    offered an amendment to narrow the types of projects eligible for enhancement funds Pennsylvania ranks first out of all states for deficient bridges Yet it seems to be more important to furbish large roadside coffee pots McCain said But no transportation aid was spent on the coffee pot s 100 000 restoration said Olga Herbert executive director of the Lincoln Highway Heritage Corridor The money was raised entirely from preservation and civic organizations and local supporters We did not use any of this 300 000 award for anything to do with the coffee pot she said It s interesting that nobody from Senator Coburn s office called me about this Also on Coburn s list was a lighthouse renovation in the harbor of Toledo Ohio that would be partly funded with 500 000 in federal money Actually no transportation dollars have been authorized or awarded The lighthouse renovation is among projects community officials tentatively hope to get around to in 2019 Coburn s list includes a 1996 grant for preservation of a factory used to make saddletrees the foundation of a riding saddle in Madison Ind Not mentioned is that the grant wouldn t qualify for enhancement money under current program rules according to Transportation Department officials The Texas Department of Transportation is described as spending 16 2 million in enhancement money to restore the Battleship Texas docked in the Houston Ship Channel If so they weren t federal transportation dollars U S transportation officials said an application for the money was turned down The list cited landscaping to screen a junkyard in Aiken S C After checking with state and local authorities federal officials said the project was canceled years ago and again no funds were awarded We picked some of the more interesting and exciting ones to get our colleagues attention McCain acknowledged during his effort to pass his amendment McCain said he was reluctant to mention a 198 000 grant in 2007 to the National Corvette Museum in Warren County Ky to build a simulator theater because he fondly remembers owning a Corvette once But then he mentioned it anyway Since a National Corvette Museum simulator theater has very little to do with transportation enhancement I felt compelled to add this he said The simulator theater is really a driver education classroom for free driving classes for older people and teenagers not a chance to pretend to be behind the wheel of a Corvette museum officials said But what has provoked the most scorn from enhancement critics are the turtle tunnels near Tallahassee Fla Don t tell the people of Kentucky they need to finance every turtle tunnel and solar panel company on some bureaucrat s wish list in order to get their bridges fixed Senate Majority Leader Mitch McConnell R Ky said last month in a speech decrying President Barack Obama s request for 50 billion for highways bridges and airport runways Kentucky s other senator Republican Rand Paul protested last week Something is seriously wrong

  • Lake Jackson Ecopassage Advances at a Turtle's Pace
    some animals say an ornery 8 foot gator aren t keen on hiking a mile north to the culvert so they simply crawl over the fence The solution is a permanent ecopassage which will include 4 foot barriers of composite sheet piling like you see on seawalls or island greens on golf courses along 0 9 miles of the road between Clara Kee Boulevard south of the lake to Tower Road just north of it The project also will add two culverts about 400 feet apart They have to be big enough to allow light to pass under the road because animals like people are leery of venturing into a dark close tunnel There is a similar and successful ecopassage in Payne s Prairie near Gainesville but this would be the first in North Florida Oh and the cost will be about 6 million Standing at the side of U S 27 at about 8 30 on a recent morning it was hard to imagine crossing the road on all fours as a turtle would You ve heard the one about the turtle who is mugged by a gang of snails Asked to describe his assailants he says I don t know it all happened so fast It s also hard to imagine that you re standing next to the only lake designated as a Florida aquatic preserve If you face north and turn to the right the lake is beautiful A coot swims near the boat ramp and a duck flies overhead But turn to the left and all you see is pavement and traffic The existing fabric animal barrier is buried in the brush near the ramp but farther north it s easy to see about 15 feet from the road It s also easy to see that

  • Leon County Commission sets state, federal priorities
    11 4 million for the widening of Woodville Highway from two lanes to four between Gaile Avenue and Capital Circle Southeast and 5 million each for a joint dispatch center housing city and county dispatchers and for a Lake Jackson Ecopassage to enable wild animals to safely cross U S 27 The county also agreed on policy stances including fighting state limits on local governments property taxation rights But commissioners withdrew a proposed amendment to state law that would have allowed it to increase the local business tax up to 50 percent The combination of the recent economic uncertainty of the national market county staff wrote in the workshop presentation and a proposed tax on businesses would create severe opposition in the local business community Commissioner Cliff Thaell also asked the county s lobbyists to work with the state to try and get tax breaks for rental properties that provide low income housing And Commissioner Bob Rackleff urged lobbyists and county staff to stay flexible and have projects ready to go pointing out that presidential candidate Barack Obama has proposed spending billions of dollars on local infrastructure projects if he s elected Such a program Rackleff said will reward local

    them to be caught and relocated Aresco is a former Florida State University grad student and director of Nokuse Plantation a wildlife sanctuary in Walton County He commutes frequently to Tallahassee and hails Spitzer as his best volunteer ever Kurt is really dedicated and passionate about conservation Aresco said It s pretty rare to find someone his age with that much dedication He could have a future as a biologist if that s what he wants to do Spitzer who graduated in May from John Paul II Catholic High School indeed has designs on being a biologist He won a scholarship to Emory Henry a liberal arts college in Virginia with a celebrated program in turtle research College is the latest giant step for Spitzer diagnosed at age 5 with attention deficit hyperactivity disorder and dysgraphia conditions that made it difficult for him to read write and take tests at the pace of other students By junior high he was struggling in school and the Leon County school system refused to recognize his conditions as disabilities and make accommodations So his mother a psychiatric nurse practitioner founded a local support group for children with ADHD and lobbied for changes The result was a 2000 watershed when Leon County Schools Superintendent Bill Montford instituted new policies for students with ADHD such as extended test taking time and had 700 teachers trained in how to better accommodate those students The changes were pivotal for Spitzer who sailed through Belle Vue and Raa middle schools and John Paul II where he was elected vice president of the senior class He tutors children and does volunteer work at a Frenchtown church Last summer he attended a Duke University program about theology and philosophy His scholarship winning application to Emory Henry included his essay How
