    U K which will form the basis of Channel 4 s documentary What British Muslims Really Think which is due to air on Wednesday night An ICM poll released to the Times in Britain ahead of the broadcast reveals One in five Muslims in Britain never enter a non Muslim house 39 per cent of Muslims male and female say a woman should always obey her husband 31 per cent of British Muslims support the right of a man to have more than one wife 52 per cent of Muslims did not believe that homosexuality should be legal 23 per cent of Muslims support the introduction of Sharia law rather than the laws laid down by parliament The documentary will portray the U K s Muslims as a nation within a nation that has its own geography and values Phillips commissioned a report into Britain and Islamophobia in 1997 which according to both Phillips himself and academics across the country popularised the phrase which has now become synonymous with any criticism of Islam or Muslims It s not as though we couldn t have seen this coming But we ve repeatedly failed to spot the warning signs he now writes in The Times in response to new data collected Twenty years ago I published the report titled Islamophobia A Challenge for Us All we thought that the real risk of the arrival of new communities was discrimination against Muslims Our 1996 survey of recent incidents showed that there was plenty of it around But we got almost everything else wrong In an article for the Daily Mail Phillips warns of a life and death struggle for the soul of British Islam Britain is in many ways a better place than it s ever been more prosperous more diverse more liberal

    a sharp distinction between their approaches Musk has been engaged in the large scale production of an existing pretty powerful battery technology ARPA E by contrast has been pursuing technological innovation in the purest sense creating new ways of doing things And they are pretty well convinced that some of their technologies have the potential to be significantly better To many people this development may seem surprising After all the private sector has long been regarded as an economy s most important source of innovation But this perception is not entirely accurate In fact history s great entrepreneurial figures have frequently stood on the shoulders of the entrepreneurial state The late Apple founder and CEO Steve Jobs was a smart businessman but every technology that makes the iPhone smart was developed with state funding That is why Gates has declared that only the state in the form of public institutions like ARPA E can lead the way to an energy breakthrough It is critical to note here that it is not the state as administrator fulfilling this role rather it is the entrepreneurial state in action creating markets instead of just fixing them With a mission oriented approach and the freedom to experiment with failure understood to be an unavoidable and even welcome feature of the learning process the state is better able to attract top talent and pursue radical innovation But of course leading a green revolution will be no easy feat To succeed public agencies will have to overcome significant challenges Consider ARPA E which was founded in 2009 as part of US President Barack Obama s economic stimulus package Though still in its infancy the agency based on the model of the long established Defense Advanced Research Projects Agency DARPA has already shown major promise And following the commitment made by Obama and 19 other world leaders at last December s climate change conference in Paris to double public investment in green energy research ARPA E seems set to receive a welcome boost in funding But ARPA E still lacks the capacity to create and shape new markets that say DARPA enjoys This represents a major challenge because the agency is working in an industry that remains in its early stages Though the development of wind and solar power technologies received a big push in the 1970s both are still marked by market and technological uncertainty The embedded energy infrastructure retains strong incumbency advantages and markets do not value sustainability adequately or price waste and pollution fairly In the face of such uncertainty the business sector will not enter the market until the riskiest and most capital intensive investments have been made or until coherent and systematic political signals have been communicated Governments must therefore act decisively to make the needed investments and provide the right signals Crucially governments must also install safeguards to ensure that the entrepreneurial state reaps an appropriate share of the rewards for its efforts In the past this might have happened via

    Markov chain on a set of audios and their texts rather than by using linguistics as Ray Kurzweil tells us in his book How to Create a Mind To the chagrin of many of us academics theory is often dispensable Biological evolution is also based on a theory less algorithm one that learns which genotypes generate better adapted individuals without having a theory of which changes in the genome will improve performance It just uses random variation and selection of the fittest over and over again While biological evolution through sexual reproduction requires generations we can learn from each other much more quickly through cultural evolution explaining why humans have made so much progress According to Robert Boyd Peter Richerson and Joseph Henrich our ability to imitate is at the core of our success as a species It is what makes cultural evolution possible cumulative and powerful It is what allows us to learn from others and hence to make progress much faster than if we were to learn by ourselves In addition because imitation like genetic replication is not perfect we accidentally discover other ways of doing the same thing or even new and better things We humans are wired to imitate others and we especially prefer to imitate the most successful among us This makes evolutionary sense as the features of the successful are more likely to be related to their success than those of others But this may lead to errors when what we imitate is unrelated to success Advertising has exploited this weakness in our wiring making us think that if George Clooney is cool and wears something maybe we can be cool by wearing it too More constructively the business world uses imitation through the practice of benchmarking whereby companies share performance information so that they can all learn what is achievable and whom to try to imitate thus facilitating the identification of best practices To improve you can start by imitating what successful companies do without a good theory of why Benchmarking has been moving to the policy arena including issues such as sustainable development the business environment competitiveness gender parity and more recently inclusive growth Some of these applications create good measures of performance allowing users to assess outcomes and track progress Good examples of these benchmarking exercises are the World Economic Forum s Global Gender Gap Index or the United Nations Human Development Index They are theory less in the sense that they do not tell you how to improve performance but they do tell you if you did improve that is they inform about changes in fitness Other indicators in my view confuse measures of performance with measures of hypothetical causes of performance They confuse the what and the how and they inappropriately put both in the index They attempt to be more theory driven than our knowledge allows Two examples of this are the WEF s Global Competitiveness Index and its new Inclusive Growth and Development Index For example competitiveness

    something more reliable the innate human knowledge of good the angelic part of the human As Aquinas put it Human nature insofar as it comes in contact with the angelic must know truth without investigation Synderesis Synderesis is an accidental word starting out as a typo corrupting the Greek word for conscience syneidesis in a biblical commentary that spoke of the spark of conscience It is a useful word supplying something to guard against the passion and immediacy of conscience something which ought to ignite conscience The Scholastics speak of synderesis as an unquenchable pilot light or beacon an everlasting flame It is our natural capacity for reason our inherent consonance with the Divine but it may become obscured from us when clouded by passion When synderesis is obscured our conscience may be mistaken We may have lost the word but the undying flame of synderesis remains today as the symbol of human rights The Scholastics taught that we have a primary duty to follow conscience even if it is mistaken and even this is the interesting part where it contradicts the law We are obliged to clarify for ourselves the dictates of synderesis but we must also obey conscience in the meantime This is radical conscience It is a fine doctrine in a notionally universal community of the kind the Roman Catholic Church considered itself to be But as that unity broke down during the Reformation radical conscience came to inform the truth claims of the hundreds of fissiparous factions that flourished during Europe s wars of the seventeenth century also in England Everyone Diggers Levellers Ranters claimed to be acting on the authority of conscience Hobbes targets conscience Writing to end the tumult of that time Thomas Hobbes made radical conscience a target in Leviathan Clearly the idea that each individual is a potential source of moral and lawmaking authority was a recipe for political instability Hobbes s solution was to distinguish sharply between public and private conscience We are free in our private conscience he said to believe anything we like But the public conscience belongs to the state and is expressed in law We must obey the law even if doing so runs against private conscience We may object but if we do we must do so lawfully That is what it means to consent to be governed So Hobbes proposed a bargain we leave public conscience to the state and the state leaves our private conscience alone Our secrets are our own and we may believe what we like as long as we obey the law Good conscience is tamed in this scenario where there had been synderesis there is now the law Bad conscience by contrast presumably thrives the repository not only of misgivings over private misdeeds but also of our repressed public preferences And thrive it did Few themes animated the modern literary imagination like bad conscience from the great Victorian novelists through the high moderns with Dostoevsky at the apex That is

    given time While the number of transactions over Bitcoin has been steadily rising over the last few years the processing capacity of the network that is the volume of transactions that can be processed per second has remained static What that means If transaction volumes continue to grow without a commensurate increase in processing capacity then transaction fees are likely to climb well above the cost of credit cards or bank transfers On top of that wait times for those transactions to be fully processed have become increasingly erratic causing a record number of complaints from customers trying to pay with Bitcoin Part of this bottleneck comes from built in limits on the number of transactions that can be processed at a given time The issue of how to increase the processing capacity of the network while also maintaining critical aspects of its decentralized character has been a heated topic of debate for well over a year now And so far there hasn t been a clear way forward These early growing pains underscore some of the tough engineering decisions that need to be resolved before Bitcoin can be considered a reliable product for the world s poor When we understand Bitcoin in terms of one hypothetical story we cannot grasp the real potential for this technology in places like Kenya At the same time companies like Sendwave are also competing with Bitcoin by significantly lowering the price of international money transfers And while emerging low cost remittance services like Sendwave lack Bitcoin s infrastructure they re catching on with developing world users who care more about predictability and utility than about Bitcoin s decentralized structure Even in the developing world Bitcoin transfers often aren t used the way many enthusiasts might suggest Rather than migrant workers sending money back home for example people often send money to themselves That s according to Elizabeth Rossiello the founder of a bitcoin exchange based in Nairobi called BitPesa Rossiello says much of the international money transfers conducted on the company s platform were self transfers from an individual s foreign bank account to a Kenyan one or vice versa These types of international money transfers are conducted by folks like John Kidenda a recent graduate from Harvard University who returned home to Nairobi last year for work Every month I move a portion of my paycheck from my Kenyan bank to a U S account in order to pay back my school loans Kidenda said Using a service like BitPesa helps me save money on bank transfer fees and high foreign exchange rates Other young tech savvy Kenyans use the site to gain entry to global trading markets that they otherwise wouldn t be able to access as lone wolf traders in a place like Kenya where sites like E Trade are not accessible Clearly Kidenda and his peers are a far cry from the poor rural farmer so often celebrated in the story of Bitcoin and low value remittances The bottom
