    best practices in road safety data collection in the Caribbean In a first phase a comprehensive review of safety data collection and use in Jamaica is currently being carried out by UK experts Jamaica is a regional leader in road crash data and a potential beacon for sharing best practices and knowledge across the region This is the second road safety twinning programme initiated with the good offices of ITF s International Traffic Safety Data and Analysis Group IRTAD The first twinning between Spain and Argentina in 2009 led to the creation of the Ibero American Road Safety Observatory OISEVI in 2011 International Organisations debate funding issues The various funding challenges facing different transport modes were debated during the ITF s Annual Consultation with International Organisations in Paris on 6 March The consultation with ITF s international partners is a mechanism to ensure the Forum considers the full range of issues to bring forward for debate at the Summit The themes raised included defining spending priorities the linking of transport networks across borders and the funding of urban and regional mobility See video interviews from the consultation See photos from the consultation ITF works with UK Airports Commission Expanding airport capacity for major cities is difficult constrained by community agreements on noise and by shortage or high prices of land Relocating major airports in less sensitive locations is expensive and requires extensive investments in surface transport links to city centres In multi airport regions options for expansion at the airports are to an extent interdependent Assessing the options is complicated as airlines may respond differently to alternative ways in which the region s airport capacity is increased The Airports Commission will report on options for London in 2015 The ITF organised a two day roundtable meeting in February to review experience in addressing these issues at other major airports and assess international experience in reconciling planning and environmental constraints with demand for airport capacity and the potential benefits in terms of productivity and growth from expanding hub airline services Papers prepared for the event available here Deputy Minister Asaul Secretary General Viegas Forum activities Deputy Minister of Transport of the Russian Federation Nicolay Asaul attended the meeting of the Group on Road Transport on 4 5 March 2013 in Paris and held a bilateral meeting with ITF Secretary General José Viegas The Group discussed the Multilateral Quota distribution for 2014 as well as the development of the Quality Charter which introduces the highest standards for access to the profession of international haulage operators driver training and social provisions in all 43 Member countries participating in the ECMT Multilateral Quota System Full support for the introduction of the Charter was expressed by the Russian delegation and Deputy Minister Asaul also proposed a modification of the licence distribution in the second half of the 2013 currently under discussion See photos from the meeting Secretary General José Viegas returned from a visit to four non European ITF member countries meeting with the Hon
