  • Tech Prep Implementation and Preliminary Student Outcomes for Eight Local Tech Prep Consortia | NRCCTE
    consortia became the initial sites for the national study Two additional consortia were selected near the end of 1998 with site visits and additional data collection conducted in 1999 Overall the study examined a range of Tech Prep models and approaches in urban suburban and rural locations in the United States The overarching purpose of the study was to describe in some depth and detail the evolving nature of eight local Tech Prep systems to compare the post high school education and economic outcomes of Tech Prep and non Tech Prep participants and to enhance understanding of how students transition from high school to college and work In order to describe students Tech Prep experiences and related outcomes the research team employed a mixed method design including repeated field visits a follow up survey of Tech Prep and non Tech Prep participants and an analysis of secondary and postsecondary transcripts for students in both groups Over more than a two year period over 300 interviews with teachers counselors parents and employers took place at approximately 60 high schools and 10 community and four year colleges and over 150 interviews were conducted with students at both the secondary and postsecondary levels Approximately 4 700 students were selected for the student follow up study across all eight consortia with roughly equivalent numbers of Tech Prep and non Tech Prep participants in each The students in the sample graduated from high school between 1995 and 1998 Most consortia provided data on their 1996 and 1997 cohorts fewer on the 1995 cohort and only one site the last site added to the study on a 1998 cohort The response rate for the follow up survey was approximately 50 overall In addition high school transcripts were acquired for over 90 of the entire sample and

  • The Status of Career and Technical Education Teacher Preparation Programs | NRCCTE
    Hodes Purandhar Dhital Xiaorong Shao Shih Tsen Liu The Pennsylvania State University Executive Summary Concern about the state of career and technical education CTE teacher preparation programs includes the declining capacity to adequately train teachers who are equipped to implement the new vocationalism in an atmosphere of educational reform The present study was conducted to update a similar study by Lynch 1990 and to give insight into the status of CTE teacher preparation in the United States especially into the capacity to prepare new CTE teachers and to determine the curricular emphasis The CTE teacher preparation curriculum was compared to the areas outlined by the National Board for Professional Teaching Standards 1997 in Vocational Education Standards for National Board Certification Participants in this study were teacher educators with administrative responsibilities in CTE teacher preparation programs at post secondary institutions in the US Data were collected via a survey designed to gather information about a program s demographics administration curricular status certification criteria and methods of course delivery Data were received from 227 programs at 164 institutions representing a 44 return The respondents reported that their teacher preparation programs remain very traditional in the structure and delivery of their courses However they also noted that they planned to double their distance education course offerings via the World Wide Web within the next three years With an average of six credits per program the teacher preparation curriculum had an emphasis on academic technical integration an area that did not appear in the curriculum ten years ago Over all the number of CTE teacher preparation programs had declined about 11 over the past ten years Bruening T H Scanlon D C Hodes C Dhital P Shao X Liu S T 2001 April The status of career and technical education teacher preparation programs St

  • Major Needs of Career and Technical Education in the Year 2000: Views From the Field | NRCCTE
    the CAREERTECH listserv were analyzed to identify the major needs facing the field This analysis yielded the needs presented in the following list The list is in a rough priority order as indicated by the number of sources identifying the need and the amount of discussion concerning the need More Improve the image of CTE The underlying theme was the need to change the perception that CTE offers an inferior curriculum appropriate only for those students who cannot meet the demands of a college preparatory program Exemplary practices Identifying and disseminating information about exemplary or best practices The comments reflect a general sense that there are many successful programs and that information about them should be documented and widely disseminated Partnerships Almost all of these comments referred to the need to develop partnerships as a means of keeping programs relevant and aligned with the needs of employers Teaching learning integration relevancy Many concerns related to teaching and learning arose not surprisingly from the secondary and postsecondary instructor networks Two other categories that are actually components of teaching and learning were coded separately integration of academic and occupational content and relevancy of programs to the needs of the workforce These three categories in total were coded more frequently than any other content area If partnerships as a means of ensuring relevancy are added this is by far the dominant category as measured by amount of discussion but it is not a major concern across all sources Clearinghouse What everyone would like is one location a web site that is easily searched and contains in a succinct easily accessible format all the best information anyone would want to know about CTE Instructors Administrators State level staff typically spoke of instructors in terms of the difficulty of finding individuals with the necessary technical qualifications to teach classes Many secondary representatives expressed an interest in how other states are dealing with alternative certification Some participants noted that it is even more difficult to find qualified CTE administrators than it is to find instructors Three themes dominated the discussion among teacher educators recruitment into preservice programs induction and retention of new teachers and alternative certification procedures Professional development This occurred frequently among the teacher educators secondary state level representatives and tribal racial ethnic networks Like exemplary practices and clearinghouse professional development was mentioned with reference to many different content areas Technology distance education Most of these comments noted the need to prepare instructors to use information technology web pages threaded discussions e mail Internet sites etc to enhance instruction in the classroom and to deliver CTE courses through distance education There was some discussion of proprietary information technology certification Assessment Almost all the comments related to the most effective way to measure the performance learning of both academic and technical skills Some participants asked about the utility of national tests Implications of the Workforce Investment Act of 1998 This Act became effective July 1 2000 and made many changes in eligibility accountability and funding for
