    Center for International Science Technology Cultural Policy ABSTRACT This project further develops the Zucker Darby methodology by identifying industry university collaborative research IUCR as a key mechanism within the black box determining technological change and hence productivity growth One of our central research questions is which industries have the biggest payoff in productivity growth from industry university collaborative research We will conduct analyses on two levels a On the national level we will estimate national productivity growth by industry with IUCR as an expected key explanatory variable along with R D expenditures labor and capital b On the state and regional level we will estimate productivity growth using those same variables for publicly traded firms and also for all firms examine other success outcomes including patenting and number of financing rounds venture capital or new issues on financial markets We will use as a measure of IUCR university and firm co authors on the same scientific article as in our prior work but adding journal quality We also propose to develop novel measures of IUCR including federal and California funding programs for collaborative research e g SBIR and UC President s Initiative for Industry University Cooperative Research firm university co

    targeted funding programs at the role of the professional workforce with California based training and at the methods of intellectual property sharing as well as protection actually used by California firms We have named the survey the California Academic Industry Research Nexus Survey CAIRN CAIRN draws together a multi campus interdisciplinary team of researchers Zucker and Darby at UCLA Cohen at UC Irvine and Hall at UC Berkeley to design field and initiate the analysis CAIRN will be fielded by staff at the Survey Research Center SRC Institute for Social Science Research UCLA All California firms that publish in the journals followed by the Institute for Scientific Information from 1981 through 1999 will be eligible for inclusion in CAIRN Approximately 300 California firms will be interviewed using two basic criteria for selection number of articles and types quality of institutions listed as the location of co authors Other sampling criteria are likely to include public firm or privately held and 5 broad science and engineering areas We will compare the effects of co authoring with scientists and engineers at the top 12 California universities out of 112 nationally to other collaborations where top is defined by amount of federal research funding the 9 UC campuses plus Caltech Stanford and USC CAIRN data will be quickly put into analysis ready data sets by SRC and sent to all four co PIs within 2 months after CAIRN is completed Data sets at the firm level will be archived in ALIST Archive Linking Innovation Science and Technology immediately but reserved for co PI exclusive use for 5 years Data on industry science area aggregated to the regional level will be made available after 3 years to other researchers via password access to a secure ALIST web site These data will further open the

    UCLA replaced 2002 by J Fraser Stoddart UCLA Evelyn L Hu UCSB Project Period April 30 2002 April 29 2004 Submitting Unit UCLA School of Public Policy and Social Research Center for International Science Technology Cultural Policy ABSTRACT This project initiates research on the economic impact of university nanotechnology relevant research We will collect real time data on California nanotech firms and their relationships with firms by adding a 100 firm over sample to the CAIRN Survey We will combine survey and archival data to estimate the impact of university research on entry into and success in nanotechnology by implementing the methodology used successfully by Zucker and Darby in biotechnology We will initiate a nanotech sub archive in the central Archive Linking Innovation Science and Technology ALIST public use data will be available via internet and human subject protected and licensed data will be made available to visiting scholars with appropriate safeguards The project collaborators include leaders in economic and sociological studies of science and technology and the two scientific leaders of the new California NanoSystems Institute ensuring that the research will be well grounded in both the science and the institutional structure of nanotechnology A fourth goal of the

    new discoveries to commercial use These programs combine the efforts of university and company scientists to advance the scientific knowledge base to build a bridge between university discoveries and commercial application in companies to build statewide networks of expertise and to educate the R D workforce Our proposed project is designed to aid IUCRP and CalISI in their goal of improving the understanding of the impact on the economy of public investment in basic research and education programs of the research university We plan to do so in two primary ways 1 Establish an archive CalInnovationBase containing data on publications and patents related to Discovery Grant participants and CalISI participants including professors other scientists graduate students postdoctoral fellows and other lab team members at UC campuses and collaborating California companies and 2 Collaborate on an initial paper using CalInnovationBase to serve as a demonstration of use and to document InnovationBase for use by other researchers e g data elements their content source and format To accomplish these objectives we further develop the work we have undertaken under earlier IUCRP support by adding an explicit database building component building on preliminary work done on development of Nanobank NSF NIRT 2003 2007
