    there were more than 100 000 subscribers to the TT Free service in a county with a population of only 224 000 Vision Magazine placed Taitung County at the top of its list of counties for smart infrastructure Boosting Local Industry The county was quick to put the network to use for economic development It created a Smart Travel Service Plan that aggregated its own data with third party services like TripAdvisor in a single mobile portal available on the app stores in multiple languages It also helped six major tourist sites to install systems that generate constantly updated guide maps and navigation tips that can be pushed to the phones of tourists One of the county s biggest events is a hot air balloon festival which attracted 350 000 tourists in 2011 Just one year later attendance jumped to 830 000 The major tour sites of Taitung received six million visitors in 2013 up 44 from 2009 While the number of hotels grew the average occupancy rate also leaped to third in the nation Developments like these caused the outflow of population from the county to reverse for the first time in years in 2014 The county also has a long cultural and industry legacy in woodworking Working with industry universities researchers and the national government it is now planning a Maker Park to help entrepreneurs apply technology to launch innovative woodworking businesses New Model for Service Delivery The network also helps Taitung County better serve residents and businesses There was once only one county office located in the city of Taitung to which many residents had to travel long distances Through the network the county has made available more than 200 services online and provides access at 15 township offices County staff even go to the homes of

    of municipalities counties and institutions in southwestern Ontario to build a fiber optic regional broadband network across the region It aims to achieve 50 fiber coverage of the region through a network of points of presence POPs at municipal offices healthcare facilities libraries and schools by 2020 One of those institutions is Lambton College whose IT department has established The Cube which offers tech advice and services to start up companies and helped launch 12 new businesses within a year of opening its doors Provincial funding has helped launch a more ambitious effort called Bioindustrial Innovation Canada BIC It is an accelerator designed to help bridge the gap between research and the market in chemicals and energy production from biomass Located at the Western Innovation Research Park in Sarnia BIC has provided support and investment to twelve startups five of them in the county and has established a pilot plant to process waste wood products into ethanol One of its portfolio companies BioAmber has built the first commercial scale plant to produce bio based succinic acid used in the food and beverage industry from corn Fighting Poverty Through the Phoenix Project Lambton College students refurbish computers donated by companies citizens and the college IT department and donate them to charitable organizations churches and individuals Since 2007 the Project has put more than 500 PCs into the hands of those who need them For families stuck in poverty the community has created the Lambton Circles program which pairs families working to get out of poverty with middle class people who are willing to help them Building intentional relationships across class and race lines the Circles campaign changes the social system to support economic change for families Lambton County is innovating with the resources it has and the support of provincial government

    home grown The national government has made redevelopment of its airport which serves Taiwan s capital one of the nation s top 12 priorities Plans call for the creation by 2040 of an aerotropolis a massive urban area whose economy is driven by the airport using a mix of national local and private sector investment Creation of the Taoyuan Aeotropolis and surrounding rail systems will provide a mighty boost to Taoyuan s freight logistics and aviation technology companies and will ripple outward through other industries The aerotropolis project is forecast to generate 73 billion in economic benefit and create 300 000 jobs The city s investment attraction office has already won investment commitments from Cathay Life Insurance Kintetsu Worldwide Xpress Daiwa Merck 3M and SMC Building Digital Quality of Life But Taoyuan s strategy is not all about industrial development The city has also invested in creating a workforce ready for global competition and an quality of life that serves today s citizens as well as those the city hopes to attract Collaboration with Chungwha Telecom and Global Mobile and a national government goal to extend 100 Mbps broadband have produced a broadband penetration rate of 90 and made 100 Mbps service available to 85 of subscribers Public education has been revamped with a global digital economy in mind The study of English has become mandatory beginning in elementary school and nearly 100 elementary and junior high schools have installed English classrooms where students can be immersed in the global language of business Educators from principals to teachers receive intensive training in the use of ICT to improve education and Taoyuan is updating the curriculum to take advantage of the latest digital tools Digital Opportunity Centers in remote areas are providing thousands of residents with access to technology and skills

    city is not particularly high because students have traditionally left town after graduation to seek their fortunes elsewhere City leadership has responded to this challenge by laying the foundations of a knowledge economy in this city of 95 000 and doing so in close collaboration with business institutions and citizens In 2015 it opened a Trade Technologies Renewal Center which brings together students faculty and industry to equip workers with the trade skills needed to satisfy local and regional business With global oil prices near historic lows Lethbridge wants to ensure that workers have the skills needed to prosper in the next boom whatever its source Another project TecConnect has invested C 5 5 million in construction of a tech commercialization center and in data center equipment which helped persuade BlackBridge now PlanetLabs a satellite imaging company to locate its new headquarters and data center next to the center Four years after opening TecConnect has graduated five companies with combined revenues of C 1 5 million is incubating six more and has created 70 jobs of which 80 are filled by Lethbridge post secondary graduates Getting Connected A Connectivity Working Group convened by the city is engaged in analyzing existing broadband services and infrastructure and making recommendations for improvement Focusing on wireless it has collaborated in the design of cell towers to be added to a major retail center now under construction and has implemented small cell technology in new residential developments The public private Lethbridge Community Network provides public access to computers education and IT for the unconnected population as well as training and IT solutions to local nonprofits Canada has a long tradition of commodity driven economic growth from agriculture to forestry to the oil sands that made Alberta rich in the new century Lethbridge is betting on

    like Raytheon and Dow Chemical In 2015 the city had an unemployment rate of 3 7 down sharply from 2012 and a full point lower than the state average Over that three year period Marlborough gained 6 000 jobs of which 5 000 resulted from inward investment Career Pathways The city is working now to solidify its success It has partnered with two other school districts to create the Massachusetts Advanced Pathways Program Using a US 1 8 million grant from the state it works with state and local employers educators and nonprofits to design career pathways that meet labor market demands and link rigorous academics with career focused learning The program focuses on healthcare and technology Launched in 2014 15 it has so far enabled 10 STEM based summer internships and enrolled nearly two dozen students in computer science engineering and biotech programs Health Care and Sustainability The public library system provides access to computers and connectivity for patrons and in a two month sample period hosted over 8 000 user sessions An Alert Portal system keeps thousands of resident up to date by text email and phone messages on community activities weather emergencies and transportation issues The city has also worked closely with local charitable foundations and the Marlborough Hospital to create a 12 7 million state of the art cancer facility which opened in 2013 The design process made heavy use of 3D computer models to give hospital staff input to the layout of patient rooms handling of medical waste and walking distance to treatment rooms City residents business leaders and government have also rallied around a Sustainability Action Plan It calls for environmental education energy efficiency and the tracking of energy use and waste in the public school system A partnership with the utility National Grid

    The goals of ERA are to build social capital achieve equality of opportunity reduce poverty and accelerate economic growth Though each of its member cities is different they all see opportunity in cultural creative and recreational services as well as the accommodation and food industries that accompany them They also see substantial growth prospects in home based workers already an important sector who can avoid commuting into Adelaide The 40 of the workforce with university qualifications is projected to reach 45 by 2031 Like other Australian communities ERA s broadband destiny is partly tied to the National Broadband Network Prospect has shown its partner cities how to get the attention of NBN by developing a comprehensive digital strategy Prospect s first Digital Economy Strategy was key to it success in being named as the first fiber to the premise deployment site in metro Adelaide The neighboring cities of Tea Tree Gully and Walkerville will benefit as well To generate demand ERA cities have built Digital Hubs as community technology demonstration centers expanded computer access in libraries and conducted hundreds of training sessions for citizens and business owners in digital skills Many of the trainees also serve as digital champions who carry the message of ICT to friends and colleagues Finding Prosperity in Disruption Much of the training targets specific economic sectors digital entrepreneurship for the small office home office sector digital enterprise for artists tele health and tele education Wherever possible they mix education with networking among like minded businesses that uncovers new growth opportunities The governments themselves have been eager to exploit ICT Prospect and Tea Tree Gulley have pioneered the use of videoconferencing and online reporting for Council meetings consultations and workshops while Prospect and Unley are piloting LED based smart street lighting based on connections that Prospect
