    as one of the most intelligent communities in the world That s Dublin Ohio Published Tuesday June 7 2011 7 00 am DUBLIN HAS BEEN named as one of the the top seven most intelligent communities in the world in 2011 the second year running that the city has won the accolade Unfortunately for most of you we are referring to the city of Dublin in the US state of Ohio and not the Big Shmoke The New York based think tank Intelligent Community Forum ICF has for the past 12 years selected the top seven most intelligent communities in the world It honours what it says are the achievements of these communities in tackling the complex task of building and maintaining competitive and inclusive local economies in the global Broadband Economy This year as well as Dublin it selected the other US cities of Chattanooga in the state Tenessee and Riverside in the state 0f California Also chosen were Eindhoven in the Netherlands Issy les Moulineaux in France and Stratford and Windsor Essex in Ontario Canada Essentially the think tank evaluates communities through analysing their strategies in the deployment of broadband services the ability to create and sustain a knowledge based workforce digital inclusion innovation and marketing and advocacy ICF insists that whilst this doesn t make the communities the smartest on the planet it demonstrates that they have the best models for economic and community development Commenting on its selection of Dublin it said that its local income tax provided a dependable stream of revenue that allows the city to maintain ample cash reserves and plan for the long term Commenting on the prestigious honour the Dublin City Manager Marsha Grigsby said This recognition reflects the excellence of our community our residents the many businesses large and small

    of income have the opportunity to use digital services A good and reasonably priced Internet connection is now everyone s basic right Linden said The ICF s first ever Cool Application of the Year award went to the United States city network in Chattanooga Tenn for its new 1Gbps fiber based network fastest in the nation The network now carries 485 municipal applications prominent among them health and safety functions These applications have solved the first responders dilemma of incompatible communication systems Chattanooga s smart grid energy applications allow individually addressable street lights that can be turned off on or with variable brightness depending on energy and street security needs for example in city parks Intelligent Communities are rated on five standards broadband technology deployment knowledge workforce participation innovation digital inclusion marketing and advocacy Each year an additional thematic criterion augments the basic standards In 2010 it was education as the last mile and this year it was Health in the Intelligent Community Four hundred communities have vied for the top honors in the international event Eindhoven s strategic position was fought over with widespread destruction in World War II American forces liberated its cities in 1944 as depicted in Richard Attenborough s epic film A Bridge Too Far With a population of 730 000 people and a workforce of 400 000 contemporary Eindhoven has reached the Intelligent Community Top 7 for the last three years Eindhoven s challenges were met by breakthrough coalition building between government academia and private industry Responding to a financial crisis brought on by departing industrial companies and global competition the south Holland region built a development entity called Brainport to swing the economy toward R D and to strengthen the Information and Communications Technology sector Initially Brainport was funded by the region s cities

    a lot to build on for next year There are a lot of communities around the world that would love to be where we are There was some drama surrounding the announcement at appropriately enough the Steiner Studios in Brooklyn where the big budget blockbuster Spiderman was filmed as the Intelligent Community Forum ICF co founders kept the Top 7 finalists in suspense A Philips light bulb brandished by one of them was an early tipoff that things would go Eindhoven s way Philips was founded as a light bulb manufacturing company in Eindhoven in 1891 Mathieson was gracious in defeat congratulating the ecstatic Dutch team and thanking the sizable Stratford contingent that came to New York to support the city s bid for the ICF designation The ICF is a New York based think tank that recognizes forward thinking communities around the world that have embraced information and communication technologies ICT particularly broadband connectivity as key to social and economic development in the 21st century And Stratford is one of those innovative communities said Mathieson pointing to its fibre optic grid and citywide wireless network which helps connect city residents businesses industries and institutions and which has already played a role in attracting a University of Waterloo digital media campus in Stratford as well as a 200 million RBC data centre We are a smart city he said We were named as one of the smartest cities in the world so it s hard to be too disappointed by that After the announcement Waterloo Mayor Brenda Halloran came over to Mathieson patted him on the back and told him We didn t win our first time Waterloo was named the ICF Intelligent Community of the Year in 2007 That s something Stratford will continue to shoot for said Mathieson

    the Eindhoven Region of the Netherlands as the world s Intelligent Community of the Year 2011 during its annual awards ceremony at Steiner Film Studios in Brooklyn New York USA Eindhoven which made ICF s list of the Top Seven finalists for three consecutive years was represented by a delegation led by Mayor Rob van Gijzel of the City of Eindhoven and Deputy Mayor Yvonne van Mierlo of the City of Helmond ICF Co founder Louis A Zacharilla presented the award to Eindhoven which succeeded Suwon South Korea the 2010 recipient Representatives from Suwon were on hand to see the succession as were officials from former recipients including Stockholm Sweden 2009 Gangnam the high tech district in Seoul 2008 Waterloo Canada 2007 Taipei 2006 and Glasgow 2004 ICF also honored Suvi Linden Finland s Minister of Communications and Commissioner of the United Nations Broadband Commission for Digital Development as its Visionary of the Year The award was presented in recognition of her commitment through recent legislation passed in Finland to ensuring affordable broadband access for every citizen and her leadership of the movement to use broadband for economic and human development The awards are presented by the independent think tank

    be a smart community but also one that s developing in a sustainable manner The Institute for the Study of Intelligent Communities will look at how Stratford is making the transition to the broadband economy and share that information with the world said Lou Zacharilla co founder of the New York based Intelligent Community Forum Intelligent Community Forum co founder Louis Zacharilla announces Monday the ICF s selection of Stratford as site of the first International Institute for the Study of the Intelligent Community SCOTT WISHART The Beacon Herald Wherever we go people ask always ask me tell us about Stratford Tell us about how they did it a small community like that in that part of the world How did they reinvent themselves continuously for the 21st century he said And I can promise you that we ll tell them The city was a good fit for the institute not only because of its unique blend of arts technology and business but because it has a history of successfully reinventing itself over the years he said With the institute here Stratford will serve as a model for other cities and regions also looking to transform themselves in the digital age he said It will host regular symposiums and invite community leaders from around the world here to see that transformation firsthand I would like to just use Stratford as a living laboratory said Zacharilla The institute will work closely with the University of Waterloo Stratford Campus and the Stratford Institute for Digital Media Ian Wilson executive director of that local think tank suggested that while Canada is falling behind in the digital universe Stratford has a significant role to play in the catch up effort Stratford is going to provide the leadership and the direction he said pointing to

    deal of investment today Underscoring the point the ICF in 2007 gave its Visionary of the Year award to Afghanistan s Communications Minister Amirzai Sangin for his agency s swift rolling out of broadband infrastructure that was used to support national elections Over a period of 36 months and with the help of international companies including Cisco and Globecomm Systems the agency deployed digital phone service to 11 provinces and connectivity to 34 provincial capitals via satellite and microwave networks in addition to connecting 40 ministries and government offices via fiber optics and microwave ICF Chairman John G Jung called the endeavor true nation building using broadband as one of its technical keystones Cities at the Flipping Point The link between broadband and economic growth and job creation is well documented But broadband is also key to solving a slew of other challenges facing developing regions says Prof Mel Horwitch dean of the Central European University Business School in Budapest Hungary Emerging economies can deal with the issues of megacities pollution health traffic access to government crime and terrorism by becoming smart using broadband and ICT and having an engaged citizenry says Horwitch an expert on entrepreneurship and innovation management Furthermore Horwitch says cities that have yet to adopt broadband and other smart technologies are at an all important tipping point a flipping point as he calls it Cities will flip positively or they will not he says I believe this is an important issue for the emerging world generally If these regions don t come together and understand they need to change and get smart they re going to fall further behind and maybe there s a point of no return The Eastern European region is a case in point Horwitch says It has produced just one contender in the annual crop of 21 nominees for the ICF s Intelligent Community of the Year award That s something Horwitch and colleagues at CEU Business School aim to change With the help of a 7 5 million gift from billionaire investor and philanthropist George Soros the business school is creating an institute for entrepreneurship and innovation part of which will be devoted to the fostering of intelligent communities in the region and beyond Horwitch says Cities Leading the Way In developing and developed countries alike it s typically individual cities or communities that set the standard for use of broadband and ICT with regional and national governments later catching their vision Zacharilla says Examples include the cities of Eindhoven in Holland Taipei in Taiwan Sunderland in the UK and Waterloo Canada These intelligent communities inspire regional and national governments to look at them and say Hey that s a great lab we ve got over there It s getting international recognition let s take a closer look Zacharilla says It becomes viral and spreads throughout the region or country It can also leap to places in other countries due to a network effect among cities engaged in the intelligent community
