    2007 2006 2005 2004 and Earlier Press Coverage 2012 Information and Communications Technology The Challenge to Public Policy Published Friday December 14 2012 by Robert Bell Innovation is a hot topic right now whether you are a public servant wringing your hands over the lack of it or a business executive trying to trap that particular lightning in a bottle We believe it to be the primary driver of economic growth and in the third year of a recession across the industrialized world growth is a top priority Innovation turns out to be surprisingly hard to measure however as it flows through ideas and experiments into services and products By now we all accept the vital importance of innovation in growing our economy despite the fact that innovation destroys jobs as well as creates them The balance of the 20th century produced an amazing advance in innovation The success of the mass produced automobile gradually destroyed all of the production and services related to horse drawn transportation The introduction of electronic calculators wiped out production of the mechanical calculators on which Professor Abramovitz did his work Digital music all but eliminated vinyl records digital video closed thousands of movie rental stores and email sidelined both fax machines and snail mail causing a funding crisis for postal services Yet despite all the losers created by innovation the success of the winners and the greater value delivered by The Next Big Thing kept making the economy grow Growing economies need people to work in them and the wage they are paid not only supports the worker who receives them but also accelerates through the economy creating jobs for other workers This is the employment multiplier effect well known to economic development professionals Or in a phrase that may have originated with American

    30 2012 by Cheryl Getuiza When you think of the city of Riverside what comes to mind A center for logistics and warehousing Possibly An agricultural hub Yup A university town That s right too Well the city of Riverside has come out of the shadow of the larger metropolitan area of Los Angeles by becoming a capital of high tech workforce development digital inclusion arts innovation hub collaboration It s a mouthful but these are the reasons why the Inland Empire city was named the world s Intelligent Community of the Year 2012 by the Intelligent Community Forum We first brought you this story back in June Now the city is the focus of a new book and in fact the title of the book was taken directly from one of the city s programs Seizing our Destiny by ICF A lot of people never heard about Riverside before and for it to transform itself from being this kind of bedroom community a decade or more ago and being on the cusp of potentially going down the tubes to go instead in a completely new direction and become this thriving model that everyone is looking towards said John Jung

    of the Intelligent Community Forum a think tank that studies the economic and social development of the 21 st Century community The factory is the symbol of 19th and 20th Century economic strength and we will always need them to manufacture the products a global population demands But the symbol of 21st Century economic strength is the network Too bad that it is largely invisible either running behind walls and under streets or through radio wavelengths I once toured an exhibit of architectural drawings by the great American architect Frank Lloyd Wright I was especially struck by his design for a soap factory designed to house 10 000 people What struck me was not the design but the idea that it made business sense in the early part of the last century to build a factory and employ 10 000 people to wrap soap Automation ended that long ago but the idea of the factory remains the business model we most often think about In a network however we put the things that need to be connected wherever it makes most sense for them to be That might be close to customers close to resources or close to key relationships

    progress we have made by adopting a very proactive approach to ensure this community is able to acquire and use new technologies So what makes an Intelligent Community The ICF defines Intelligent Communities as those which have come to understand the enormous challenges of the Broadband Economy and have taken conscious steps to create an economy capable of prospering in it That shows a community that is open to change and not waiting for someone else to solve their broadband problems It also shows leaders who understand that there is more to be gained by the community embracing broadband technologies than there is to be lost by doing nothing about them Five Intelligent Community Indicators define a framework for assessing planning and developing a broadband economy The first is around broadband connectivity coming from a clear vision of their broadband future and policies that encourage deployment and adoption The second indicator is around developing a knowledge workforce that creates economic value through the acquisition processing and use of information The third is building the local innovation capacity of new companies because it is technological innovation that produces job growth in modern economies Fourth is about digital inclusion by creating policies and funding programs that ensure have nots get access to digital technologies and broadband It is about providing skills training and promoting a compelling vision of the benefits that the broadband economy can bring to individuals and businesses Finally an intelligent community is about marketing and advocacy Wanganui has demonstrated a leadership role in this area with a technology expo for the local community and the establishment of a Community Technology Centre The Council have also just announced the use of Council infrastructure to develop a free urban and rural wi fi service In addition to these five Indicators the
