    the chamber Most Committees are divided into specialized subcommittees For example the House Appropriations Committee has a Subcommittee on Labor Health and Human Services and Education Conference Committee usually composed of three legislators generally two from the majority party one from the minority party from each house who meet in public session to forge one version of similar Senate and Assembly bills The final conference committee version must be approved by both Assembly and Senate Assembly conferees are chosen by the Speaker Senate conferees are chosen by the Senate Rules Committee Congressional Record A verbatim account of daily proceedings on the House and Senate floor It is printed daily when the House or Senate is in session Filibuster A tactic in which a Senator holds the floor for an extended period of time in order to delay or prevent a vote on an issue A filibuster cannot occur in the House of Representatives since speaking time is limited Joint Resolution A legislative measure designated S J Res and numbered consecutively upon introduction which requires the approval of both chambers and is submitted just as a bill would be to the President for possible signature into law Mark up The process by which congressional committees and subcommittees debate amend and rewrite proposed legislation Resolution A measure used by the House or the Senate a measure used by both would be a joint resolution to take an action that would affect only its own members such as appointing a committee of its members or expressing an opinion or sentiment on a matter of public interest Sponsor The legislator s state agency or legislative committee which introduces a measure The name of this person or committee is printed at the top of the measure Subcommittee A subordinate committee composed of members appointed by

    the ocean so much he s willing to run a marathon to help protect it When I was growing up in Western Massachusetts the only times I would get to see the ocean were visits to Cape Cod and they were usually few and far between he says So I cherished those occasions the sound of the waves creating a relaxing peace in my mind Since then preserving the world s oceans has taken on even more importance in Schumann s life In 2006 he celebrated his wedding day on the beach And today as a father of twin infant boys he sees conservation as an obligation to his children My love for the ocean never hit home as hard as when my two sons were born As a parent you re given a huge responsibility and you owe it to them to not only teach them good values but to also leave them a world that they can thrive in and help sustain for their children To prove his commitment to nature Schumann signed on to run the 2011 ING New York City Marathon with the Conservancy s Team Nature I don t consider myself a runner he says But running a marathon is a life goal of mine and a way for me to use my outside voice on behalf of the oceans I love It s a win win Everyone should use their voices their bodies their minds to take action on behalf of nature because she can t do it all by herself We owe it to her Sign the Pledge I know that investing in conservation is the only way we can help keep America beautiful strong prosperous and healthy I am proud to join a community of people who speak up for nature to

    professor and bird watcher Adirondacks New York The Conservancy has helped protect many parcels along Lake Champlain with funding from the North American Wetlands Conservation Act In the past 20 years the act has conserved more than 26 5 million acres nationally habitat relished by birders and hunters alike Despite widespread support Congress recently proposed cutting the program entirely Something to Share As a community college professor with four children of her own Malinda Chapman is heavily invested in passing her knowledge and love of the outdoors to the next generation I teach about plants and animals and the atmosphere and agriculture and environmental issues because I think people need to understand them I have something to share Living in the Adirondacks provides plenty of opportunity for Malinda to get out and share her knowledge and love for the land It s such an accessible wilderness she says so close to New York City and Montreal But I worry that not enough people care about nature or the environment and I want to help them make connections It s important to speak about what you believe in I m a mom and I want to make sure my children have a beautiful place to raise their own children I really am one of those people rooted to the land I grew up around this area and can t leave in the month of May I love to watch the progression of leaves coming out and spring returning Sign the Pledge I know that investing in conservation is the only way we can help keep America beautiful strong prosperous and healthy I am proud to join a community of people who speak up for nature to help save the places we love I pledge to use my Outside Voice false false

    inspired her to not only speak up for nature herself but to empower others to understand the transformative effect nature can have on peoples lives As a city girl nature was a foreign concept to me But in the summer of my sophomore year in high school I left the sights and sounds of New York to join The Nature Conservancy s Leaders in Environmental Action for the Future LEAF program It was more than just my first time being in nature getting up close and personal with bugs and dirt it was the beginning of my life path After completing the LEAF program Alcántara says she saw the city through the lens of nature and developed a new appreciation for the trees that line the streets the leaves that fall in autumn and the birds that chirp in the early morning We take for granted the nature around us the beautiful views that are on our calendars websites and screensavers From that moment on I was unstoppable says Alcántara and she joined her school s Envirothon club wrote research papers on sea turtle conservation and acid rain and got jobs at first the Queens Botanical Garden and then the Hubbard Brook Experimental Forest in New Hampshire As a rising junior at Vassar College majoring in environmental studies with concentrations in English and Biology and a minor in urban studies Alcántara would like to become an environmental journalist I want to use my outside voice to share the power of nature through reaching out educating and expanding public support for the planet As a woman a scientist and a Latina I want to empower a new generation of leaders who pursue their dreams and follow the path that brings them the greatest fulfillment Sign the Pledge I know that investing
