to travelers via mobile phone The Incubation Plaza The city exited the broadband business in 2012 when a private sector carrier agreed to assume operations The 130 kilometer network now reaches 100 of the city s population as well as serving Wi Fi hotspots at the central rail station community facilities and parks Among these facilities is the Shiojiri Incubation Plaza SIP launched in 2007 which attracts and nurtures outside companies specializing in embedded systems the industrial software that runs the precision machinery Shiojiri companies manufacture SIP is now home to 14 software companies new to the region The

    many citizens Municipal Broadband Attracts Competitors Columbus is attacking these challenges on multiple fronts and through collaboration among government education business and institutions It is also leading a regional approach to economic development with surrounding communities including former Top7 Dublin The collaboration plays out in broadband where the partners have interconnected their fiber networks supporting schools and universities hospitals research institutes and government facilities This continuing investment in advanced broadband has helped attract multiple competing commercial providers as well as enabling a unified traffic management system and mobile solutions for the city workforce including first responders Educators meanwhile are collaborating to improve the chance that low income students can afford higher education and also succeed at it The Central Ohio Compact unites K 12 community college and undergraduate institutions to guide low income students into higher education Preferred Pathway is one program that guarantees community college graduates a university placement which lets them turn their 2 year degree into a 4 year degree at a fraction of the normal cost City government supports this effort with programs including Capital Kids which provides after school digital literacy programs for K 12 students and APPS which works to give at risk youth positive alternatives to being on the street including computer labs funded by Microsoft From Brain Drain to Brain Gain Another partnership TechColumbus offers startup acceleration business mentoring seed funding and capital attraction Its First Customer program helps young companies generate their first revenue from established companies in the region The East Franklinton neighborhood was once the heart of a vibrant African American cultural scene and Mayor Coleman has made its revitalization a personal crusade A community based planning effort has created a vision for building residential retail and creative space as well as a business incubator and private investment has

    economy Population growth has slowed to below the state average and demand for tourist accommodation has fallen year after year creating an above average unemployment rate that hits particularly hard on youth Infrastructure and Skills Local government has responded by refocusing on the development of new industries including health and wellbeing education and research digital business professional services agribusiness and cleantech Its strategy calls for development of advanced digital infrastructure and a skilled population and innovative business community able to harness it for growth The city has made significant strides already In partnership with other Councils the University of the Sunshine Coast and private sector carriers the city won Federal funding to develop a publicly owned competitive network that reaches 75 of the urban area Household penetration has topped 73 slightly above the Australia average The university meanwhile has grown to 9 000 students and doubled the output of research into sustainability health interactive technologies and other fields In 1999 the city assembled government and university funding to establish the Innovation Centre Sunshine Coast IC Over the past 11 years the IC has assisted more than 100 companies and helped raise Aus 28 million in investment in firms offering online accounting messaging cleantech software mobile apps and professional services It has also been successful in retaining them a survey indicated that without the vibrant local digital ecosystem 80 of these start ups would have relocated to Brisbane Sydney or Melbourne New Digital City Center Digital skills training and technology access are widely available from the city library to the business training programs of the national Broadband Today Alliance and the state s Creative Collective program for individuals and organizations Those skills help citizens to use the eBusiness platform launched by Council which offers a wide range of online services and

    changes brought by automation and ICT productivity gains In the 80s its largest employer laid off half of its workforce in Dubuque This together with the decline of family farming drove unemployment to 23 the highest in the nation in succeeding years Sustainable Dubuque In response the Mayor and City Council led a broad based effort to forge a new vision for the city s future The result was Sustainable Dubuque a commitment to create a prosperous livable and equitable community The vision spawned multiple efforts One is a set of smart city projects covering water use electricity use and public transit Working with IBM the city installed sensors connectivity and software to analyze performance and provide data to users Starting with 300 homes the smart water system is now available citywide and is credited with a 7 reduction in water use and an eightfold gain in the detection and fixing of leaks It has also reduced water treatment costs by 65 000 and increased water revenues by nearly 185 000 The smart travel program tracks 1 500 riders and uses the data to set policies that have produced a 28 increase in ridership over 4 years Putting Dubuque to Work Dubuque Works is a workforce program that unites government business and educators to enhance the city s human capital conduct joint research to develop evidence based recommendations and provide outreach to guide area students from school to work Over the past four years the program has created more than 5 000 jobs and Dubuque with just 3 of the state s population has been responsible for 10 of the state s job growth These different initiatives have attracted more than 37 million in Federal and state grants which the city has used to stimulate additional workforce development and sustainability

    innovation based knowledge economy offering a much broader range of local opportunity Innovation Boulevard There is no lack of potential in Surrey it is Canada s third fastest growing city which welcomes 1 000 new residents each month and where residential construction is a major industry It is part of the growing metropolitan area of Vancouver from which it derives most of its economic energy today To gain greater control over its destiny Surrey has developed a diversification strategy calling for deepening the partnership between its institutions of higher learning and local business Development is focused on an Innovation Boulevard project where the city universities and business are building clusters in health technology clean tech and advanced manufacturing Overseeing the project is the Mayor s Health Technology Working Group comprised of 50 representatives from universities a health authority nonprofits business associations government and developers Ten new health technology firms have already moved in attracted in part by the availability of five new advanced laboratory spaces It is one component of a master plan to create several dense and walkable city centers supporting a mix of residential and commercial space linked by light rail Smart and Sustainable Plans Surrey s past was enabled by the automobile A new Sustainability Compact developed with substantial public consultation aims to change that dynamic by focusing on emissions reduction and thoughtful adaptation to climate change The city has achieved a 70 waste diversion target ahead of schedule and completed a district energy system for city buildings and future high rise residential towers A range of smart city systems from a central traffic management center to the MySurrey App are improving livability and better engaging with citizens And for those on the wrong side of the digital divide the library system is training thousands of residents

    leadership Under County Magistrate Jason Jian Ting Huang county government has made big strides toward a new future and has many more in the works Breaking the Distance Barrier Like rural areas worldwide Taitung County s past was shaped by long distances and low population density which limited its economic and social potential County government has focused on technologies and programs designed to break through these barriers It has developed a large scale Wi Fi infrastructure operating at speeds of up to 60 Mbps through 250 free hotspots that reach 90 of the population Service was switched on in July 2014 and the service has already gained 30 000 subscribers with 400 new users coming online daily Government has used this platform to put important services online but has gone one step further by making available employees to deliver access devices to citizens homes and train them in getting online The County has created an online and mobile marketing platform for the local tourism industry with remarkable results One of the County s biggest events is a hot air balloon festival which attracted 350 000 tourists in 2011 Just one year later attendance jumped to 830 000 The major tour sites of Taitung received six million visitors in 2013 up 44 from 2009 While the number of hotels grew the average occupancy rate also leaped to third in the nation Developments like these caused the outflow of population from the county to reverse for the first time in years in May 2014 Intelligent Machine Service Stations Tourism is the low hanging fruit of economic development of course and Taitung County has bigger ambitions The government introduced online marketing for the county s agricultural products in 2013 and its Web site receives 4 000 visitors per day and has generated US
