    SK and all questions should be directed to the Saskatchewan Ministry of the Economy at 1 866 654 4049 2013 Pick Up the Patch NDPC will be kicking off our 2013 Pick Up the Patch Campaign mid March We are looking for companies to volunteer to be team leaders These team leaders will serve as key contacts and coordinators for Pick Up the Patch efforts in each area The following companies have agreed to serve as team leaders in the noted areas QEP Resources Parshall Enerplus Mandaree Marathon Oil Dickinson We will also be looking for leaders for the following areas Crosby US 85 ND 50 Mohall US 83 ND 5 Bottineau ND 5 ND 14 Williston US 85 US 2 ND 1804 Ray US 2 Stanley US 2 ND 8 Minot US 2 and US 83 Alexander US 200W US 85 Watford City US 85 ND 23 ND 1806 New Town ND 23 1804 8 Grassy Butte US 85 Killdeer US 200 ND 22 Belfield US 85 and 94 Bowman US 85 and US 12 If you have other areas that should be added to this list please contact us at 701 223 6380 If your company is interested in volunteering to serve as a team leader or has any questions please contact Alexis or Tessa at 701 223 6380 QEP already has a pick up event planned for Wednesday April 24 If you have any questions about the Parshall event please contact Lynn Welker at 303 308 3623 Community Focus Earlier this month the Wolf Run Child Care Center project in Watford City received a huge financial boost when four oil companies donated 300 000 toward the Wolf Run daycare project Power Fuels and Whiting Oil each donated 100 000 to the project while MBI and QEP each contributed 50 000 The center is a 200 child daycare adjacent to the elementary school and part of Wolf Run Village a 42 unit complex of essential public personnel housing for teachers law enforcement and public employees These donations have helped bring the Wolf Run Village project s goal of raising 3 million down to just over 50 000 We are so thankful to the local city county school and Roughrider boards for their vision and financial support for this project We also thank the state leadership for the law enforcement housing grant and the childcare facility grant as well as the four local oil companies who saw the need and donated to the project states Watford City Mayor Brent Sanford Wolf Run Village is a good project that will help solve the area s daycare and essential public personnel housing needs Truck permitting and routing overview State agencies and oil and gas producing counties are analyzing ways for data sharing between the State s E Permitting application and the Uniform County Permit System The concept is to have a one stop shop allowing companies to enter their data into one system and have it replicated in the other A

    state accomplishments Dalrymple called for maintaining the policies that have placed the state in its current position while working to expand on past successes through additional investments and programs The Governor also stated in his speech that oil production had almost doubled since he gave this speech two years ago from 460 000 barrels per day to 747 000 barrels per day The state is projected to collect 5 128 million in oil and gas taxes in the next biennium Important issues during the 2013 Legislative Session will include negotiation of a tribal tax agreement the stripper well exemption and overall industry tax structure and a wildcat tax incentive The NDPC has been and will continue working with farmers and landowners on easement issues and sportsmen on wildlife and conservation issues like the North Dakota Outdoor Heritage Fund A Legislative Update will be sent to NDPC members each Friday during the 2013 Legislative Session 2013 Williston Basin Petroleum Conference Registration for the 2013 WBPC began on Monday December 3 at www wbpc ca Please note that the 2013 WBPC is held in Regina SK and all questions should be directed to the Saskatchewan Ministry of Energy and Resources at 1 866 654 4049 NDPC MEP to host webinar and training programs Did you know that 80 of coded claims submitted to North Dakota Workforce Safety and Insurance were by those employed less than one year Coded claims are those where the injured filled in their date of hire on the claim application Due to these statistics and their implications NDPC and Dakota MEP applied for and were awarded a 148 800 grant to offer scholarships for a training program designed to provide thoughtful evaluation of training programs for new hires and the newly hired If you want to know more

    org at NDPC If you would like to be a member of the Legislative Committee please fill out the form here Perry Pearce ConocoPhillips will be the chairman of the Legislative Committee and Mike Cantrell Continental Resources will serve as vice chair Majority of North Dakotans favor oil and gas development Eighty nine percent of North Dakotans statewide said they favor oil and gas development in state and 62 percent said they strongly favor it according to a survey commissioned by the North Dakota Petroleum Council NDPC in November North Dakotans continue to overwhelmingly support oil and gas development in the state because of the strong impact it has on growing our economy creating tens of thousands of new good paying jobs and in helping increase our nation s energy security said Ron Ness president of the NDPC We have seen an increase in the number of residents who strongly favor oil and gas development The survey is conducted annually to help the industry better gauge how North Dakotans feel about oil and gas development in the state and to identify key issues and challenges that the industry may work to address The survey found that while a majority of North Dakotans favor oil development more than 70 percent are concerned about truck traffic and cost and availability of housing When asked about progress in these areas however 45 percent said progress was being made on roads and highways 41 percent said progress was being made on availability of housing and 60 percent said progress was being made on affordable housing To read the whole news release click here North Dakota Housing Finance Agency NDHFA NDHFA needs to raise 4 4 million dollars before year end to fully capitalize the Housing Incentive Fund HIF a program that supports the development of affordable rental housing NDHFA has conditionally committed 15 million in HIF funding to 26 projects but has received enough contributions to support only 16 projects Before the final 10 developments can break ground the agency needs to fully capitalize the incentive fund HIF does not receive any direct funding from the state It relies on contributions from taxpayers Any individual or business with a state tax liability can contribute to HIF In return for the contribution taxpayers receive a dollar for dollar state tax credit The contributions can be directed to a specific project or community HIF projects in Bowman Crosby Devils Lake Killdeer Kulm Mandan Parshall Ray Watford City and Williston are in need of additional funds NDHFA is authorized to issue tax credit certificates to contributors on a first come first served basis until the 15 million maximum threshold is reached To date the agency has received 10 6 million Contributions must be received by December 31 to be claimed on your 2012 tax return For more information call 701 328 8080 800 292 8621 or visit www ndhousingincentivefund org Registration now open for NDSC s Safety Health Conference The North Dakota Safety Council s 40 th

partnership funding that will greatly enhance UND s efforts in petroleum geology and related fields The total project of 14 000 000 includes 10 000 000 provided as a gift from Harold Hamm and Continental Resources Inc which will create the Harold Hamm School of Geology and Geological Engineering Another 4 000 000 from the Industrial Commission Oil and Gas Research Program will fund the proposal entitled Public Private Partnership to Support Geology and Geological Engineering Education and Research at UND s College of Engineering and Mines Year end regulatory activities summary The NDPC regulatory committee chaired by Dave Searle of Marathon Oil has been busy this year Below is a brief summary of their activities Actively engaged in the commenting process of the DMR s 26 new rules on oil and gas activities Members supported the new rules and full chemical disclosure of chemicals used in hydraulic fracturing on FracFocus Rick Ross led a fantastic team of technical experts leading the charge on comment language Provided comments for EPA FBIR interim rulemaking EPA proposed guidance on use of diesel in hydraulic fracturing and the BLM proposed rulemaking on hydraulic fracturing Through the ND Energy Forum NDPC met with sporting groups on three different occasions to educate and discuss oil and gas impacts on wildlife habitats hunting and fishing activities NDPC members sit on a committee with Department of Health officials to propose new language for rulemaking on disposal of Naturally Occurring Radioactive Material NORM NDPC established a MOA with the BLM for a successful hosted worker program and have had several meetings with BLM to discuss permitting bottlenecks Working with USFWS and ND Game Fish NDPC drafted a Best management Practices BMP document that outlines industry procedures routinely used for habitat avoidance and minimization of wildlife impacts while determining well site locations ProgressZone Construction Update Work to start soon on second temporary bypass around Williston The construction contract for a second temporary bypass around Williston s eastern edge was recently awarded Construction work will begin in this fall and it will be completed by the end of the year At the request of Williston city officials and Williams County commissioners the state will resurface a section of County Road 9 and County Road 6 to serve as a north east side bypass The Department is going through the environmental evaluation process for other truck reliever routes bypasses in several areas including Dickinson New Town Watford City Alexander and Killdeer Western ND Road Projects Featured On NDDOT Website In an effort to keep the public informed about road construction projects in western North Dakota the NDDOT has created a     A signed detour is in place The project is expected to be complete late fall For more information about construction projects and road conditions throughout North Dakota visit the Travel Information Map on the NDDOT website at http www dot nd gov travel info v2 2011 Economic Impact Study Economic Impact Study surveys have been mailed to oil operators pipelines service companies and gas plants If your company has received a survey please consider completing it and returning it as soon as possible This survey provides very valuable information for our industry and we need your support All information is confidential and will be reported in aggregate only Thank you in advance for your timely participation North Dakota State University is conducting the study which was previously conducted in 2005 2007 and 2009 The 2009 study revealed that the petroleum industry in North Dakota had a 12 7 billion economic impact FMCS Extends Comment Period and Announces Listening Sessions On August 6 2012 the Federal Motor Carrier Safety Administration published a notice in the Federal Register extending the comment period for its proposed guidance to the oilfield exceptions to the hours of service until October 5 2012 That proposal changed long standing interpretations of the exception that allows drivers to count waiting time as on duty time The change effectively barred trucks hauling sand and water from using the exception at all The notice also announced three public listening sessions FMCSA will hold its first two sessions in Denver CO on August 17 and Pittsburg PA on August 21 Another session in Dallas TX will be held sometime during September 2012 All sessions will take place from 1 00p m until 5 30p m local time and will be webcast Moser awarded ND Landman of the Year Landman s Association of North Dakota recently named Lynn Moser of Inland Oil Gas Landman of the Year Lynn is a member of the NDPC Board of Directors and has been involved in the oil industry for over 30 years Her father Berk Strothman was given the same award in 1982 Congratulations Lynn Chairman s Stewardship Awards The Interstate Oil and Gas Compact Commission is seeking nominations for the 2012 Chairman s Stewardship Awards The Awards represent the IOGCC s highest honor for exemplary efforts by the oil and natural gas industry in environmental stewardship Winners will be honored at the IOGCC Annual Meeting in San Antonio TX Oct 29 31 For more information or to submit a nomination log on to www iogcc org or call 1 405 525 3556 Nominations must be received on or before Wednesday Sept 5 2012 Community Focus PowerFuels Oasis Petroleum donate to Ray School Building Project As the small community of Ray ND began to grow it became evident that the school would need to grow with it Construction began on the school expansion earlier this spring but the district soon found it would need more funds to help cover an increase in construction costs The
