    process with communities in contention for the annual Intelligent Community of the Year award being announced in three stages First Stage The Smart21 After reviewing nominations received from hundreds of communities worldwide ICF will announce the Smart21 Communities of the Year in mid October The announcement will be hosted by 2012 Intelligent Community of the Year Riverside California USA These 21 communities become finalists for the next step in the process Second Stage The Top7 Communities ICF invites the Smart21 to complete a detailed questionnaire which is evaluated by an international team of academic researchers Then in mid January ICF selects one of every three as its Top7 Intelligent Communities of the Year which will be announced on January 23 2013 at the annual Pacific Telecommunications Council conference in Honolulu Hawaii The Top7become the focus of intense interest around the world among governments institutions technology companies the international media and the citizens of each of the seven communities Third Stage The Intelligent Community of the Year The questionnaires of the Top7receive a new analysis by a professional research firm while ICF co founders make two day site visits to each of the Top7communities and an international jury of thought leaders vote on the selection Finally during ICF s annual Summit on June 5 7 2013 produced in association with the Polytechnic Institute of New York University in June in New York City one of the seven will be named the Intelligent Community of the Year Criteria for Becoming an Intelligent Community Evaluation of nominations is based on ICF s Intelligent Community Indicators which provide the first conceptual framework for understanding all of the factors that determine a community s competitiveness and point to its success in the Broadband Economy In addition to ICF s five permanent criteria the Intelligent Community

    in attempting to enable the development of a digital age infrastructure in one of the world s most unique nations The awards are presented by the independent think tank as part of its annual Summit The annual invitation only conference was attended by nearly 300 thought leaders from around the world including the world s Top Seven Intelligent Communities The event is produced in association with the Institute for Technology Enterprise at New York University s Polytechnic Institute The goal of the awards is to honor communities that have overcome challenges to set a global standard for the use of information and communications technology in building sustainable local prosperity and social inclusion in the 21st Century Mayors city managers CIOs and executives of leading technology companies from around the world as well as academics and urban planners are part of the Intelligent Community movement and were on hand throughout the three day program www icfsummit com Intelligent Community of the Year Riverside California USA At the end of the last century Riverside was a bedroom community and university town agricultural center and warehouse hub in the desert 60 miles from Los Angeles It also had a large population of poor and poorly educated residents and was unable to retain many of the 55 000 graduates leaving its many institutions of higher learning In 2004 the mayor and a community college dean convened a High Tech Taskforce to figure out how to channel some of California s high tech growth into their community It gave birth to the Riverside Technology CEO Forum and SmartRiverside which together led a multi sector effort to change the city s destiny The city built a fiber network to connect its operations as well as the University Research Park A free WiFi network now offers up to 1 Mbps service through 1 600 access points and exploding demand has led multiple commercial carriers to deploy high speed broadband across the city Riding the network is an array of award winning e government applications from dynamic traffic management to graffiti tracking and removal Riverside has also worked to leverage its universities in multiple ways College 311 a Web based hub for educational social and community services aims to double the number of Riverside youth who complete college Targeting five knowledge intensive industries Riverside and its partners have launched innovation efforts from a highly acclaimed virtual secondary school to an Innovation Center offering incubation space business acceleration and interaction with angel and venture investors These efforts attracted 35 high tech companies and established 20 tech start ups In 2006 Riverside started a digital inclusion program using its free WiFi network to provide technology training free computers and software to all of the city s low income families Making it happen is Project Bridge which provides recycled IT equipment to 1 500 new families each year The equipment is refurbished by reformed gang members who learn valuable skills Project Bridge is southern California s largest recycler of e waste

    tell their story of success on 7 June The Founders Award recipient is selected by ICF s co founders as part of the annual Intelligent Community of the Year Awards The Founders Awards launched in 2008 offer global recognition to individuals and organizations that represent inspiring models of good practice in using information and communications technology to build prosperous local economies and improve the quality of life About Mexico s Vigilante Taxi Driver Program The City of Tuxtla Gutiérrez population 555 000 launched the Vigilante Taxi Driver program to involve citizens in improving public safety and quality of life in this community located in the Mexican state of Chiapas Prior to the development of the program crime was rampant in Tuxtla Gutiérrez and the city was challenged to maintain and upgrade its infrastructure The service is provided through the Vigilante Citizen Monitoring System which consists of an integrated platform that combines the use of cell phones for taxi drivers with multimedia and GPS and a Web platform that receives and plots the information and makes it available to city agencies responsible for public safety utilities and maintenance Nearly 3 500 taxi drivers between the ages of 19 and 80 use their mobile phones to alert the Citizen Monitoring System about accidents potholes downed street lights and leaking water mains as well as crimes in progress The system integrates 46 municipal departments and agencies at two levels of government Commenting on the award Tuxtla Gutiérrez mayor Felipe de Jesus Pastrana Granda noted his immense gratitude to ICF and said The program has demonstrated its effectiveness and is recognized as part of our Intelligent Community initiatives It encourages public participation and I am proud to say that it is evidence of the benefits of technology and innovation for citizens We look forward to the events in New York Since the program was initiated drivers have reported on nearly 2 500 car accidents 146 stolen vehicles of which 80 were recovered and 30 illegal bars which have since been closed Vigilante Taxi Drivers have identified counterfeiters of license plates and official documents assisted in dismantling kidnapping and car theft gangs and saved the lives of more than 130 people injured in accidents or crimes The Tuxtla Gutiérrez program represents a near perfect blend of technology and citizen participation said ICF co founder Robert Bell who saw a presentation on the application during a 2011 visit to Mexico It is the essence of ordinary technology used to achieve a high level of innovation It relies on the mobile phone a simple technology to engage citizens in improving their community For his part Governor of the State of Chiapas Juan Sabines Guerrero added The Taxi Driver Vigilante program is one of the most successful public participation programs in Mexico It shows the importance of how technology can contribute to the development of cities and allows citizens to have the tools to be harbingers of change in their community Representatives from the program and the city

    the railroad of the industrial revolution is quickly leading communities such as Dublin Ohio and Stratford Ontario to make the transition to a broadband economy where data and information flow freely throughout the community Their efforts have attracted companies to invest in their communities such as Nationwide Insurance which created 8 000 jobs in Dublin Ohio and RBC Royal Bank which selected Stratford Ontario for its new data center a 450 million dollar investment in the city The Walsh University Institute the first of its kind on a university campus will Investigate new models of teacher training to best advance learning for the knowledge economy The Institute will focus on connecting students and teachers around the world with best practices and cutting edge ideas to transform the way we train teachers This in turn will begin to transform the classroom and the way students are prepared for the global economy Support and teach the principles of the ICF movement to communities interested in reinventing themselves using broadband technology The institute will serve as a resource for communities revitalizing themselves through ICF principles As a part of its annual commitment as an ICF Institute Walsh University will host an annual State of the Intelligent Community Address event with the keynote given by either an ICF co founder or one of the ICF Visionaries of the Year Create relationships with communities around the world who are a part of the Intelligent Community movement in support of Walsh University s commitment to global literacy and experiences for its students The intention is to produce a community exchange program of scholars students and community political and business leaders including international outreach through visits to other Intelligent Communities and Institutes around the world This Institute is an excellent complement to our already established global education

    of their nominations by a team of independent academic experts Watch the Video Austin Texas USA In the late Eighties fourteen semiconductor manufacturers and the US government created a partnership called SEMATCH to solve common manufacturing problems The selection of Austin as its headquarters sparked a technology boom Growth was so robust for so long that the Austin economy began to look recession proof until the dot com collapse of 2001 tripled the unemployment rate In response city government partnered with the Chamber of Commerce on a long term economic development strategy that led to a nearly 6 billion increase in regional payrolls over five years A second five year plan launched in 2010 seeks to add another 11 billion To address a workforce challenge Austin has established a program that puts College Enrollment Managers into public schools to guide the choices made by students has helped boost the graduation rate for low income students 14 percentage points to 75 Oulu Finland Over the past 200 years Oulu has seen industries come and go from tar and wood in the age of sail to leather goods fishing and heavy equipment manufacturing When heavy industry went into steep decline the Nokia Research Center and small to midsize enterprises SMEs became Oulu s biggest employers But city leaders remained alert to the Nokia threat employment concentrated in a single large company and founded the Oulu Technology Park to incubate more SMEs Despite the financial crisis that hit in 2007 Oulu has managed to create 18 000 jobs in high technology thanks to risk taking in education and strong public private collaboration The government of Oulu has also created an intensive culture of use for information and communications technologies Quebec City Quebec Canada Quebec City has long enjoyed the benefits that accrue to
