    highly educated population 69 have a university degree and a public school system ranked in the top 1 nationwide where students hail from 126 countries and speak nearly 100 languages But the county faces significant challenges to its future Decisions by the US Department of Defense will move 13 000 jobs out of the county over the next several years Expansion of the Metrorail system will put the county into competition with cities farther from Washington that offer more attractive commercial rents Meanwhile its building stock is aging with 70 of commercial buildings dating from before 1990 And Arlington has found that its dynamic population is also a transitory one The highly mobile workforce makes workforce retention difficult and creates obstacles to maintaining the spirit of volunteerism and collaboration that has underpinned the county s success To combat these challenges Arlington is doubling down Dissatisfied with private sector carriers that have met its past needs the county is developing its own fiber network to leapfrog current broadband capacity Government business university collaboration has been critical to its innovation economy the county is now reaching out to Latin business owners to more closely connect their energy and entrepreneurship to the mainstream

    getting telephone calls let alone use broadband Prospect s activist Council has gained national attention by attacking these problems from multiple directions It successfully lobbied national government to make the city a Stage Two deployment site for the National Broadband Network which will replace the copper infrastructure with optical fiber Network construction began in August 2012 toward completion in 2014 Like most infrastructure projects however the NBN is behind schedule and the recent change in Australia s government may lead to further delays In the meantime Council separately chose to fund a fiber network to connect all government sites and has persuaded private sector carriers to in fill their wireless networks to eliminate holes in coverage While it waits impatiently for network activation Prospect is investing grant funding in projects to create a local digital economy The city is delivering digital training to hundreds of individuals and local businesses Much of this takes place at the Digital Hub a demonstration facility completed in 2013 that showcases home and business technologies made possible by high quality broadband Another grant has gone into developing e government applications including videoconferencing of Council sessions and a mobile ready Web portal for citizen interactions with

    older than the Australian average and an economy dominated by healthcare social assistance and seasonal accommodation food services and retailing As a result the city has a markedly smaller proportion of high income households and higher proportion of low income households than the Australian average In 2009 the Council established a 2030 Strategic Plan based on yearlong community consultation to create a more vibrant future for this city on the sea More than a decade earlier Nineties Council made the decision to invest in a fiber optic network to connect all governmental facilities This proved persuasive to the national government which named Coffs Harbour as one of 19 second wave deployment zones for the National Broadband Network Service to the first 2 600 homes was switched on in February of 2013 To prepare Coffs Harbour for a broadband future the community launched a Digital Enterprise program to train local businesses and institutions in digital technologies It launched pilot programs in telemedicine with a special focus on at home care of seniors with chronic health issues An Innovation Centre opened to provide office space mentoring and incubation of new businesses and the city focused on building working partnerships with its university
