    and its economy into the future Upon hearing that he was receiving the ICF s award Dr Hu commented I am very grateful for the ICF Visionary of the Year award that has been bestowed upon me I ve known for a long time that anyone in public service or business must have vision or otherwise one cannot answer the call of his responsibility Therefore after serving more than thirty years in government in various positions I feel extremely honored to be recognized by the Forum with this prestigious award Finally I can say I have not wasted my life Dr Hu will accept his award and deliver the keynote address during the 2015 Intelligent Community Awards Dinner the culmination of ICF s annual Summit The 2015 Summit takes place from 8 12 June in Toronto Ontario Canada The ICF Summit is an annual gathering of mayors chief administrative officers chief information officers and economic development officers from cities states and regions around the world The Summit continues the dialogue of the world s most dynamic communities around ideas for using information and communications technology to build prosperous inclusive and sustainable communities More information about the 2015 is found at www ICFSummit2015 com More about Dr Chih Chiang Jason Hu Dr Chih Chiang Jason Hu grew up in Taichung City attending Taichung Municipal First High School prior to studying at the National Chengchi University graduating with a degree in Diplomatic Studies in 1970 His graduate education included studies at the University of South Carolina the University of Southampton and finally at Balliol College at the University of Oxford where he received his PhD in International Relations in 1984 He served as a professor at the Sun Yat Sen Institute for International Studies until 1990 when he entered into government service Dr Hu worked a variety of government positions through the 1990s serving as the Director General for the Government Information Office from 1991 to 1996 a representative the ROC government in the United States in 1996 the Director of the Taipei Economic and Cultural Representative Office in Washington D C in 1997 and finally as the Minister of Foreign Affairs from 1997 to 1999 In 2001 Dr Hu returned home to Taichung City running for mayor In a three way race he won with over 49 of the vote He served for fourteen years as Mayor of Taichung during which the city and county of Taichung merged in 2010 This merger created a huge metropolis uniting completely different economies a major seaport city where 70 of employees work in services and a rural county where 50 work in industry and agriculture is a significant source of income The city s leadership under Mayor Hu was determined to create a whole much greater than the sum of its parts ushering in a period of prosperity for the community that continues today Click here to read more about Taichung City Taiwan the 2013 Intelligent Community of the Year Past Honorees ICF has

    the Internet The Internet as Ms Linden knew would be increasingly essential for a prosperous economy its health and education It would in short help define the future of a civil society She began to think of it as an essential human right Under her guidance Finland became the first country in the world to make Internet access a fundamental right On July 10 2010 ISPs in each geographical area of the country were required to ensure that each citizen has access to at least a 1 Mbps speed connection Finland was the first country in the world to ensure by legislation that all our citizens irrespective of their place of residence or level of income have the opportunity to use digital services A good and reasonably priced Internet connection is now everyone s basic right says minister Linden Finland is forging ahead as a broadband pioneer ensuring that all permanent residences offices and public administration facilities have access to high speed 100 megabit broadband connections by the end of 2015 In addition the Finnish communications policy aims to enable the extension of fiber connections built by telecommunications operators to sparsely populated areas According to Minister Linden high speed networks and user friendly digital services are an essential requirement for the well being of people and for a high standard of living Minister Linden has served in the Finnish Parliament since 1995 and became Finland s Minister of Communications in 2007 She was previously Minister of Culture Minister Linden is also a Chair of the Ubiquitous Information Society Advisory Board in Finland Minister Linden currently serves as Commissioner United Nations Broadband Commission for Digital Development and Member of the United Nations Advisory Board of the Digital Health Initiative ICF s 2011 theme is Health in the Intelligent Community According to

    In 2010 that vision is very much ahead of schedule Despite being a predominately rural population New Brunswick is steadily diversifying its towns and villages to shape an economy prepared for the 21st Century New Brunswick communities have traditionally relied on farming fishing and forestry and these industries remain but have added knowledge based jobs improved technology infrastructure and improved access to education HISTORY OF THE VISION Premier Graham continues to follow through on a vision that began to emerge in the late 1980s when New Brunswick developed a partnership with NBTel a small locally owned telecom company and together they invested in infrastructure throughout the province The goal was to attract large companies to enable a telecommunications cluster in the province The focus was on attracting blue chip companies who could produce employment in large numbers The approach worked IBM Xerox Purelator FedEx UPS Air Canada and TD Bank brought their call centers to the Province Today the local call center industry is a 1 5 billion sector and employs 20 000 New Brunswickers Following this a push was made to get every citizen in New Brunswick onto the information superhighway The government created Connect NB a network of 200 community access centers in rural towns and villages that provided tools and technology for adults who needed to upgrade their skills and credentials search for jobs and access government services The centers remain and are used by hundreds of thousands of people every year The Province has continued to develop ICT information technology as a key commercial and research sector of its new economy The Canadian Federal Government opened Canada s only major research center on ICT in Fredericton to support R D Technology adoption was ramped up at all levels of education It was reported that by 2003

    s His vision was finally confirmed worldwide Mr Santini early envisioned a time when information and communications technology would take the place of traditional industry as a generator of jobs While the outlines of the broadband economy were far from clear in the early 1980s Mayor Santini was determined to grow a small base of IT telecommunications and R D organizations that Issy had attracted Issy became the first French city to install outdoor electronic information displays and was the first to deploy a cable TV network In 1993 schools in Issy introduced a smart card allowing pupils to pay for lunch electronically The following year its City Council rebuilt its meeting room for multimedia and began broadcasting Council meetings over the cable system The Mayor also challenged city departments to create a comprehensive Information Plan based on study of the evolution of the Internet in the United States In 1994 Issy launched the first version of an e government portal to share information with citizens By 1995 Issy had free Internet access in its Media Library and in 1997 the Council added online access to its cable and Internet broadcast of meetings inviting citizens to ask questions by telephone or email In 2002 Issy introduced Internet voting for neighborhood council elections and by 2005 62 of citizens were participating in the elections of which nearly 94 voted over the web In the first years of the 21st Century Issy began offering services specifically designed to build a broadband culture of use among its people The city opened a digital arts center for multimedia artists called The Cube and launched an ongoing series of ICT training classes for children and adults With its primary and secondary schools already equipped with broadband and PCs it began to install systems in daycare

    this next generation communications infrastructure Partnerships with the region s telephone and cable carriers also were critical As an experienced executive capital raiser and investor Mr Rourke was able to make the case to carriers and technology providers that OneCommunity would build demand for bandwidth and related services by helping the public and nonprofit sectors identify and realize the benefits of advanced IT and telecom services As a result OneCommunity has attracted tens of millions of dollars including in kind donations from leading global technology businesses interested in taken part in this groundbreaking collaborative and innovative test bed Since start up the OneCommunity network has expanded and will soon connect more than 1 500 schools libraries governments hospitals and universities to each other and the Internet Subscribers receive ultra broadband at a fixed cost while schools are receiving free services due to the Cleveland Clinic s sponsorship of OneCommunity s OneClassroom program The program captures world class content from the Cleveland Clinic Cleveland Museum of Art PBS and other sources for use in the classroom In 2006 07 the OneCommunity network hosted an 18 month program called Voices Choices which engaged tens of thousands of area leaders in Web enabled town meetings in order to educate people about the challenges facing the regional economy and obtain their input Voices Choices has led to a regional economic development plan called Advance Northeast Ohio which focuses on business growth and attraction talent development inclusion and government collaboration for greater efficiency In November 2007 OneCommunity announced that it would share with the Northeast Ohio Regional Health Information Organization NEO RHIO an 11 3 million grant from the US Federal Communications Commission to develop a regional broadband health care network The rural extension would add 19 rural hospitals and numerous clinics to the 35 urban hospitals already on the OneCommunity network This will enable NEO RHIO and its collaborating medical providers to deliver telemedicine records access medical imaging and remote diagnostic services to improve community health care in 22 counties In recognition of OneCommunity s achievements the Intelligent Community Forum named Cleveland as one of its Top Seven Intelligent Communities of the Year in 2006 and honored Northeast Ohio with a Top Seven ranking in 2008 ICF exists to identify and share best practices in the development of competitive and inclusive communities in today s Broadband Economy said ICF Chairman John G Jung We are proud to honor Scot s success with OneCommunity but honor even more his efforts to share the secrets of his success with others In addition to taking OneCommunity from concept to dynamic reality Mr Rourke has freely shared its innovative business model and approach with other communities From Private to Nonprofit Sectors Before leading OneCommunity Mr Rourke was president of a national information technology and services company which had more than 30 offices nationwide and several hundred employees There he helped lead the management buyout and successful turnaround of a 200 million division and then moved the company s

    Support the Forum ICF Supporters Subscribe Contacts Home Login Email Print Accelerator Keynote Focuses on Gigabit Future for Riverside County Published Thursday November 5 2015 It was 100 degrees in the shade in Palm Springs when the department heads of Riverside County California gathered for an annual retreat and heard from keynote speakers including Deb Socia executive director of Next Century Cities and ICF co founder Robert Bell At the top of the agenda was an ambitious goal to transform Riverside expected to grow into the largest county by population in the United States over the next two years into a Gigabit County through deployment of a fiber to the premise network Robert s Community Accelerator keynote focused on how the county should approach turning that asset into economic value social inclusion and a contributor to quality of life based on the Intelligent Community development model After the Accelerator Keynote Robert facilitated small group discussions that gave department heads a chance to envision how their departments from water and sewer to parks transportation and law enforcement could contribute to realizing a Gigabit County and would benefit from its capabilities Riverside County is home to Riverside the 2012 Intelligent Community of

    the University of Oulu on May 5 6 in this lovely riverside city full of solid quiet energy efficient buildings which nicely reflect the character of its people Participating in a panel on Intelligent Community development and leading one of ICF s Master Classes I saw how this city and much of Europe are coping with turbulent economic change driven by information and communications technology Innovation was the theme The European Commission national governments and individual cities and regions continue to deliver an admirable quality of life and progressive policies to their citizens But their companies are not winning the global innovation game compared with Asia North America and even Kenya which was extolled by one speaker from the UK Catapult program as one of the world s most innovative nations We heard from a lot of EU agency officials and academic experts on the need for innovation the requirements for it and how to create the complex ecosystem that fosters it But the comments of the two mayors kept ringing in my ears And my friend and colleague Joep Brouwers COO of Eindhoven s Brainport Development pictured right had what I would consider the last word on the subject Have a strategy he advised Keep it simple because the execution is always complicated and always hard And most important of all insist on ownership His organization designs all of its programs so that the ones most likely to benefit the companies that will profit from new services processes and products own the process You must have someone who stays up at night worrying about the outcome he told the audience There must be someone you can call into a meeting and say this is not working and must be fixed If ownership is diluted among agencies institutions and citizens
