    in 2009 to achieve recognition as an Intelligent Community by 2012 For three years the organization has applied to and been named to the list of Smart21 With tougher competition this year the county was still one of six communities in the United States to receive the award The global competition is pretty intense he said We re still pretty proud to be in that top 21 Soon we hope to crack that Top Seven The Top Seven ranking would mean the county exemplifies the best practices of a 21st century broadband economy embodying how technology is best utilized to enhance a globalized economy according to the Intelligent Community Forum website Coleman said the Top Seven application is more stringent requiring a more detailed community analysis of all that encompasses Dakota s broadband economy The application is due in December A winning strategy Coleman categorized the county s winning strategy in five areas broadband innovation digital inclusion knowledge workers and marketing Fiber optic telecommunications is increasing across the county While the county is growing in size it s not utilizing its entire fiber optic capabilities Coleman said Dakota is now leasing out portions of its unused fiber optic lines to private sector companies This example of public private partnership was appealing to the Intelligent Community Forum Coleman said Dakota Future is there to encourage those types of partnerships We like to plant the seeds and watch them take off Coleman said County libraries fill in the digital inclusion category Coleman said the public access and Internet training provided enhances the skills of county residents As for marketing that s Dakota Future s bread and butter A lot of our work is gathering the great stories of the work done by our partners in Dakota County he said A good share

    Smart21 Intelligent Communities of 2012 in late October the first stage in the Intelligent Community Forum s ICF s annual award cycle to be followed by the naming of the Top Seven Intelligent Communities of the Year We are very happy and honored to be elected one of the Smart21 and we re confident to get into the top seven Chu said Although the rates of Internet access and broadband prevalence in New Taipei are relatively high at 88 percent and 63 percent respectively Chu said the city still needs to improve in narrowing the information gap between rural and urban areas and providing better wireless Internet services According to the ICF s official website the Top Seven announcement will be made on Jan 15 at the annual Pacific Telecommunications Council conference in Honolulu Hawaii The cycle will then conclude in New York City on June 8 during the ICF s annual Building the Broadband Economy Summit where one of the Top Seven will succeed Eindhoven Netherlands as Intelligent Community of the Year 2012 The top 21 include four communities from Europe 10 from North America three from Latin America and four from Asia New Taipei is one of 11

    as better and more government services in order to deliver high quality of life to residents High quality of life exemplifies urban innovation and is a must for any intelligent city said New Taipei City Mayor Eric Liluan Chu Therefore New Taipei City not only focuses on industry development but also stresses close collaboration among different sectors in order to create a happy environment for our residents We have been making good use of information technology to improve the quality of life create competitiveness for businesses in our city and strengthen our administration efficiency Our ongoing program of Open Government will further enhance government transparency and our 3i initiative including i Gov i Biz and i Citizen for i City development features the newest cloud technologies to deliver readily available and very convenient services for residents and to really enjoy continuous improvement of the quality of life This year New Taipei City took part in the ICF intelligent community nomination for the first time and was nominated from more than 400 entries into the Smart 21 list creating international awareness of the city s focus on technology innovation industry development and high quality of life Cities awarded with the International Smart 21 Top 7 or the Intelligent City of the Year will be eligible to join the Intelligent Communities Forum Foundation ICFF New Taipei City which is awarded as Smart 21 was invited by John G Jung ICFF President and Brenda Halloran ICFF Chairman to join in During the forum John Brenda and Mayor Chu jointly signed a MOU to promote global intelligent city research and development Mayor Chu remarked New Taipei City is honored to be invited to become an official ICFF member New Taipei City will adhere to ICFF principles of establishment and to collaborate with other members

    of New Taipei Since the city s upgrade Mayor Chu has outlined a vision of lifting the standard of life and creating business advantages for the city through technology which contributes significantly in transforming New Taipei into an intelligent community The city included current results of its efforts to create and develop intelligent life intelligent industries and intelligent government in the nomination and made its way to becoming one of the 21 honorees In the following phase of the award cycle New Taipei will compete with the other 20 honorees in the quest to be named the Top Seven An international organization with 26 years of history ICF selects the Intelligent Community of the Year from more than 400 nominations worldwide every year using broadband connectivity knowledge workforce digital inclusion innovation and marketing and advocacy as 5 critical indicators With the nomination this year New Taipei shares positive results of multiple city projects including Free Wireless Access in Public Facilities Taipei Far Eastern Telecom Park Greater Xizhi Trade Park Golden Corridor of Industries Free Computer Training and Mobile Classes Hand held Government Huachung Intelligent Community Mobile Heads of Neighborhood Tech guarded City e Counter etc New Taipei scored well on all 5 indicators earning it an honoree status in the Smart21 list In the process of building an intelligent city close collaboration among the industry government and academia is necessary and will therefore be enhanced New Taipei will continue to learn from past experience and best practice of intelligent communities around the world in creating a platform for innovation based on collective intelligence according to Mayor Chu The ultimate goal of this process is to create a better environment and more opportunities for both the people and the businesses Another part of the process is to release to the public

    when a tweet from Stratford native Justin Bieber cheering on his hometown in the competition led to an overwhelming response from his fans who nearly crashed the ICF website Mayor Dan Mathieson said Friday he was excited to see Stratford s name reappear on the Smart21 list I m very happy once again that we ve been evaluated by an international panel of experts and jurors and found to stack up well and that we re held in very high regard he said Stratford has been here before Last October the New Yorkbased think tank also selected Stratford for its Smart21 list and the city went on to finish among the Top 7 finalists The local ICF committee wants the top honour this year said Mathieson Stratford has never rested well on its laurels he said We still feel there s much work to be done And the city doesn t have to look far for inspiration in its drive to improve on last year s ranking The City of Waterloo was named to the ICF s Top 7 list in 2006 but lost out to Taipei Taiwan for bragging rights as the Intelligent Community of the Year Waterloo came
