    first city in Taiwan to implement e learning platforms for its students and establish a science park Kingston Ontario Canada which leveraged its educational institutions to build an innovation economy focused on environmental sustainability New Taipei City Taiwan a new city forged from communities surrounding the nation s capital which is creating a unified and dynamic knowledge economy Toronto Ontario Canada with a renowned waterfront development that will provide Internet at 500 times the speed of conventional residential networks Winnipeg Manitoba Canada where reinvention of its agricultural legacy is creating strong growth while preserving a valued heritage Study after study notes that cities all over the globe need solutions to a wide range of problems from transportation and the environment to economic growth and education Intelligent Communities provide solutions In order to qualify to become a Top7 Intelligent Community these cities and regions first needed to become an Intelligent Community Forum Smart21 Intelligent Community The Smart21 named in October 2013 were chosen from hundreds of evaluated communities from around the world Candidates are evaluated based on the five Intelligent Community Indicators which provide the conceptual framework for understanding all of the factors that determine a community s competitiveness and point to its success in the broadband economy In addition the Intelligent Community Awards Program is guided by this year s theme Community as Canvas that looks at three specific aspects of culture as art and craftwork with both economic and social value as heritage that gives a place its identity and as attitudes arising from that heritage that determine how people react to change The Intelligent Community Forum released a white paper discussing the theme which can be downloaded here The Intelligent Community Forum Awards Program concludes in New York City in June 2014 during the Intelligent Community Forum s

    the community forms the launch pad for every program and project It provides a wide range of intangible assets that Intelligent Community champions put to use It helps determine how readily new ideas are accepted It can supply the words that persuasively explain a vision of the future and build support for it and the narrative that helps people understand where they belong in a changing world The white paper offers analysis and advice based on the experience of ICF s past Top7 and Intelligent Communities of the Year Its publication is made possible in part by the financial support of Powernoodle www powernoodle com a cloud based platform that engages people in the decision making process Stages of the Program The Awards program is a 12 month three stage data driven process First Stage The Smart21 After review of nominations received from cities and regions worldwide by an international academic team ICF will announce the Smart21 Communities of the Year on October 21 2013 The announcement will be made at Walsh University in Ohio USA home to the first ever Institute for the Study of the Intelligent Community Second Stage The Top7 ICF invites the Smart21 to complete a detailed questionnaire which is evaluated by an independent research firm The seven highest scoring cities or regions are then named as the Top7 Intelligent Communities of the Year The Top7 will be announced in January 2014 in Taichung City Taiwan the 2013 Intelligent Community of the Year The Top7 become the focus of intense interest around the world among governments institutions technology companies the international media and the citizens of each of the seven communities Third Stage The Intelligent Community of the Year ICF co founders make two day site visits to each of the Top7 communities and write reports which are reviewed by an international jury of thought leaders Their votes are combined with the analysis of the independent research company to select the Intelligent Community of the Year Finally during ICF s annual Summit on June 4 6 2014 one of the Top7 will be named the Intelligent Community of the Year Criteria for Becoming an Intelligent Community Evaluation of nominations is based on the ICF s five Intelligent Community Indicators which provide the conceptual framework for understanding all of the factors that determine a community s competitiveness and point to its success in the broadband economy In addition to ICF s indicators the Awards are guided by an annual theme The 2014 theme Community as Canvas looks at three specific aspects of culture as art and craftwork that has both economic and social value as heritage that gives a place its identity and as attitudes arising from that heritage that determine how people react to change Arts and crafts have an emotional power and have direct economic value especially with the rise of digital arts Art can change citizen perceptions and revitalize the image of the community to attract new investment and retain existing investments and jobs

    marketing the community to the rest of the world On average rural communities improved their capabilities across these five indicators by 9 49 The MIRC project also revealed that for the 250 000 rural Minnesotans in the 11 MIRC communities broadband penetration that is the percentage of total Internet service that is high speed rose almost 15 faster than the rest of rural Minnesota Over two years the number of new subscribers signing up to use broadband services in the MIRC communities increased by up to 60 more than in the rest of rural Minnesota Rural towns cities and counties stand at the threshold of the broadband economy said Bell who worked with the communities to evaluate their broadband readiness and performance They already have the sense of place their residents treasure Through broadband services they have the chance to add the richness and complexity of life that their urban neighbors have long enjoyed The MIRC project was funded through a 4 8 million Broadband Technology Opportunity Program BTOP grant through the U S Department of Commerce and 1 8 million in MIRC partner matches Blandin Foundation administered the grant on behalf of the initiative partners Bell says the study enabled the ICF to modify its five indicators so any rural community can focus on attainable goals and measure improvements to the five indicators Data from the MIRC project also integrates with the ICF s new Rural Imperative that will create strategies and programs for rural communities showing them how to use Information and Communications Technology ICT to meet the rural challenges In the broadband economy of the 21st century when ICT is doing so much to eliminate distance as a barrier rural areas have opportunities never seen before in history Today they can plug into the world at low
