  • CTE and the skills gap controversy, plus an invitation | NRCCTE
    college based skills training that is CTE as well as the use of mentorships in high school I encourage you to read the whole thing If you ve been reading widely you ll know that the existence of a skills gap is by no means a settled question You may remember this Atlantic Monthly article from last year in which Barbara Kiviat argues that the skills gap is a myth Instead if one looks at the data always a novel idea one can draw different conclusions about the country s employment issues including Employers unwillingness to pay acceptable wages a pay mismatch Overly restrictive hiring practices Employers being less willing to invest in or even de investing in training at a Department of Labor skills summit in 2000 then Federal Reserve chairman Alan Greenspan described a shift in thinking about who bears responsibility for developing and updating workers skills explaining that over the past few decades on the job training had given way to formal education programs those that would presumably turn out fully qualified workers in advance of having a job As Kiviat points out the sorts of skills employers want problem solving and creativity demand better thinking and communication skills the types of things one can pick up in English history and art classes for example However she goes on to say that these are the very courses that get eliminated in favor of more industry specific concerns There are far ranging implications of understanding workforce quality through the lens of the skills mismatch and positioning education as the solution Although I m not the first to ask do you think the skills gap really exists If so what sorts of skills are actually in the gap Are they academic skills employability skills or technical skills More importantly

  • Former Director of the UK's National Employer Service Visits NRCCTE | NRCCTE
    Service part of the United Kingdom s central government agency that funds colleges and apprenticeship programs visited the NRCCTE on Friday September 20th as part of a research project focusing on the relationship between large employers and government in relation to skills development in the UK She has worked with ministers to improve the demand side and to challenge large employers to engage with government policies on skills particularly the development of apprenticeship programs for school leavers and the unemployed As part of her research Ms Chadwick is seeking to learn more about which policies tend to work successfully to secure employer support within the UK s political economy which don t and why She is visiting Germany France and the United States in order to explore key issues for policymakers and employers related to skills and apprenticeships During her visit to Louisville Ms Chadwick and NRCCTE Director Jim Stone toured nth works a precision metal forming manufacturer and engineering company that has partnered with Jeffersontown High School to introduce a supervised apprenticeship program at nth works facilities The goals of the program are to address Louisville s shortage of skilled labor and to increase community awareness of the growing opportunities in the local manufacturing sector Dr Ken Talley Director of Career and Technical Education for the Jefferson County Public School system says the district is especially excited about the possibility of a secondary level NIMS certificate that is in development as a result of this partnership Ms Chadwick notes that like the United States the United Kingdom values higher education and general skills more than vocational or CTE programs unlike the United States except perhaps at the state level the UK has a long history of interventionist policies Pictured Tom West Executive Director Kentucky Workforce Investment Board James R
