    On October 12 2011 the Senate Committee on Homeland Security Governmental Affairs will hold a hearing titled Ten Years After 9 11 A Status Report on Information Sharing In response to the Committee s request Markle President Zoe Baird and Jeffrey H Smith of the Markle Task Force on National Security in the Information Age will present testimony on behalf of the Markle Task Force In the decade since the September 11 attacks our government has responded to the threat of terrorism by transforming itself in important ways Government officials work together in new ways and information sharing has become a widely accepted goal While we have accelerated a virtual reorganization in how the government works against terrorism more is needed to protect civil liberties and to manage use of information In our testimony we offer further recommendations for improving information sharing and continuing the post 9 11 transformation McCloskey Speaker Series Ten Years After 9 11 Markle s president Zoë Baird Budinger participates in discussion among a panel of leading policy experts and members of the Aspen Strategy Group moderated by Ambassador Nicholas Burns The panel of leading experts discussing the approaching ten year anniversary of 9 11 also features Madeleine Albright Chair Albright Stonebridge Group Stephen Hadley Senior Adviser for International Affairs at the United States Institute of Peace and Principal in The RiceHadley Group LLC Philip Zelikow Dean Graduate School of Arts and Sciences and Professor of History University of Virginia and Chair of the 9 11 Commission Watch Video Ten Years After 9 11 Since 9 11 there has been measurable progress in protecting the nation against terrorism and other threats to our national security In recognition of the tenth year anniversary Zoë Baird Budinger President of the Markle Foundation and Jeffrey H Smith a member of the Markle Task Force on National Security in the Information Age concluded in a Washington Post Op Ed that there is evidence in the fight against terrorism that in fact government has been able to transform itself More than ten years later there has been a virtual reorganization of government a new way of thinking that inspires reform in the way agencies people and technology collaborate and communicate The virtual reorganization of government is a new way of thinking that is changing how agencies people and technology collaborate and communicate The need to know culture of the Cold War is being replaced by the need to share principle Information is increasingly decentralized and distributed Informal and flexible groups of analysts from different parts of government and the private sector are able to work together and share expertise These findings along with a discussion of the remaining challenges were presented last year in testimony before the Senate Homeland Security and Governmental Affairs Committee The virtual reorganization that changed counterterrorism can also make a difference in other national interests especially as economic and fiscal challenges heighten the need to reduce government s cost and improve its function Over the years the

    Information Sharing Act of 2004 and discusses the need for information sharing among federal agencies He also expresses that the legislation introduced would require consistent funding the establishment of a SHARE Network and implementation of performance measures and genuine incentives to encourage information sharing Proposed Bill Homeland Security Interagency and Interjurisdictional Information Sharing Act of 2004 This proposed bill promotes increased information sharing across all levels of law enforcement and stresses the need to overcome cultural and structural information barriers Letter to the President on Building the Information Sharing Environment In this letter to the President Zoe Baird and James Barksdale offer the following suggestions for the his report to Congress make clear that the Director of National Intelligence has responsibility for the creation of the ISE emphasize the development of government wide policies and guidelines as the foundation for the adoption of information sharing capabilities and procedures develop policies addressing key issues immediately give the PM the necessary resources to get the job done and engage quickly as policies and guidelines are developed Baird and Barksdale urge the President to reiterate to his Cabinet officers and all United States Government officers that they should interpret all applicable laws and regulations to enable information sharing rather than use ambiguities between the Act and prior law which Congress left unresolved as an excuse to protect prior approaches They need to embrace rather than resist the change Testimony of Bill Crowell Submitted to the Subcommittee on National Security Emerging Threats and International Relations House Committee on Government Reform In testimony to Subcommittee on National Security Emerging Threats and International Relations of the House Committee on Government Reform the Markle Task Force promotes the use of technology to overcome overclassification In particular the task force recommends the Share Network which encourages reports that contain the maximum possible amount of sharable information In addition to this network the task force suggests the use of screening tools reputation meters and audit technology Implementing a Trusted Information Sharing Environment In this report the Markle Task Force on National Security in the Information Age explores the use of immutable audit logs IALs to improve confidence and trust in the shared information environment ISE and thereby promote ISE s widespread adoption The Markle Task Force explains The ability to maintain tamper resistant logs of user activity on the network can increase security build trust among users ensure compliance with relevant policies and guidelines and improve transparency and the ability to perform oversight by appropriate stakeholders outside of the system In addition to defining IALs and identifying the benefits of this process this report also offers considerations for the implementation process and recommendations for related policy Mobilizing Information to Prevent Terrorism This report from the Markle Task Force on National Security in the Information Age provides guidance to address the challenges of implementing an information sharing environment and discussion of the policies technologies and government processes that will be required This report also describes the specific steps the legislative
