    at this year s ND Petroleum Council Annual Meeting Attendees packed the facility for the presentations meals and entertainment One hundred and fifty golfers played in the Oil PAC Golf Scramble and more than 100 people attended the Navigation Oil Development on Trust Lands Meeting Thank you to the 61 sponsors who made the event possible We appreciate their support The list of sponsors and the presentations from the meeting are available at http www ndoil org id 87 The 2010 Annual Meeting will be held September 21 23 in Minot North Dakota Biberdorf Joins Petroleum Council Hall of Fame Wayne Biberdorf Hess became the 7th inductee into the Petroleum Council Hall of Fame He received BS degrees in Math and Physics from Minot State University and an engineering degree from the University of North Dakota After teaching in the Minot Public School System he began his employment with Hess Corporation in 1980 He has held various positions with Hess including Operations Manager District Engineer Business Unit Manager and Manager of Strategic Projects He is a member of the Society of Petroleum Engineers and has been on the Board of Directors and Executive Committee of the North Dakota Petroleum Council since 1997 serving as Chairman from 1999 2002 and has been instrumental in the changes at the Petroleum Council over the past 10 years He is also on the Northwest Workforce Advisory Board and the North Dakota Training Advisory Board and was appointed by Governor Hoeven as one of the first members of the Oil and Gas Research Council and served as its first chairman http www ndoil org id 163 Senator O Connell Receives Outstanding Public Service Award Senator David O Connell from Lansford North Dakota represents District 6 which includes Bottineau Kenmare Westhope and a large portion of the oil patch in the northern part of the state He works in the oil patch and has a great understanding of the value of our industry to his district and the state As the Senate Minority Leader he has sponsored many of our key bills including the tax incentive bills and last year he was our primary sponsor of a resolution opposing the proposed federal regulation of hydraulic fracturing which would be a killer for our industry Senator O Connell has been a champion in helping the industry defeat an onerous stripper well tax increase during the past two legislative sessions He knows the importance of stripper wells to our industry and has testified in opposition to bills at hearings for us which rarely happens in the Legislature http www ndoil org id 159 Representative Berg Receives Outstanding Public Service Award Representative Rick Berg from Fargo ND represents District 45 Representative Berg has served in the North Dakota House of Representatives since 1985 In his 25 year tenure in the Legislature he has served as the Speaker of the House Chairman of the Industry Business and Labor Committee Appropriations Committee and served two terms as the House Majority Leader

    booths This is a community and industry event everyone is welcome We hope to see you there Attendees are asked to RSVP so we can be prepared for the crowd Click here for Cookfest information http www ndoil org id 125 page 2009 Bakken Rocks Cookfest Petroleum Council Facts Figures Ready The Petroleum Council s annual collection of agency data related to the oil and gas industry in North Dakota is complete Copies of the Facts Figures are available for distribution as well as posted at www ndoil org North Dakota s oil production grew by 74 in 2008 to nearly 63 million barrels Oil tax collections increased to 527 million up 139 from 2007 The average drilling rig count was 75 and the average price of oil in 2008 was 89 63 representing a 24 77 increase from 2007 According to API s Monthly Statistical Report year to date domestic crude oil production averaged 4 4 above the January May period of 2008 Output is nearly 50 above year ago levels in North Dakota where technological advancements like hydraulic fracturing and horizontal drilling have led to higher production North Dakota is now the fifth largest oil producing state in the nation behind Louisiana Texas Alaska and California It s been a dramatic increase for that state and one that accounts for nearly a third of the entire increase in U S crude oil production so far this year said API Statistics Manager Ron Planting Gas Tax Rate for Fiscal Year 2010 Available The Tax Commissioner has determined that the natural gas tax rate for the fiscal year beginning July 1 2008 through June 30 2010 will be 1831 per mcf The tax rate the previous year was 1476 per mcf For information regarding the three step process involved in establishing this rate check out http www nd gov tax oilgas pubs gasrate pdf 2009 Teacher Education Seminar The Best Yet 43 teachers and new industry members gathered for the 16 th annual Teacher Education Seminar in Bismarck June 8 11 This year s teachers were engaged and ready to learn about the industry from the start The media attention industry has received over the past year had definitely increased their awareness of the industry as well as their interest The glowing evaluations of the Seminar from teachers who attended are due to generous efforts made by many industry individuals and companies Click here for a group photo Seminar Reviews The geology and rock strata information and how horizontal drilling works will make it much easier to explain to my earth science classes why this information is useful Being on an oil rig was amazing Gail Ringey Sullivan Middle School Fargo North Dakota The tours were great the lectures were very informative and all was wonderful There is so much to comment on from the dinosaurs to the oil rig it was excellent What a great opportunity to learn more about North Dakota Thank you for making this available Sister

    computer science pre engineering and finance The program has been designed with consultation by energy industry specialists to produce analysts for the energy industry at the project level at corporate headquarters or on site to work in collaboration with engineers and geologists assessing project opportunities Directed by Dr Frank Moseley the program will admit 20 students the first year and 25 students in successive years For more information contact Dr Moseley at frank moseley minotstateu edu or the MSU College of Business at 701 858 3110 View a recent interview at http www kxmc com getArticle asp ArticleId 377933 New Resource for State Lands The North Dakota State Land Department initiated two new on line tools that should be helpful to the oil industry landmen utility companies counties and townships in North Dakota The first is a new web site tool to search easements and permits on school trust lands Over the past two years the Land Department has been scanning rights of way records As a result easements and permits issued by the State will be available on line with the click of a button The second is a method to track the progress of on line right of way applications For example if you submit an application for a pipeline easement and later want to check the status of the application you can use your assigned tracking number The tracking number will allow you to see the status of the application any deficiencies and the steps remaining in the process to complete the easement Both of these web tools are free and can be accessed at the State Land Department s web site at www land nd gov If you have any questions about these new developments or if you find what appear to be errors in the data please call Mike Brand Director Surface Management Division at 701 328 2800 Petroleum Council Annual Meeting The Petroleum Council s Annual Meeting will be held in Medora North Dakota Sept 1 3 2009 John Felmy Chief Economist for API will be one of the presenters at the meeting Medora will still be in full swing with all the activities including the musical trail rides tourist sites and of course golfing Check the Medora web site at http www medora com Hotel and registration information will be available in June North Dakota Economy Rolls Forward Tax Commissioner Cory Fong recently released the 2008 sales tax collection results The numbers indicated that 2008 sales tax revenues increased by 21 for the year The real surprise was the strong Christmas season in North Dakota with a 28 gain over the 2007 4th quarter sales tax revenues Annual growth of collections of 21 had not been seen since 1980 Sales tax revenues from oil extraction increased by 100 in 2008 We expect that to fall in 2009 as the rig count has dropped by 65 However other sectors of the state s economy appear strong The Legislature and the Governor were not shy

    had an 8 2 billion economic impact on the state in 2007 while adding thousands of high wage jobs creating great wealth in the state and is one of the primary reasons for the state s 1 2 billion budget surplus The proposed tax increases could reduce exploration budgets by up to 50 in North Dakota potentially resulting in the loss of thousands of jobs and creating a down turn in our state s economy The site will be available by April 1 2009 at www ndoil org Petroleum Council Education Scholarships Available The Petroleum Council will provide four 500 scholarships for students attending a North Dakota college who are pursuing a degree in a field related to engineering or geology in the oil and gas industry The scholarship applications must be submitted to the Petroleum Council by April 1 2009 http www ndoil org id 98 Air Emissions Surveys for the Williston Basin The Independent Petroleum Association of Mountain States IPAMS along with the Western Regional Air Partnership WRAP is sponsoring a regional oil and gas emissions inventory for the Intermountain West The result will be an accurate comprehensive criteria pollutant emissions inventory for all sources associated with the exploration and production of oil and gas in the major basins throughout the six state CO MT ND NM UT WY study region for baseline year 2006 as well as future projection years The inventory has been completed for the D J Piceance and Uinta Basins and data collection has recently begun for the San Juan four basins in Wyoming and the Williston Basin Data collection involves surveying operators in each basin for data on a variety of emission sources The Petroleum Council is working with IPAMS on this project and would very much appreciate your help with this project
