    2007 Taipei 2006 and Glasgow 2004 Click here to watch the video Click here to download a high resolution video clip ICF also honored Suvi Linden Finland s Minister of Communications and Commissioner of the United Nations Broadband Commission for Digital Development as its Visionary of the Year The award was presented in recognition of her commitment through recent legislation passed in Finland to ensuring affordable broadband access for every citizen and her leadership of the movement to use broadband for economic and human development The awards are presented by the independent think tank as part of its annual summit Building the Broadband Economy The annual invitation only conference was attended by 275 thought leaders from around the world The event is produced in association with the Institute for Technology Enterprise at New York University s Polytechnic Institute The goal of the awards is to increase awareness of the role that broadband communications and information access technologies play in shaping the economic and social development of communities worldwide Mayors city managers CIOs and executives of leading technology companies from around the world as well as academics and urban planners are part of the Intelligent Community movement and were on hand throughout the three day program www icfsummit com Intelligent Community of the Year 2011 Eindhoven The Netherlands The Eindhoven Region south of Amsterdam has long been the industrial center of Holland with 730 000 inhabitants and a workforce of 400 000 Eindhoven generates 24 billion of GDP and 55 billion in exports one quarter of the Dutch total It is a manufacturing center in a high cost country By focusing on producing high value technology based products it is in competition with fast growing manufacturing centers in nations with much lower costs At the same time however Eindhoven is saddled

    foundation in May 2010 According to ICF Co founder Louis Zacharilla Community leaders are busy doing heads down work and use ICF as a way to look up and see what the best practices are around the world share ideas and take home those that will allow them to move ahead The goal of the Centers is to work on developing projects and policies that will guide investment management and innovations for these leaders and communities at no cost to the communities In addition ICF named Stephen Tom as the director of the Centers for Excellence Mr Tom is an international business development professional with 29 years of experience developing strategies and implementing projects by managing multidisciplinary teams Throughout his career he has built value in companies by opening new markets and growing and running businesses around the world including the U S Middle East and Asia Pacific both as an entrepreneur and CEO and in executive roles within larger organizations Mr Tom played an instrumental role in the initial formation of ICF when it was spun off from the World Teleport Association where he served as Chairman from 1998 2001 The structure of the Centers of Excellence is virtual and physical ICF will work with CoE content providers and international thought leaders to determine the subject and the means of delivery for the briefings white papers and symposiums to the Alumni Each CoE provider will concentrate on one topic which it will focus on during the 12 months that it is licensed to provide it to the Intelligent Communities of the world The topics will revolve around ICF s five Indicators or criteria for identifying an Intelligent Community as well as its annual themes In 2011 the ICF s theme is Health in the Intelligent Community The ICF association

    Institute of New York University at its Brooklyn MetroTech Campus Honorees are selected each year by ICF s co founders in conjunction with the annual Intelligent Community of the Year Awards The Founders Awards offer global recognition to individuals applications organizations and innovations within Intelligent Communities that represent inspiring models of good practice Each provides a better understanding of what ICF calls The Broadband Economy Meet the 2011 ICF Founders Awards Recipients Springfield mixed development community Ipswich Australia A planned community is an opportunity for developing a community the right way but it is also an opportunity for making irreversible mistakes In the early 1990s a major planned community began development in Springfield on a total land area of 2 860 hectares anticipating a planned population of 86 000 residents Because it was a community that had been planned from the beginning it was able to design special precincts for Health Education Business and Retail with communications technology underlying the entire development An emphasis on first establishing a broadband and IT infrastructure to anticipate the needs of the population resulted in the development of a sophisticated data center and a diverse dark fiber optic network with connectivity back to the central business district of Brisbane Health City Springfield is a designated health and wellness precinct Located in the heart of Springfield Central alongside education retail and business precincts it is emerging as a regional hub providing residents of Greater Springfield a rapidly growing Ipswich and what is called the Western Corridor population with easily accessible and comprehensive health services and facilities The first stage is a medical hotel with a primary care facility hospital research and educational component along with aged care and retirement living apartments Health related services businesses are locating around this precinct When it is completed Springfield

    region into an open innovation platform Executing a strategy approved by its member organizations Brainport works to identify their strengths weaknesses needs and gaps then develops joint projects using ICT to meet social challenges sharpen citizen skills and business competitiveness and create business opportunities that keep the income in the region This consistent effort has added 55 000 jobs to the economy in the past 10 years lowered unemployment below the Dutch average in most years nearly quadrupled high tech start ups since 2000 and helped the region weather the financial crisis Issy les Moulineaux France Issy les Moulineaux a 2005 2007 and 2009 Top Seven community became the industrial zone of Paris in the 20th Century only to suffer de industrialization in the post war years Beginning in 1980 a visionary mayor determined to make his city home to innovative ICT based companies employing a high quality knowledge based workforce His strategy focused on creating an ICT centric ecosystem that leading edge companies would find attractive Issy implemented e government outsourced its IT requirements and worked with new telecom carriers in advance of liberalization to bring business and residents local choice in communications as soon as a new telecom law took effect in 1998 The strategy was a success with business with 60 of employers now in ICT and digital media and also with the public an overwhelming majority of whom believe that the Internet has changed their lives for the better With 1 500 employers providing 70 000 jobs today Issy now has more career positions than residents Riverside California USA Located 60 miles from Los Angeles and Palm Springs Riverside is a bedroom community and university town home to four colleges and universities It is also an agricultural community and a warehousing and transportation hub But none of these industries has provided Riverside with sustainable growth Today the city is building a tech based economy that seizes the opportunities of the broadband revolution A nonprofit Smart Riverside focuses on technology initiatives and a CEO Forum of local tech companies has produced a plan for tech based transformation The community has partnered with its universities to develop tech parks incubators business accelerators and mentoring programs Carriers have deployed fiber and wireless networks reaching 80 of the city A 1 6 billion revitalization program begun in 2006 is improving traffic flow replacing aging water sewer and electric infrastructure and improving police fire parks and libraries Stratford Ontario Canada Since its founding as a mill town in the 1800s Stratford has been a crossroads where agriculture industry and culture meet It has been the home to Canada s largest furniture industry but also a railroad town and contributor to southern Ontario s growth as a workshop of the automotive industry Since 1952 it has also been home to the Stratford Shakespeare Festival the largest employer in town and generates C 135m in local economic activity Stratford however has had to take major steps to create a 21st Century economy A

    during an awards luncheon The cycle concludes in New York City on June 3 2011 during ICF s annual Building the Broadband Economy Summit www icfsummit com where one of the Top Seven will succeed Suwon as Intelligent Community of the Year 2011 Each year ICF defines a theme that guides the nominations for the Intelligent Community of the Year The 2011 theme is Health in the Intelligent Community The Smart21 Communities of 2011 have shown moving and innovative approaches to the delivery of better care as well as an increase in productivity and elimination of unnecessary costs These developments take on ever increasing importance at a time when the Baby Boom generation is entering its elder years and costs are expected to rise as a result At the same time they are promoting the growth of highly competitive clusters of companies in traditional healthcare as well as emerging fields in which information and communications technology are used to improve quality transparency and productivity in healthcare and life sciences The Smart21 of 2011 The 2011 honorees include communities from 12 nations in the Americas Europe and Asia They include 10 communities that have appeared among the Smart21 before and seven that appeared on last year s list A community from Hungary joins the Smart21 list for the first time Canada has four communities in the 2011 Smart21 while the USA leads the overall count with six communities The Smart21 of 2011 are Birmingham UK Chattanooga Tennessee USA Chongqing China Curitiba Paraná Brazil Dakota County Minnesota USA Danville Virginia USA Dublin Ohio USA Eindhoven Netherlands Ipswich Queensland Australia Issy les Moulineaux France Jaipur Rajasthan India Northeast Ohio USA Quebec City Quebec Canada Riverside California USA Shanghai China Sopron Hungary Stratford Ontario Canada Taoyuan County Taiwan Trikala Greece Windsor Essex Ontario Canada

    the BTOP grant eleven communities throughout rural Minnesota will receive up to 100 000 each to develop and demonstrate broadband projects through the grant These demonstration communities are Benton County Cook County Grand Rapids Itasca County Leech Lake Band of Ojibwe Stevens County Upper Minnesota Valley region Thief River Falls Willmar Kandiyohi County Winona Windom and Worthington ICF s contribution will be development of a set of metrics that will be used to judge the communities potential for exploiting the power of broadband to build more prosperous and inclusive economies and to measure their actual progress over time The metrics will be based on ICF s Intelligent Community Indicators which are the foundation of the Forum s Intelligent Community Award program and its Community Accelerator service The Indicators have proven their value in evaluating the progress and understanding the dynamics of communities that are already well advanced in deploying and using broadband to create an innovation and knowledge driven economy said ICF co founder Robert Bell who will be ICF s lead analyst on the project I am looking forward to developing a related set of metrics that can capture the raw potential of places just starting out on the road to becoming Intelligent Communities and measure their early progress toward the goal The BTOP grant will be also used to leverage resources of coalition partners to extend small business technical assistance and training expand hours for access to workforce centers distribute refurbished computers train individuals and businesses and create courses for knowledge workers Blandin Foundation submitted in August 2009 the application for federal broadband stimulus funding on behalf of the coalition which includes Minnesota based universities nonprofits and regional development communities and will administer the grant on behalf of the partners In this incredibly fast paced world of the

    a sustained program of research and a best practices database to improve the ability of member communities to achieve their goals as well as share knowledge with other communities around the world At their inaugural meeting in New York on 19 May before the start of ICF s annual Summit Building the Broadband Economy the Founding Members elected a Board of Directors and named Mayor Brenda Halloran of the city of Waterloo Ontario Canada 2007 Intelligent Community of the Year as its Chairperson John Jung co founder of the Intelligent Community Forum was named President Speaking to the new Board Mayor Halloran said Our member communities will now do collectively what each has done individually since being named an Intelligent Community We now have a structure to further our collaboration which is going to create economic growth and social inclusion and to build prosperous relevant communities in the Broadband Economy Halloran who represents the Canadian community that is the home to Research in Motion and nearly 10 of all publicly traded companies in Canada added But what is most exciting for me personally is that this group wants to follow ICF s path and to share our knowledge and best practices with communities around the world Membership in the association is limited to communities that have been named a Smart21 Community Top Seven Intelligent Community or Intelligent Community of the Year in ICF s annual Award program The Founding Members of the Intelligent Community Association are Arlington County Virginia USA Dublin Ohio USA Dundee Scotland UK Eindhoven Netherlands Fredericton New Brunswick Canada Issy les Moulineaux France Manchester UK Moncton New Brunswick Canada Riverside California USA Stockholm Sweden Suwon South Korea Tallinn Estonia Taoyuan County Taiwan Trikala Greece Waterloo Ontario Canada Intelligent Community Forum More than a dozen other Intelligent Communities
